    EAST AYRSHIRE COUNCIL CABINET – 8 MARCH 2017 SCHOOL ESTATE MANAGEMENT PLAN 2015-16 Report by Depute Chief Executive (Safer Communities) PURPOSE OF REPORT 1 The purpose of this report is to outline the 2015-16 School Estate Management Plan and seek Cabinet approval for its submission to the Scottish Government. BACKGROUND 2 Local authorities are required to submit an annual School Estate Management Plan (SEMP) to the Scottish Government, which details the status of the existing school estate, the vision for the estate, the required capital investment to meet this vision and timescales within which this vision would be achieved. 3 Cabinet will note that the Scottish Government has specifically requested this information for primary, secondary and special schools only and that the investment requirement excludes all Early Years and Community Learning establishments, although these are referred to in the documents where it links to school accommodation. SCHOOL ESTATE MANAGEMENT PLAN 2015-16 4 The School Estate Management Plan is attached to this report. In summary the document: restates the Council’s vision for the school estate and the policy context; provides an update on the current status of the school estate; identifies current investment and progress made; and sets out the principles for the Council to achieve its desired standards 5 The School Estate Management Plan reflects a significant investment through the capital programme on improving the school estate and demonstrates the recent successful completion of a number of projects and the ambitious next phase of an extensive building programme for our schools. SCHOOL CAPACITIES 6 The School Estate Management Plan indicates, as at 2015-2016, that there is still a significant surplus capacity in schools.

We continue to develop new innovative approaches to education-employer partnerships; develop work based learning options which enable our young people to learn in a range of settings and ensure they have the skills and knowledge required to reach their full potential. 2018 was the Year of Young People which saw young people positioned at the heart of key decision making and policy. DYW Ayrshire recognised it was necessary that this legacy continued which resulted in us welcoming Aaran McDonald, Member of The Scottish Youth Parliament for Cunninghame South, on to our Steering Group. His input ensures that young people will have a voice on the decisions taken by the Steering Group. The report will highlight best practice and added value that the Ayrshire Regional Group has delivered during the past year. Executive Summary 3 dyw profile 2019 saw our third annual conference which showcased the many successes that have been achieved in Ayrshire. The purpose of the report is to present for consideration and endorsement, a summary of the consolidated Annual Report for 2018/19 in respect of the Community Plan thematic Delivery Plans and East Ayrshire Community Planning Partnership Local Outcomes Improvement Plan (LOIP). BACKGROUND 2. Members will be aware that the 2018/19 annual performance report will represent the first year of reporting against the LOIP and the refreshed Community Plan thematic Delivery Plans 2018-21. 3. The Local Government in Scotland Act 2003 placed a duty on local authorities to initiate, lead and facilitate community planning and a specific statutory duty on Enterprise Companies, Health, Police, Fire Bodies and Strathclyde Passenger Transport Authority to participate in the process. Within East Ayrshire, a successful history of and firm commitment to partnership working was at that time formalised through the community planning process. 4.
