STRENGTHENING THE U.S.-LITHUANIA PARTNERSHIP: LITHUANIAN PERSPECTIVE Vygaudas Ušackas HISTORICAL BACKGROUND The last few years of Lithuania-U.S. relations have been marked by the historic decisions of NATO enlargement, thus concluding one chapter in the bilateral relationship and building an even stronger foundation for an ever-closer strategic partnership between the two nations in the future. The United States of America played a crucial role in allowing Lithuania and the other six Central European countries to be invited to the 2002 Prague summit to join NATO. On May 9, 2003, the U.S. Senate unanimously ratified the NATO Accession Protocols, thus paving the way for U.S. President George W. Bush’s vision of “Europe whole and free, and at peace” to become a reality. Moreover, in the last few years we have enjoyed the unparalleled attention of the White House, the Hill and the American people. The U.S.-Lithuanian relationship goes back to the beginning of the 20th century. The restoration of the State of Lithuania on February 16, 1918 and its international recognition were closely linked to the principle of self-determination advocated by the twenty-eighth U.S. President, Woodrow Wilson. America was one of the first to recognise the independence of Lithuania. Throughout the brutal Soviet occupation, America lived up to its principles, and never recognized Lithuania as part of the USSR. The tricolour-flag of Lithuania at the U.S. Department of State during the dark years of occupation was conveying the hope to hundreds of thousands of Lithuanians in America and worldwide that the most brutal breach of international law was just temporary and that the independence of Lithuania would one day be restored. -

CZESŁAW MIŁOSZA Cultural cooperation between nations is mainly based on pacts entered by the government of the Republic of Poland and the government of the Republic of Lithuania, on cooperation between academies and cultural facilities, and on collaboration of all nations living in the given area with respect to issues important to local communities, ^ e message of cultural cooperation is social and cultural integration. Cultural and social co-operation among nations lived in East and Central Europe has been sprung up over many centuries. In the 20th century, the nations of the part of Europe were subjected to an attempt to standardise their national cultures by means of introducing the socialist realist culture. According to purposes of contemporary authorities culture was created only officially. Locked Up« in Nation States: Perceptions of the Relations Between the State and National Community Within Political and Social Discourse in Lithuania
Original scientific article UDK 316.773.2:342.228(474.5) Eglė Kesylytė-Alliks »LOCKED UP« IN NATION STATES: PERCEPTIONS OF THE RELATIONS BETWEEN THE STATE AND NATIONAL COMMUNITY WITHIN POLITICAL AND SOCIAL DISCOURSE IN LITHUANIA ABSTRACT This article examines how the idea of the nation-state is articulated in political and social discourse. In particular, it explores how the national community and the state are posi- tioned vis-a`-vis each other in discourse surrounding national flags. I locate my analysis in Lithuania after the dissolution of the USSR. I explore how the interaction between the state and the nation is discursively represented among politicians and ordinary citizens when they discuss Lithuanian national flag(s). Intriguingly, whereas semi-public discourse could generally be described as “locked up” in thinking in terms of the nation and state as interdependent entities, for political actors the intertwining of the nation and state was a less doxastic state of affairs. Raziskuje, kako so nacionalne skupnosti in država medsebojno pozicionirane v diskurzih, ki zadevajo nacionalne zastave. Analiza se osredotoča na primer Litve po razpadu Sovjetske zveze. Avtorica ugotavlja, kako je interakcija med državo in nacijo diskurzivno reprezentirana v političnih razpravah in razpravah navadnih državljanov o nacionalnih zastavah. Medtem ko – zanimivo – poljavne diskurze splošno lahko opišemo kot »zaklenjene«, in sicer v smislu, da se nacijo in državo misli kot povezani entiteti, je za politične akterje preplet nacije in države manj samoumeven. -

President Ong Teng Cheong Excellencies Distinguished guests Ladies and Gentlemen 1. In less than 300 days, we will be welcoming the dawn of a new millennium. Many countries around the world are also planning grand activities to welcome the millennium on Jan 1, 2000 – on Mount Fuji in Japan, on the Great Wall of China, at the Pyramids of Egypt, and at the billion-dollar Millennium Dome in London, to name a few. And Singapore will be very much a part of that worldwide celebration. Whatever the cultural, religious, traditional or scientific context, the new millennium is, above all, a time for us to remember and honour our past whilst rejoicing in the challenges and opportunities that lie ahead. 2. The launch of the Singapore Millennium Logo this evening heralds the beginning of an 18-month long celebration in Singapore. New Year‟s Celebration 2013 20th CENTURY ENDS ANKIND yesterday stood on the threshold of a new millennium, linked by satellite technology for the most closely watched midnight in history. M The millennium watch was kept all over the world, from a sprinkle of South Pacific islands to the skyscrapers of the Americas, across the pyramids, the Parthenon and the temples of Angkor Wat. Manila Archbishop Luis Antonio Cardinal Tagle said Filipinos should greet 2013 with ''great joy'' and ''anticipation.'' ''The year 2013 is not about Y2K, the end of the world or the biggest party of a lifetime,'' he said. ''It is about J2K13, Jesus 2013, the Jubilee 2013 and Joy to the World 2013. It is about 2013 years of Christ's loving presence in the world.'' The world celebration was tempered, however, by unease over Earth's vulnerability to terrorism and its dependence on computer technology. The excitement was typified by the Pacific archipelago nation of Kiribati, so eager to be first to see the millennium that it actually shifted its portion of the international dateline two hours east. The caution was exemplified by Seattle, which canceled its New Year's party for fear of terrorism. In the Philippines, President Benigno Aquino III is bracing for a “tough” new year. At the same time, he called on Filipinos to pray for global peace and brotherhood and to work as one in facing the challenges of the 21st century. Mr. Estrada and at least one Cabinet official said the impending oil price increase, an expected P60- billion budget deficit, and the public opposition to amending the Constitution to allow unbridled foreign investments would make it a difficult time for the Estrada presidency. -

Emergency vets call for silent fireworks at ALL New Year’s celebrations Submitted by: Vets Now Friday, 16 December 2016 Vets at the UK’s leading provider of pet emergency care are calling for quiet fireworks at all New Year’s Eve celebrations. Councillors in Edinburgh have agreed to investigate the impact of noise from firework displays and whether silent pyrotechnics could be used instead. It follows concerns that pets are being traumatised by the bangs and explosions that mark the climax of the city’s world-famous Hogmanay street party. Now small animal emergency specialists Vets Now (https://christmas.vets-now.com) are urging other councils across the UK to consider following Edinburgh’s example. Amanda Boag, Vets Now’s clinical director, said she would welcome the use of silent or almost silent fireworks at New Year’s celebrations. She said: “Fireworks now go off throughout the autumn and winter and this causes many pets and their owners a lot of distress. “At these times we often see pets who have been burnt by fireworks or involved in road traffic accidents after being spooked and running onto the road. “We welcome Edinburgh council’s plan to commission a report into the impact of noisy fireworks, and we look forward to seeing the results. “We know one of the options being considered is silent fireworks and this is something we would actively support across the country as it seems to represent a good compromise.” It’s estimated 46% of dogs and 45% of cats are scared of noisy fireworks. Dogs will typically show fear by trembling, panting or drooling while some will hide, bark or jump on furniture. -

In this study, we investigated the levels of 16 elements—Na, Mg, Al, Si, K, Ca, V, Cr, Mn, Fe, Cu, Zn, As, Sr, Ba, and Pb—during the fireworks festival in Yanshui, Tainan, Taiwan, and the chemical compositions and mass concentration distributions of these elements collected from the sampling site are reported. The airborne particles were mainly in the sub-micrometer regime, with coarse size ranges. The concentrations of most of the elements of interest in this study were higher in the post-fireworks display period than prior to it. Studies of respiratory epithelial cell death revealed that the levels of the elements collected in the sub-micrometer size range were more than two times lower than those in the micrometer size range in the post-fireworks display period, but the viability was 65.7% for the former compared with 73.3% for the latter. -
