HGY/2016/1719 Planning application Town & Country Planning Act 1990 (as amended); Greater London Authority Acts 1999 and 2007; Town & Country Planning (Mayor of London) Order 2008 (“the Order”) and Town and Country Planning (Environmental Impact Assessment) Regulations 2011. The proposal A hybrid application (part detailed and part outline) including up to 505 residential units and up to 1,607sqm (GIA) of non-residential floorspace, comprising retail (A1-A5) and office (B1) use. The detailed application includes buildings from 16 to 21 storeys, 249 residential units, 307 sq.m. (GIA) of flexible retail or business uses, access, landscaping and public realm works. The outline application includes buildings of up to 9 storeys, up to 256 residential units, up to 1,300 sq.m. of flexible retail or business uses, pedestrian/cycle footbridges, access, landscaping and public realm works. The applicant The applicants are Muse Developments Ltd and the Canal and River Trust, the architect is Allies and Morrison, and the agent is Quod. Recommendation summary The Mayor, acting as Local Planning Authority for the purpose of determining this application, i. grants conditional planning permission in respect of application HGY/2016/1719 for the reasons set out in the reasons for approval section below, and subject to the prior completion of a section 106 legal agreement; ii. delegates authority to the Assistant Director - Planning and the Executive Director of Development, Enterprise and Environment to issue the planning permission and agree, add, delete or vary, the final detailed wording of the conditions and informatives as required, and authority to negotiate, agree the final wording, and sign and execute, the section 106 legal agreement; iii. delegates authority to the Assistant Director – Planning and the Executive Director of Development, Enterprise and Environment to agree any variations to the proposed heads page 1 of terms for the section 106 legal agreement; iv. delegates authority to the Assistant Director - This report includes a recommendation from GLA officers, as set out below. Officer recommendation - reasons for approval 2 The Mayor, acting as the local planning authority, has considered the particular circumstances of this application against national, strategic and local planning policy, relevant supplementary planning guidance and all material planning considerations. He has also had regard to Haringey Council’s planning committee report dated 1 November 2016, the draft decision notice setting out eleven reasons for refusal and all consultation responses and representations made on the case. The reasons set out below are why this application is acceptable in planning policy terms: I. The principle of a residential led mixed use development is strongly supported by both strategic and local planning policy. The development site is within the Upper Lee Valley Opportunity
