Help Iraq Strengthen the Rule of Law M The Central Criminal Court of Iraq convicted 11 security detainees January 13-18, E for various crimes, including possession of illegal weapons, taking advantage of N someone else’s legal documents and illegal border crossing. T 7. Increase International Support for Iraq The Arab League's chief of mission for Iraq, Mukhtar Lamani, resigned from his O position in Baghdad. The Arab League said it is determined to maintain its F presence in Iraq despite Lamani’s resignation. 8. Strengthen Public Understanding of Coalition Efforts and Public Isolation of S the Insurgents T The leader of Egypt’s Muslim Brotherhood appealed to Sunni and Shiite religious A scholars to work together to end Iraq’s sectarian violence. LTG Petraeus Confirmed to be New MNF-I Commander: D E • After confirmation from the Senate, LTG David H. Petraeus is scheduled to arrive in P Baghdad in preparation to assume command of Multi-National Force-Iraq. Although A there is no set date for the change of command, President Bush said last week that R he wanted Petraeus to go to Baghdad as quickly as possible in order to begin T implementing the new US strategy for stabilizing the country. M • In his confirmation hearings last week, LTG Petraeus emphasized the need not only E for the additional 21,500 US troops, but also for additional resources and support N from all government agencies in order to carry out the mission. Petraeus stated, “if T we are to carry out the Multi-National Force-Iraq mission in accordance with the new strategy, the additional forces that have been directed to move to Iraq will be O essential. Greatly increased support by our government’s other agencies, F additional resources for reconstruction and economic initiatives, and a number of S other actions are critical to what must be a broad, comprehensive, multifaceted T approach to the challenges in Iraq.” A T E

Iraqis Claim 200 Shia Cult Fighters Killed in Battle North of : D E • According to media reports, Iraqi officials claim an estimated 200-400 Shia cult P members were killed and more than 100 were captured in a fight between the A cultists and Iraqi Security Forces (ISF) and Coalition Forces January 28-29. R • Open-source reports indicate the 24-hour fight broke out after Iraqi officials learned T of a large number of heavily-armed Shiite-led cult fighters outside of Najaf and sent M local ISF to investigate. US forces and Coalition air support assisted as the fight E escalated, reportedly killing large numbers of enemy fighters, but also resulting in N T the crash of a US helicopter and the death of its two crewmen. News reports also claimed approximately ten Iraqi soldiers and policemen were killed in the fight. O F

A • Iraqi government spokesman Ali al-Dabbagh said the raid was targeting a R predominantly Shia group called the Jund al-Samaa, or Soldiers of Heaven, which T aims to clear Iraq of temporal leaders in order to hasten the return of the Mahdi, a M messianic figure in Islam. E N Mayor and Police Fired in Diyala: T • Approximately 1,500 police officers in Iraq's Diyala Governorate and the mayor of the provincial capital, Baquba, have been fired. Provincial police chief Ghanim al- O Qurayshi said January 28 that the officers fled rather than fight when Baquba was F attacked by insurgents in November 2006. • Qurayshi also said Mayor Khalid al-Sinjari was suspected of collaborating with Sunni S insurgents. Qurayshi took over police operations in Diyala after his predecessor was T fired in December 2006. A T E

He cited P widening divisions among the Iraqi people and the lack of a regional consensus on A how to end the conflict as reasons for his departure. R • Lamani, a Moroccan, was one of the few Arab diplomats working in Baghdad, with T most ambassadors from other nations performing their duties from the Jordanian M capital of Amman. He was appointed in March 2006 by Arab foreign ministers with E a mission of aiding national reconciliation efforts in Iraq. N • Although Lamani has resigned, the Arab League is determined to keep its presence T in Baghdad. Arab League Secretary General Amr Musa said he is looking into several names to replace Lemani. O • An Arab League national reconciliation conference following up on a similar meeting F held in Cairo in November 2005 has been continuously delayed. S T A T E

13 UNCLASSIFIED UNCLASSIFIED January 31, 2007 [4.] Help Iraq Build Government Capacity and Provide Essential Services – Water Water: D E • The recently completed US Army-funded Hamdan RO Compact Unit in the P Governorate of Basrah provides domestic drinking water to more than 30,000 A residents of Hamdan Village of Abu al-Khasib district. R • The Iraq Minister of Water Resources met with his counterparts in the Ministry of T Irrigation in Syria last week to discuss bilateral and regional cooperation on M trans-boundary water issues. During the meetings, Ministry of Water Resources E representatives reviewed data on the releases from Syria and confirmed that N Syria had complied with its obligation to release to Iraq 58% of the flows T received at their border with Turkey. The two countries also discussed the proposed construction of a large irrigation pump station near the Iraq border on O the Euphrates River; the pump station will have a capacity of 100 cubic meters F per second to be used to ultimately irrigate 400,000 hectares. S • During the meeting, the Ministry of Water Resources also requested water T quality data from Syria. The two countries agreed to continue bilateral A discussions under a pre-existing coordination committee established in 1989 to T discuss issues, such as the proposed irrigation pump station and regional E coordination efforts with Turkey.

Trading of Iraqi Bonds on the International Secondary Bond Market: • The following table shows the daily bond resale price and yield on Iraqi bonds issued January 20. The bonds were originally issued to about D two-thirds of Iraq’s commercial creditors as part of a debt exchange arrangement at Paris Club terms. Iraq’s commercial debt was approximately $22 billion before the debt-swap arrangement. The bonds, which are not yet rated, will mature in 2028. Discussions concentrated on the economic cooperation R through trade exchange and oil transportation. T M E Iraq Women in Business Conference: N • On January 25, USAID's Izdihar Private Sector Development Project organized the T “Women in Business Conference: A promise for Economic Progress” at the al- Rasheed Hotel in the International Zone. Over 60 women representing NGOs, O businesses and government agencies engaged in lively discussions of issues facing F Iraqi women entrepreneurs, such as access to small business loans, NGO registration processes, gender equality, business planning, and microfinance. S T • One of the conference highlights was the presentation by the Executive Director of A the Izdihar-supported Small Business Development Center in Hillah, an Iraqi T businesswoman, who shared the experience of running a business association that E provides consulting and training for local businesses. USAID's Izdihar project supports five Small Business Development Centers throughout Iraq.

F • A delegation that included US Justice Department officials and their Iraqi counterparts visited the maximum security Broad River Correctional Institution, where the Iraqis S watched inmates make South Carolina license plates and traffic signs. We can have productive inmates, not just T consumer inmates,” said the warden of a Nasiriya prison, whose name was withheld by E the Justice Department for his own safety.
