On average about 550 microbiological, 600 chemical and 1000 physical/organoleptic analyses are done on a monthly basis and compliance figures are recorded as follows: Microbiological: 97.4% Chemical Health: 99.6% Physical & Organoleptic: 98.8% At a quick glance it can be stated that there is a need to increase chemical monitoring since there are many systems that are dependent on groundwater and inadequate chemical sampling were noted. In the report cards those specific municipalities are urged to improve in this area of the business. Since no evidence was provided to show the contrary, the DWA has no option but to question the quality of tap water supplied to consumers within the area of jurisdiction. Monitoring, amongst the other noncompliances, needs to commence immediately to avoid that the Department has to voice a vote of no confidence in the total management of DWQ at the municipality. Of serious concern is also the lack of a compliance monitoring programme. During the assessment, it was also not possible to ascertain if management supported efforts by staff to improve DWQ. The Department wishes to acknowledge the commitment and skill of staff present during the assessment (and audit conducted during October 2009). With management commitment, the Department trusts that the quality of drinking water and the business of sustaining such a quality, could improve drastically. Dedicated funds must to be made available not only to address the shortcomings as listed in the score card, but also to maintain the condition of assets. The Department further recognises the support from Sedibeng Water; the WSP submitted all the data used to calculate compliance for the systems. Such data, in future, can only count in favour of the municipality if the continued relationship between the WSA and WSP is documented. Non-sampling for example is a serious non-compliance with DWQ regulation. Information and data submitted by Sedibeng Water predominantly accounts for the score awarded to the WSA. In future, particularly DWQ compliance data submitted by the WSP will not count in favour of the WSA if documentation does not proof that the WSP will be responsible for the function (valid contract). The Nala Local Municipality needs to urgently develop and implement a water safety plan which will inform their monitoring programme (also to conform to SANS 241). A DWQ Incident Management Protocol, with failure response management, and publication of DWQ performance to the public are other areas that needs immediate action. Data submitted indicates microbiological and chemical non- compliance with the South African National Standard. Disinfection of all the drinking water recommended. The Tokologo Local Municipality further needs to develop water safety plans, the outcomes should be used to influence future monitoring. Improvement is required in DWQ management in its entirety to ensure that the supply of safe tap water is sustained. Management support required for sustained DWQ improvements. Water Supply Systems Blue Drop Performance 2010 Blue Drop Score Average Blue Drop Score: 14% 2009 Average DWQ Compliance: 93.4% Regulatory Impression: Although the quality of the water is of a good standard, the blue drop score indicates inadequate DWQ Management. Urgent intervention is required by the Tokologo municipal management to ensure drastic improvement towards the point where the public and DWAF has confidence in the manner DWQ is being managed.
