Homes, General Santos 9500, the Philippines; 4Sociology Department, College of Social Sciences and Humanities, Mindanao State University-Fatima, General Santos 9500, the Philippines) Abstract: This paper discussed effects of lowland-associated influences on upland ecology, food security and biocultural diversity in the Sarangani farming communities of the Philippines. In the uplands of Sarangani Province, the conservation of traditional rice varieties, the centrality of rice in tribal life, and the continued observance of planting rituals attest to its cultural significance and convey a common desire for cultural preservation and community solidarity. Economic and socio-political pressures had transformed tribal communities, although vestiges of traditional farming systems are still being practiced in remote sitios (villages). Changing land use patterns had also resulted in shrinking farm sizes and consequently in food insecurity in the Sarangani uplands. Extractive industries (i.e. logging, mining and charcoal making) and swidden farming were observed to cause widespread environmental degradation, while modern agriculture had undermined the capacity of indigenous peoples to survive because of their complete dependence on lands and resources. -

Gordon RESOLUTION HONORING THE LATE GHAZALI JAAFAR, CHAIRPERSON OF THE BANGSAMORO TRANSITION COMMISSION, FOR HIS OUTSTANDING CONTRIBUTIONS TO THE PURSUIT OF PEACE IN THE BANGSAMORO REGION WHEREAS, Ghadzali Jaafar was an outstanding Moro leader who dedicated his life to establish unity among the Bangsamoro people and champion the recognition of the justness and legitimacy of their cause of the Bangsamoro people; WHEREAS, Jaafar started his distinguished leadership while in high school, when he established a group that mobilized the students and out-of-school youth into activisim in Cotabato City and neighboring areas. He went on to become one of the most prominent figures in the historic establishment of the Bangsamoro region; WHEREAS, Jaafar was the first Vice-Chairman of the Moro Islamic Liberation Front (MILF) and was credited for steps in pursuance of peace in the Mindanao region. Under his leadership, the MILF started peace dialogues with the Philippine government starting 1997; WHEREAS, from 1996 to 1997, Jaafar served as the first Chairman of the MILF Negotiating Peace Panel who signed the general cessation of hostilities between the government and the MILF; WHEREAS, President Rodrigo R. Duterte appointed Jaafar as the Chairman of the Bangsamoro Transition Commission (BTC) that drafted the Bangsamoro Basic Law in 2017, which was later enacted as Republic Act No. 11054, creating the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in 2018; WHEREAS, the realization of the BARMM was a result of Jaafar’s peace keeping efforts, earnest work and decades-old comprehensive peace negotiations with the Philippine government and the movement; WHEREAS, he contributed in the campaign for R.A. -

This document is intended to provide a framework for fisheries management within the Sarangani Bay-Sulawesi corridor for adoption and implementation by relevant governmental agencies, local government units, non-governmental partners, academic and research institutions, and the fishing industry sector that altogether will benefit from effective fisheries management and biodiversity conservation in SOCCSKSARGEN and other regions of the Philippines. -

3 July 2019 SEC ISSUES CEASE AND DESIST ORDER AGAINST ALMAMICO/ ALAMCCO The Securities and Exchange Commission (SEC) has ordered Alabel Maasim Mining (ALMAMICO) Corp., Alabel-Maasim Small Scale Mining Cooperative and/or Alabel- Maasim Credit Cooperative (ALAMCCO) to stop soliciting investments from the public without the necessary license and through a Ponzi scheme. The Commission En Banc on June 4 issued a cease and desist order against ALMAMICO and ALAMCCO after the SEC Enforcement and Investor Protection Department adduced substantial evidence that said entities engaged in offering and selling to the public securities in the form of investment contracts without the necessary license from the Commission. ALMAMICO and ALAMCCO operate largely in Sarangani, General Santos City and Koronadal City. They invite members to invest certain amounts in exchange for a guaranteed 35% monthly return, which is supposedly compounded when investors lock in their investments for a year. The scheme satisfies the elements of an investment contract, as follows: 1) there is a placement of money; 2) the money invested is placed in a common enterprise; 3) there is an expectation of profits; 4) the expected profits are generated from the entrepreneurial and managerial efforts of others. ALMAMICO and ALAMCCO were also found to have engaged in public offering of securities when they indiscriminately or randomly promoted their investment schemes through videos posted online. Section 8.1 of Republic Act No. 8799, or the Securities Regulation Code provides that "securities shall not be sold or offered for sale or distribution within the Philippines, without a registration statement duly filed with and approved by the Commission." Aside from lacking the necessary license, the investment scheme of ALMAMICO and ALAMCCO resembles a Ponzi scheme, an investment fraud that involves the payment of purported returns to existing investors from funds contributed by new investors. -
