Rail Land Development Authority (RLDA) is a statutory authority under the Ministry of Railways with the mandate to develop Railway Land for commercial use.

RLDA is conducting Preliminary demand survey for Grant of Lease of Commercial Development of 1.72 Ha. of Railway Land at Pallanthuruthi Island (also known as Paliyanthuruth), situated in famous Ashtamudi Lake which is tourist hub, near Kollam (Kerala) for 45 years with the first right of refusal. Kerala attracts 9.23 Lakhs of Foreign tourists out of 76.80 Lakhs total foreign tourist arrival in India which is around 12%. The domestic tourists are very high in numbers as compared to foreign tourists and stand at 1.17 crores. Region-wise foreign tourist visit in Kerala is maximum in Central Kerala at 54.44%, Southern Kerala at 39.39% (Kollam is in Southern Kerala) and rest 6.17% in North Kerala This island can be reached by a ferry and the nearest land is approx. 800m away and is situated in the backwaters of Ashtamudi Lake. This island is approx. 80 KM from Trivandrum International Airport, 15 KM from Kollam Railway Station and 3 KM from Perinad Railway Station. This site is highly suitable for developing tourist resorts/floating house boats/tourist huts/destination wedding etc. subject to approval of Kerala State Govt. and local bodies like Kerala Coastal Zone Management Authority/Coastal Regulation Zone-I (CRZ-I). This site falls under CRZ-I Regulations. 15m envelope around the site from the high tide line is a no development zone and no permanent construction may be permissible at the site. Physical infrastructure like power, water, sewerage and solid waste management facilities are to be developed and also a Jetty Area (for boarding and parking) needs to be developed. RLDA solicits your views in developing the site for commercial use.
