November is for many of us what December is to others. There is a lot of good eating, friendly visits and starry-eyed planning for the year ahead.

Just as sleep is necessary for our body, similarly holidays are important for relaxation and change for they provide relief from the monotony of our daily routine and they are important for our mental and emotional well-being.

Holidays! Holidays! Holidays who does not wait for holidays? Holidays give us a break from our routine and help us to refresh ourselves and go back to work with renewed energy however, they are not only meant for enjoying but also for pursuing our hobbies and interests. For us, holidays are also meant to recharge our batteries.

Net soos slaap nodig is vir ons liggame, net so is vakansies belangrik vir ontspaning en verandering want dit verskaf verligting van die eentonigheid van ons daglikse roetine en dit is belangrik vir ons geestelike en emosionele welstand. Vakansies! Vakansies! Vakansies wie wag nie vir vakansie nie?

Vakansies gee ons ‘n breek uit ons roetine en help ons om ons self te verfris en om met hernieude energie terug werk toe te gaan, nietemin, dit is nie net bedoel vir ontspaning maar ook vir die voorsetting van ons stokperdjies en belange. Vir ons, is vakansies ook bedoel om ons batterye te herlaai.

Die tyd om die boodskaap van liefde te versprei, harmonie en vrede is op ons, en natuurlik is dit die tyd om oorgelaai te word met geskenke met wense maar bo alles, is dit die tyd waneer die liefde van God, Die Almagtige en die liefde van ons medemens oor al die haat en bitterheid moet heers, ‘n tyd waneer ons gedagtes, dade en die gees van ons lewens die teenwoordigheid van God openbaar.

On Friday 13 November 2015, the Speaker of the North West Provin- cial Legislature, Hon. Sussana Dantjie welcomed two Members of the Provincial Legislature, Hon. Sello Lehare and Hon. Joe McGluwa who were sworn in on Friday 13 November 2015 as Members of the Provincial Legislature.

Hon. Lehare is sworn in, in the seat of the African National Congress (ANC) left vacant by Mr Collen Maine when he resigned last month to go serve as President of the ANC Youth League. On the other side, Hon McGluwa is taking up the vacant seat left by Hon. Chris Hattingh of the Democratic Alliance (DA) who has since been deployed to the National Council of Provinces effective 12 November 2015.

Schedule Act 73 of 1988 schedule 1a Section 23(1) (b) states that “in the event of a vacancy in the Legislature to which this schedule applies, the party which the vacating member represented must fill the vacancy by nominating a person.” According to Section 107 of the Constitution of the Republic of South Africa, Hon. Lehare and Hon. McGluwa took an oath and affirmed faithfulness to the Republic and obedience to the Constitution before they could begin to perform their duties in the Legislature.

Hon. Lehare, who is also the provincial Deputy Chairperson of the ANC, said he is honoured that his party trusted him with this responsibility. “I thank the ANC for having trusted me with this responsibility. I will do my best to change the lives of the people of this Province,” said Hon. Lehare.

On Thursday 12 November 2015 the North West Provincial Legislature Speaker, Hon Sussana Dantjie bid farewell to the longest serving Member of the North West Provincial Legislature, Hon. Chris Hattingh. Hon. Hattingh is going to join members of the Democratic Alliance serving in the National Council of Provinces in Cape Town. Hon. Hattingh has served in the Legisla- ture for 21 years, from 1994 when the first new democratic dispensation was ushered in.

Hon. Speaker Sussana Dantjie described Hon Hattingh as a person who served in the Legis- lature with distinction. “You were the longest serving Member of this Provincial Legislature and you served it with distinction. Hopefully you will continue to raise the flag of the North West Province at the NCOP,” said Hon. Speaker Dantjie.

The Portfolio Committee on Rural Environment and Agricultural Development has encouraged both the Department of Rural Environment and Agricultur- al Development and the senior management of the Potchefstroom College to work together and intensify agricultural development initiatives in communities of the North West Province.

This came after the Committee oversight meeting with the stakehold- ers to address issues at Potchefstroom College regarding the unsatis- factory state of the kitchen; employees hired on a temporary basis whilst there are permanent staff hired at the institution who can perform the same duties and be paid overtime and the discontentment with regards the current exorbitant fees structure and questionable qualifications on some of the professional staff.

A member of the Committee, Hon. Hlomane Chauke, who chaired the meeting on behalf of the Committee Chairperson, Hon. Ndleleni Duma stated that they wanted to check the level on the central role the college and department plays towards the devel- opment of agriculture as one of the three developmental pillars in the provincial government. “As part of rebranding, repositioning and renewing the Province, agriculture should see the support it needs starting from the tertiary level where all necessary skills are acquired to grow the economy as part of the three (3) pillars in the Province,” urged Hon. Chauke

The department stated that thus far, they have not played enough role in the development towards strengthening the capacity, particularly in the area of women and the youth in agriculture and supporting mechanisms that would grow the Province through the integration with the college. The Chief Financial Officer in the department, Mr. Pakino Mothupi mentioned that 70% of the revenue made in the college goes back to Treasury and therefore this bears detrimental effect on the support needed to allocate skills, resources and land that would assist the women and youth marginalised to be empowered. “We intend to make agriculture a revenue stream however due to the 70% of revenue that goes to the Department of Finance, we fail in this objective,” said Mr. Mothupi

The Campus Manager, Mr. Lufuno Thovhakale stated that the college has the lowest student fees in the country with up to R14000 paid per annum and is recognised both internationally and locally with most coming from as far as Switzerland and respectively.

“Compared to other agricultural colleges such as the Elsenburg Agricultural Training Institute in the Western Cape Province which costs a total of R49949 per annum and the Owen Sithole College which charges R19000 per annum, this is one of the very lowest charging college with the best curriculum internationally recognised,” said Mr. Thovhakale

He also stated that 84 staff members are employed on a permanent basis and they all qualify for overtime payment as approved by the Head of the department. Thovhakale further stated that he is not aware of the alleged “questionable qualifications” by some employees as all have gone the proper route on the recruitment processes.

The Committee acknowledged the college’s provision of the best agricultural knowledge and skills towards the development of students while registering a concern that the impact thereof needs to be imparted to all and sundry in order to enhance the ideal of provincial agricultural development.

The committee made recommendations to the department to intensify a structured programme of developing women and youth who are interested in the agricultural sector to grow the economy of the province. They also recommended to look into the budget structure with the MEC for Finance with a view to access adequate financial support towards the community.
