JUNIOR A John Grisdale, BC Hockey Junior A Divisional Director

The 2012-2013 season was the 51st for the BCHL and brought about several positive new developments for the league. The first-ever BCHL Showcase, hosted by the Chilliwack Chiefs and Prospera Centre from September 7-9, 2012, earned rave reviews from players, coaches, and media. An overwhelming response from college and pro scouts was seen, with as many as 200 talent evaluators on hand at various points of the weekend.

A second BCHL Showcase is planned for the coming season. It will be hosted again in Chilliwack from September 6-8, 2013.

Other changes put in place included reducing the season to 56 games from 60. This meant less wear and tear on players and fewer mid-week games, which have always proven difficult from an attendance standpoint. The BCHL’s average attendance was up slightly this season but did not receive a significant boost during the NHL lockout. In all, 11 franchises averaged quadruple-figure attendance with the Chilliwack Chiefs leading the league averaging almost 2,200 fans per game.

At the request of the newly formed coaches committee, team rosters increased from 21 to 22 players this season which allowed coaches to conduct satisfactory practices. Teams were also required to have a minimum of two players 17-years-old or younger on their rosters which helped keep and develop young talent in the league.

The World Junior A Challenge in Yarmouth, N.S. saw 15 BCHL players participate and help Team Canada West bring home a silver medal.

The BCHL opted to continue playing under the guidelines of the Junior A Supplement and under new executive director Trevor Alto, the league was able to mete out discipline for all incidents deemed worthy of review.

Parity was a dominant theme in the league this season with the final playoff spot not decided until the final weekend of play and no team winning its division by more than 10 points. This equality among clubs continued to play out in the postseason with four series going the distance in the first two rounds.

The regular-season champion Surrey Eagles have qualified for the league semi-finals and will play Alberni Valley / Victoria for the Coastal Conference title. In the Interior, the defending champions Penticton Vees are set to face the West Kelowna Warriors.

The next big challenge for the BCHL will be to carry out a successful tournament with the inaugural Crescent Point Energy Western Canada Cup which will be held in Nanaimo from April 26 to May 5. This event brings together the winners of the four Western Junior A leagues plus the host Clippers for a round-robin tournament and double-knockout playoff system that will determine the two Western representatives for the 2013 RBC Cup in Summerside, PEI.

The BCHL’s decision to move to FASTHockey as the exclusive provider of pay-per-view live and on- demand video also proved successful for the league. FASTHockey’s suite of editing tools allowed the league to clip and distribute to media several highlight-reel moments that went on to “go viral” via mainstream and social media. One goal, scored by Langley Rivermen forward Austin Azurdia, was

2012 – 2013 ANNUAL REPORT seen in Canada on Rogers Sportsnet, TSN and Global TV as well as across North America on networks such as CNN and online at Sports Illustrated and Yahoo Sports.

Efforts are being made constantly to improve the pay-per-view customer experience as it has proven a significant revenue stream for the league in recent seasons

Tracking and reporting of officials’ scheduling and expenses was improved as the league office was able to retain an intern for the full season. Executive Director Alto along with Director of Officiating Derek Adams have worked continually to raise the standard of officiating league wide with improved reporting being noted from referees and linesmen throughout the season

It has been another successful season on the scholarship front with 113 players committed to college programs (approximately 70 of those earned in the current season).

The BCHL has enjoyed participating in the increased effort being made at the CJHL level to promote Junior A hockey across the country. The league continues to strive for excellence and remains a positive partner in hockey in Canada.

JUNIOR B Brian Harrison, BC Hockey Junior B Divisional Director

This year we had 39 teams participating in the Junior B program in B.C. The two new franchises, Nanaimo and Westshore (actually returned after a one-year leave), were competitive, successful and supported by their communities. Next year will see the relocation of the Penticton Junior B team to 100 Mile House.

The three Junior B Leagues have expressed a desire to work more closely together. The first step will see the standardization of supplementary rules modeled after the BCHL.

The Junior Council has been very successful this season. Representatives of the WHL, BCHL and Junior B have met several times to discuss issues of mutual interest as we move our game forward.

Junior B Hockey, like all levels of hockey, shares the concerns of others with respect to headshots and concussions. The safety of our players is of paramount importance. We will continue to work with Hockey Canada and BC Hockey and within our Leagues to help reduce the incidences of this infraction.

This year, the tournament (Provincial Junior B Championship) was held in Courtenay, hosted by the Comox Valley Glacier Kings. Teams participating included the , the , the and the host, CV Glacier Kings. The games were very competitive and extremely well played. Richmond won Gold (and went on to the Keystone), Victoria won Silver and the Bronze went to Castlegar. The games were well attended. Thank you to David and Marsha Webb and Iris Churchill (owners) and their committee for putting on such a successful event and being such gracious hosts!

The following weekend, the Western Canadian Championship (The ) was played in St. Malo, Manitoba. Here we defended our Western Canadian Championship and have now been victorious in four of the last five years. The Junior B program in is a true success story, not only for our Leagues, but is also a testimony to the successful development programs of B.C. Hockey.

There has been controversy within Junior B as to our future involvement in the Keystone Cup. The high costs of attending (must be paid by the teams) and playing in towns smaller than we are accustomed to, are often cited as issues.

I can tell you that from the perspective of the other provinces, this tournament is important and takes us to the roots of Junior B in Western Canada. While the arena in St. Malo may not have been what some of our teams are used to, the organization, hospitality and support displayed in St. Malo was second to none found anywhere. It was truly outstanding and will be very difficult to match. The folks of St. Malo should feel extremely proud of what they accomplished. There were nearly 1000 folks jammed into their arena for the important games. We would be extremely pleased if we could duplicate that in our larger centres. It was a tournament that will not soon be forgotten by our representatives.

There is a committee working on the feasibility of holding a national Junior B Championship, which may see us heading in a new direction. In the meantime, the Keystone affords an opportunity to measure the progress of our BC Junior B program against the best in Western Canada, in what could be considered the grass roots communities of Junior B across the west.

Next year, the will host the Keystone, while the Cyclone Taylor will be held in Nelson.

Congratulations to the Richmond Sockeyes team and organization for not only winning the CT and the Keystone Cups, but for also winning the team sportsmanship award at the Keystone. You were tremendous ambassadors for Junior B hockey in BC.

Finally, thank you also to Barry Petrachenko and the BC Hockey staff, as well as the Executives of all three leagues, for your assistance this season.

SENIOR MALE HOCKEY Mike Fraser, BC Hockey Senior Male / Recreational Divisional Director

There were three Championships held in March starting with the Coy Cup AA in Kitimat with Williams Lake defeating the host 5-1 in final game The Savage Cup AAA was memorable as it was the 100th anniversary of the Cup with Fort St. John winning the fifth and deciding game 3-2 over the PR Regals in OT. The BCIHL championship final was held in Nelson with Selkirk College defeating SFU 3-2.

For the 2013-2014 season, we are implementing the HC Senior Minimum Suspension guideline with a couple tweaks from our Branch so it more or less conforms with our Branch. We will also be implementing Senior supplement of Rule 10.2 Face-Offs when penalty assessed and Rule 10.5 Icing (goal tender coming out of net). There is not much to report on Adult Rec hockey (HCAR).

SENIOR FEMALE HOCKEY Rick Kupchuk, BC Hockey Female Senior / Recreational Divisional Director

There were several highlights in senior female hockey this past season.

The South Coast Female Amateur Hockey League (SCFAHL) operated with seven teams, playing a 24- game schedule which concluded with the Kamloops Vibe taking the pennant. Other teams in the league included the BC Thunder (New Westminster), Delta Jets, Richmond Devils, Simon Fraser University, Trinity Western University and the Victoria Phantoms.

Off the ice, it was extremely encouraging to see the teams and players take it upon themselves promote the league as a place to play competitive hockey after midget or university. Presentations and promotions were made at community events, minor female games or tournaments, and in the media. They are proud of the league, and it shows.

SCFAHL is poised to grow, as three groups have asked about forming teams for next season in the Metro Vancouver area, and the league continues its attempt to place a team in the central Okanagan.

SCFAHL participated in the IIHF's World Girls Hockey Weekend by staging a jamboree weekend on October 13-14 in Surrey, inviting the Female Midget League to stage one of their Super Weekends in the same arena. The event was a huge success, with the Pacific Coast Amateur Hockey Association sending numerous Tyke/Novice female players to share in the pregame and postgame activities with the senior and midget teams.

In total, there were 16 Senior AA / A games and 10 Midget AAA games played over three days.

Provincial champions were crowned in March, with the BC Thunder defeating the Delta Jets in a four- point series (5-1) to win the Senior AA championship, while the Kamloops Vibe won a four-team tournament in Logan Lake to claim the Senior A title.

The Western Shield took place April 4-7 in Surrey, with 10 teams participating in the Western Canadian championship event. The Sask Wheat Queen's of Saskatchewan defended their title in the Senior A category, while the Manitoba Blazing Stars took the championship in the Senior B tournament.

The BC Thunder were the host team, and a huge thanks goes to Paul Soares, Nancy Forster and the entire Thunder team for a very successful, well-run weekend. There were many compliments from the visiting teams on the organization of this event, which will take place in Alberta in the spring of 2014.

Congratulations to the Kamloops Vibe, winners of the bronze medal in the Senior B group.

At the recreational level, the decision of Hockey Canada to include female recreational hockey alongside the male recreation teams under the CANLAN banner caught many of our teams by surprise. Many questions were raised, but once those questions were answered, the move was accepted by the teams.

I'd like to thank the staff of BC Hockey for their assistance this past season, it was very much appreciated. I also thank the executive members of SCFAHL for their efforts in 2012-13.

EAST KOOTENAY REPORT John Gillen, BC Hockey District Director

The 2012-2013 season has come and gone and the East Kootenay District had a generally successful year. Once again, volunteers within the district expended a lot of time and effort in providing an enjoyable hockey experience for the players in the various divisions.

This was Wallace Ross’s first year as the East Kootenay District League President. It was a learning experience for him but overall, he did an excellent job. One of his accomplishments was to utilize Skype for District Meetings for those who could not travel to Cranbrook for the meetings. Some technical difficulties were experienced initially but overall it seemed to work well. One of the major challenges facing hockey associations in the East Kootenay is dropping player registration numbers. Each association in the District is experiencing this problem and we are going to have to work at all levels, including BC Hockey, in an effort to come up with new ideas and initiatives to address this.

I wish to acknowledge our District staff for all their efforts and dedication during this past season:

We did not have an official Referee Committee Member this year. However, Graham Waugh fulfilled the duties of this position although not actually appointed to this position. Graham’s job took him away from the district this year for portions of time but he did help us out with the duties of this position when he was home. I wish to acknowledge these individuals for the time and effort they put forward to ensure that the BC Hockey programs were run within the District.

Travel requests for East Kootenay teams to play outside of the District continue to account for a large portion of my time during the season. We had several teams from Cranbrook, Elk Valley, and Windermere Valley Minor Hockey Associations playing in two (2) separate Alberta leagues this season. Their league games along with exhibition and tournament games played by other teams from within the District accounted for approximately 100 Out of District travel requests.

This year saw a continuing decline in the number of Match penalties and Gross Misconducts assessed from past years. However, we are still concerned with the type of incidents that these penalties are being issued for.

The East Kootenay District hosted one BC Hockey Championship this year – Pee Wee Tier 3 in Creston. I supervised this championship and it was a very well organized and run tournament. I wish to commend the Creston MHA organizing committee and host team for their efforts and the little “extras” that they did for the supervisory staff and the other teams.

None of the East Kootenay teams were able to bring a Championship banner home this year but several placed high in the standings and one team captured the Fair Play Award at their tournament.

I wish to thank Wallace Ross, President, East Kootenay District MHA and his staff for their efforts in operating the District league during the past year.

Finally, I wish to acknowledge all the BC Hockey office staff for all their patience and help during the year. The cooperation and assistance during the year makes my job as a District Director much easier.

WEST KOOTENAY REPORT June McKenzie, BC Hockey District Director

This past season we saw a change to the West Kootenay District with Beaver Valley Minor Hockey & Rossland-Trail Minor Hockey combining to form the Greater Trail Minor Hockey Association. This left the District with seven (7) member associations. For league play, we had a total of 50 teams from the West Kootenay associations & Spokane, Washington participating in Atom & Midget Recreational Leagues as well as Pee Wee & Bantam Recreational & Carded Leagues. Three West Kootenay teams participated in OMAHA’s Tier 2 Pee Wee, Bantam & Midget Leagues. The Kootenay Ice of the Major Midget League was based in West Kootenay. Castlegar hosted a Bantam Female carded team & Nelson hosted the AAA Female Midget Wildcats. Once again, female players from all West Kootenay associations were eligible to attend the tryouts for the female carded teams. Unfortunately, we were not able to card a Pee Wee Female team this year, but hopefully we’ll have one again next season. There were also 17 Initiation / Novice teams in the District. Three associations represented West Kootenay at seven BC Hockey Championship tournaments.

Grand Forks hosted the BC Hockey Pee Wee Tier 4 Championships, which was won by Vanderhoof, with the Fair Play Award going to Prince George. It was an exciting week of hockey, with many close games. Thanks to Mike Jourdin & Darrell Turner, host committee co-chairs, their committee members, volunteers, officials & arena staff who worked together to make this tournament a success. Also, congratulations & thank you to the participating teams. It was a great week.

Each association hosted an Officials clinic with a total of 173 officials from Level 1 to Level 5 being certified. Forty-one (41) coaches were certified in Coach Hybrid and seven (7) were certified in Development 1. Nineteen (19) people were certified at the HCSP Clinic.

Over the year, I investigated six Match penalties & three Gross Misconducts assessed to three coaches & six players.

Thanks to all the executive members & volunteers who have helped this season.

LOWER MAINLAND REPORT Dave Buck, Len Cuthbert, and Bonnie Cameron, BC Hockey District Directors

The 2012-2013 hockey season in the Lower Mainland started with the PCAHA Semi-Annual meeting on September 9. We attended 13 Coach/Managers meetings in the various divisions during the months of

September and October to explain some of the hockey programs and to answer any questions. We continue to work with Managing Directors, and PCAHA Executives.

PCAHA Executive Meetings We have attended ten PCAHA monthly Executive meetings, three District Female Committee meetings along with the PCAHA Semi Annual Meeting, two Presidents Caucus Meetings, and four Championship Host Meetings.

District Leadership Meeting Our District Leadership was held on October 23, 2012. Everyone gave a short explanation of what they hoped to accomplish in their area this year. Questions and concerns were discussed.

We also attended various events including Vancouver Canucks Super Skills and Hockey Day in Canada, and organized support staff and coaches for the Chevrolet Safe and Fun event.

Championships The Lower Mainland hosted five (5) Championships this season – Juvenile hosted by Seafair MHA, Midget Tier 1 hosted by Abbotsford MHA, Pee Wee Tier 1 hosted by Vancouver Thunderbirds MHA, Female Midget and Female Pee Wee hosted by Richmond Ravens. The Championships went well. We had Rick Alder (past District Director) and Cindy Secord (VP PCAHA) assist with Championship Supervision. Thanks to Ed Adams and Al White for their countless hours of supervision at multiple championships.

Coach Clinics There were 24 Hybrid clinics with 835 attendees, and 10 Development 1 coaching clinics with 349 attendees held in the Lower Mainland. The instructors were kept busy every weekend.

Referee Clinics Seven super clinics were held in the Lower Mainland with about 1,500 officials attending. In addition, a number of smaller clinics were held in the associations certifying approximately another 500 officials. The Lower Mainland RCM’s also attend the PCAHA Executive, President’s Caucus and Semi Annual meetings. According to HCR we have 1971 certified officials in Lower Mainland. Although a number of referees are certified each year, many games are played without three on ice officials. We would like to thank Ryan Bulger, Ed Adams and Al White for their continued support and assistance.

HCSP Clinics There were 14 HCSP clinics with 594 volunteers getting certified this season in the Lower Mainland.

Mentorship Clinics 3 were held in the Lower Mainland, with 18 attendees.

Note: We assigned the full approval of Out of District Tournaments within the Province to the District Association as of January 05, 2013. These tournaments are not listed in these statistics. Therefore, the total number of Out of District Tournaments is higher than listed.

There was a total 72 teams that played in Out of Province Tournaments over the Presidents’ Day Weekend in February. This resulted in a large number of playoff games re-scheduled by the District Association.

NORTH CENTRAL REPORT Dawn Bursey, BC Hockey District Director

This past season as District Director has been interesting. With the help of minor hockey executives, coaches and concerned parents, I’ve not only gained a new perspective on the unique issues and challenges characterizing our District, but also have a basic understanding of what is most appreciated. It has been quite a learning curve, and as a result, I’ve struck up some great relationships both around the District and at BC Hockey. I’m encouraged by the many knowledgeable people who strive to improve the sport and build the numbers. Grass-roots development is a common theme in the north, particularly among the smaller associations; recruitment, training and retaining of officials is also a priority despite geographical challenges and the availability of resources. The female game has seen some growth, and has become a focus throughout the district; the dedication and commitment of a number of individuals saw the Northern Female U16 team bring home the BC Cup, an encouraging step. Given that North Central is comprised of just seven minor hockey associations connected by approximately 1100 plus km of highway, boundary issues, player movement, residential qualifications, joint team policy provisions and player relief remain among its challenges.

Ironically, less time than ever was spent at the rink this year! Having your head in a policy manual and over-thinking every question, travel request, and district transfer that comes your way is time- consuming; not to mention navigating your way through the HC rule book, and interpreting official’s reports; as far as penalties are concerned, I can comfortably attest to knowing my way around the rules fairly well thanks to the grosses, matches and just plain silliness we saw on paper, and of course to Bill Van Helvoirt.

It has been a lot of fun!

Championships Although we did not host Championships in any division this year, as karma would have it, we look forward to hosting both the Bantam Tier 1 and the Midget Tier 3 Championships next year. As for 2012-2013 banners, congratulations to Quesnel MHA! Not only did they bring home the Bantam Tier 3 Championship banner, but also earned a second place finish in Pee Wee Tier 3. Congratulations also to Prince George, who brought home 3rd place in Midget Tier 1 and to Williams Lake, whose Midget Tier 2 team earned the Championship ‘Fair Play’ team award.

District Leadership Meeting This meeting was held October 27. Topics for discussion included referee travel costs, hosting an officials development weekend, equipment specifications, district challenges, and both grass-roots and female development and how best to accommodate both given limited resources and capacity.

Clinics

Although clinics can be difficult to nail down, particularly in outlying areas given the availability of course conductors and the travel distance required, the numbers were as follows:

Tournaments North Central hosted some 70 plus tournaments including two female jamborees. Imagine the miles that were put on by dedicated players, parents, team officials, and fans not to mention the heroic bus drivers and parents who often have to navigate blizzards or 30 below temperatures, and sometimes both!

Officiating Ironically, a general complaint has been with the ‘lack of calls’ which can be expected given the commitment that some MHAs give to developing new officials on a monthly basis. A close second is the travel costs associated with moving officials around the district. Despite the encouraging attitudes of minor executives with respect to supporting officials in any way they can, a more alarming complaint came from the lack of respect that some coaches have for officials, in particular the newer ones. The implementation of the 4-man system has also presented some challenges.

To the players, thank you for your hard work and commitment to the game you love; to the coaches, parents, and countless other volunteers who devote their time and energy tirelessly to the sport, we

NORTH EAST / YUKON REPORT Jim McDonald, BC Hockey District Director

The Northeast BC / Yukon enjoyed a successful year with some major changes during the year; Jim Chute due to unforeseen circumstance had to step down two months into hockey season. Cathy Mason picked up all duties along with her own duties in assisting our district until we could make all necessary changes to fill the District Director position. The district wanted to extend a special thanks to Cathy Mason for all her extra work she did in assisting Northeast / Yukon through this time. The district made it through with all assistance of District presidents and all District directors.

PRDMHA association held an extremely successful National U18 female championship. Through this event the District was able to provide two coach development sessions as well as one referee / official development session. The Legacy fund was the result which saw $5000 delivered to PRDMHA and DCMHA each. These funds will be spent solely on development of female programs throughout the district.

Dawson Creek also hosted the Bantam Tier 3 Championship this year. Host committee Richard Powell, Darcy Freison, Dave Crane put on a great championship with Quesnel coming out as champions in an exciting overtime win over Castelgar. Fair play award was given to the team from Revelstoke.

The Tracker’s a success again. Tracker’s tea give an opportunity for midget age boys to play T1 (AA) level hockey they otherwise would not be able to access due to the remoteness of the many of the Association found in the District as well as access to competitive leagues. Such allowed the boys to play within a league they would not otherwise be able to access. The league provides a good competitive model of development for those desiring MML or Junior B and even A.

This year the District Coach position was able to facilitate an increase of individuals taking Hybrid or Developmental 1 at numbers not seen by the PRDMHA in many years. In addition, a Coach Resource tab was developed on the District’s Website. An effort to increase communication between the District’s Head Coach and the PRDMHA Head Coaches occurred and was achieved.

The district was well represented in all division at the BC Championships at all levels Tier 2, 3, 4. Dawson Creek Pee Wee Tier 3 had a great year coming home with a Championship Banner.

The District continues to face challenges moving ahead related to reducing player enrollment and lack of volunteers within all associations. District teams continue to play bulk of their games in Alberta locations. The Northeast / Yukon stretches 1600 km long and 400 km wide.

Despite these travel obstacles the new PRDMHA President Brant Leer continues to work with associations moving ahead developing a PRDMHA recreational hockey league.

Moving ahead for 2013-2014, the future looks bright with some new Directors coming on board with new enthusiasm and great ideas and we are all looking forward to the upcoming season.

NORTH WEST REPORT Darrell Lerum, BC Hockey District Director

The 2012-2013 Season has passed and the North West District has enjoyed a very successful year again. With the help of the District President and the District Coordinators, the District ran several clinics throughout the year and everyone was certified that needed to be, so teams were eligible for Championships.

Chantal as District President kept very busy and did an excellent job throughout the year.

Dan Nickel was the RIC for the District and did an excellent job developing the referees throughout the season. One of the biggest highlights was the development weekend which several referees attended in Terrace. Thank you to Terrace for supporting this for the weekend.

Match and Gross suspensions this season were a little lower than last season. It was the second year two statisticians kept track of both the Skeena Valley League and the Omenica League regarding the point system. Thanks to Erin and Rene that took on these positions and did an excellent job throughout the season, making my job a lot easier so I could focus on other things within the district. The District relooked at the penalty point system and made some changes to make it easier for coaches to understand and keep track of their points throughout the year. The two leagues have worked together on the point system and it showed by lowering the gross and match penalties.

Houston hosted the Bantam Tier 4 Championships this year and did a tremendous job. It was very exciting through the District regarding Championships this year. We had Terrace Bantam Female go to Championships and win the gold. Vanderhoof Bantam Tier 4 and Vanderhoof Pee Wee Tier 4 also both won gold. Burns Lake Midget Tier 4 team won silver, and Smithers Midget Tier 3 and Bantam Tier 3 both came in third. Congratulation to all teams doing very well in Championships.

Our female teams continue to grow larger and stronger every year. As I mentioned our Female Bantam team from Terrace attended the Female Championships and did very well playing in the final and receiving the gold medal.

I would like to thank the other District Directors and officers for their help throughout the year. All of the people within the BC Hockey office are always very helpful, so this makes our job as District Directors a lot easier so that our Districts run smooth throughout the year. Hopefully with the support of the district I will be part of BC Hockey as the District Director for the North West for the upcoming season.

OKANAGAN MAINLINE REPORT Andrew Jakubeit and Rory Smith, BC Hockey District Directors

Andrew Jakubeit This season the Okanagan district again hosted five (5) Provincial Championships and I want to thank Rory Smith, Okanagan Mainline Directors, Sherry Wakelin, Margie Moss, Shawn Milner, plus Jim Silvester, Willy Saari, Larry Lenarduzzi, and Rob Dawson for being BC Hockey representatives. I also want to congratulate and thank the local organizing committees for all the work they did to put on five (5) successful championships.

Statistically speaking, the numbers were very similar to previous years with respect to "Request for a Goaltender", "Roster Exemptions", "Tournament Teams", "Tournament relief players", "Permission to Travel" and I would like to thank OMAHA for streamlining the process. The north zone had 28 Gross or Match Penalties versus 26 Gross or Match Penalties from the south Okanagan. The Okanagan district is the second largest in BC and comprises of over 12,000 players, coaches, and officials. My responsibility was Atom, Pee Wee, Bantam, and Female while Rory Smith handled Midget and Juvenile.

We had some new faces for some of our Program Directors and I want to thank them for ensuring that our high performance, officials, coaches, and risk and safety programs were continued and implemented. I want to thank the Okanagan Mainline Hockey Association Executive for all of the diligent work they do to oversee and run the various leagues both in Rep and Recreation levels. Each association also needs to be commended for growing the game and dealing with reduced volunteerism that we as a society are faced with. I think now more than ever we (all BC Hockey members) need to be mindful of having succession planning in all programming and executive committees. We need to rethink 'how we can grow the game', 'get new volunteers', and 'keep it fun'.

We as BC Hockey administer rules and regulations the membership puts forth, and I like to think our membership will continue to push staff and executive to be leaders and innovators with respect to programming, skill development and vision…which is something we all should be proud of.

Rory Smith This year OMAHA is represented by two (2) BC Hockey District Directors, Andrew Jakubeit who is handling Atom, Pee Wee, Bantam and Female Divisions, and myself, who is overseeing the Midget and Juvenile Divisions. As of this year the responsibility for administrating all Match, Gross and Refusing to Start Play Penalties was transferred back to the applicable BC Hockey District Director (for the previous three years this was administered by the applicable OMAHA Division Director via a BC Hockey Pilot Project).

The following suspensions and investigations (as applicable) were under taken for the 2012-2013 season by BC Hockey, District Director Smith:

Other duties have included the review of Residential Waivers, Goaltender Transfer Requests, Out of District Travel Requests, providing direction to OMAHA Members as required, attending BC Hockey Conference Calls and attending the BC Hockey Semi-Annual Meeting scheduled for January 4-5, 2013 in Richmond, BC.

VANCOUVER ISLAND REPORT Deb Turney, BC Hockey District Director

This is now my third year as District Director, which has seem to have gone by very fast. I am very lucky to represent a great district which makes it an enjoyable year. In saying that, I would like thank the 17 wonderful hockey associations that compose our district, VIAHA officers and staff members, and BC Hockey Executive Committee and staff. You all have been a great team to work with.

This year all gross and match penalties reporting were returned back to the District Director. For this season Vancouver Island district reported 47 match and 31 gross penalties, which is up from last year’s totals of 40 match penalties and 15 gross penalties. This year’s totals were composed of 28 6.1 Attempt to Injure) and 23 4.7 Gross (travesty of the game) Penalties. What we also included in the numbers are four (4) 9.2 Harassment of Officials/Unsportsmanlike Conduct/Misconduct and four (4) 9.6 Physical

Harassment of Officials. This could be the reason why each year we lose officials. I would also like to add a thank-you to the RCMs of Vancouver Island – Yves Ouellet and Stephane Rainville. They are great resources and ambassadors for all the officials on Vancouver Island.

This was also a busy year for teams traveling out of our district. I approved 195 travel requests for teams to leave the island to play in tournaments.

We also hosted two BC hockey championships: Cowichan Valley Minor Hockey Association hosted the 6-team Bantam Tier 1 tournament and Alberni Valley Minor Hockey Association hosted the 10-team Midget Tier 3 tournament, in which the Alberni team won their tournament! Both were very exciting tournaments with some great teams within our province attending. I would like to thank Jim Humphrey for supervising the Midget Tier 3 Championship and the two associations and their committees for two well organized events. Our district also came home with two provincial gold medals – Juan de Fuca Bantam Tier 2, who won in double overtime, and Alberni Valley Midget Tier 3. We also had Victoria Midget Tier 3 coming home with the fair play trophy. Congratulations to all teams, you should be very proud of your success.

As many of us know in our district, there was many volunteers working together to develop a female program that will work for all associations. This year we had one zone team – Bantam A team out of Juan de Fuca. Hopefully Vancouver Island girls can see the success they had, and then they can register to play so we can have more zone teams.

I once again say thanks to everyone that I have worked with this year… there are way too many to name individually. But I am looking forward to working with all of you again for the 2013-2014 season.

Certification Details Our administration team has received 500 Developmental 1 post tasks and 1416 Hybrid Verification forms. The Developmental 1 exams will be marked in a few weeks and delegates will find out their results soon after. eLearning Update BC Hockey was able to send two (2) representatives from the coaching program to Hockey Canada’s eLearning seminar held from March 22-24, 2013 in Toronto, Ontario. Both Jim Weicker (Branch Coach Coordinator) and Robin Deitch (Lower Mainland District Coach Coordinator) were able to review the new material and are now working on an implementation plan for the 2013-2014 season.

Course Conductor Training Seminar To contend with the major changes to the Hybrid program BC Hockey is planning a Course Conductor Training Seminar for June 28-29, 2013. We will bring our key course conductors from each district into this event to ensure that a provincial standard of instruction is attained.

Curriculum Enhancement The BC Hockey Coach Committee has identified that as the game changes, coaching needs to change as well. To this end, during the off season a coaching workgroup was formed to address the teaching of checking skills to those coaches who attend the Coach Hybrid seminar. The purpose of the new module is to ensure that our coaches are adequately prepared to teach these skills to our players. Our workgroup was able to develop a comprehensive off-ice and on-ice curriculum that was met with very positive feedback from delegates. To this end, we plan on continuing on with this module for the 2013- 2014 season.

High Performance 1 BC Hockey is busy planning for a High Performance 1 clinic to be held in Penticton, BC from July 28- August 2, 2013. National Seminar BC Hockey will be sending two (2) representatives to a Mentorship Seminar in Toronto on April 19-21 in Toronto, Ontario. The goal behind this seminar is solidify a new direction with the program with a focus on integration with the Coaching Association of Canada.

Skills Seminar Embracing the new direction outlined by Hockey Canada with regards to the Mentorship Program, BC Hockey is looking to offer two (2) Skill Development seminars aimed at MHA Coach Coordinators / Development leaders. Attendance at these seminars will grant delegates instructional stream (level 1) certification.

HIGH PERFORMANCE COMMITTEE REPORT Cathy Mason, High Performance Chair

MALE HIGH PERFORMANCE

U15 Program A workgroup committee has been formed and will be responsible for designing the program outline and camp logistics. The primary focus of the program will be on player skill development and overall education of the game.

U16 Region Camps & BC CUP The U16 Region camps in April of 2013 had over 600 players participating province wide at four (4) Regional Camps, which was an increase from the 584 in April 2012.

The 160 selected to play in the BC Cup were placed into jamboree style teams, which created an eight (8) team tournament in West Kelowna, BC on April 12-15, 2012. The jamboree style team format allows for players from across the province to play with players from other regions and creates a competitive balance amongst the teams, which increases the quality of games throughout the event.

U16 Team BC Team BC struck Gold at the 2012 Western Canada U16 Challenge Cup with a convincing 9-3 victory over Team Alberta in the championship game on Sunday afternoon at the Father David Bauer Arena in Calgary, AB. This was the first time in the history of the Western Canada U16 Challenge Cup that Team BC has won Gold. BC’s Chaz Reddekopp (West Kelowna, BC) and Matthew Barzal (Coquitlam, BC) were named to the U16 Challenge Cup All Star Team.

Team BC staff was as follows: Mitch Pinsky (DOP), Ryan Weber (Head Coach), Trevor Sprague (Asst Coach), Max Young (Asst Coach), Jessie Leung (Video Coach), and Tyne Campbell (Trainer).

2012 U17 Team Pacific The 2013 U17 Team Pacific team, which competed in the World U17 Hockey Challenge in Victoriaville and Drummondville, Quebec, ended up capturing fifth place, finishing up with a 4-1 record for the event.

The Team Pacific staff was as follows: Brent Polischuk (DOP), Jason Becker (Head Coach), Steve Hamilton (Asst Coach), Brandon West (Asst Coach), Tim O’Donovan (Video Coach), Troy Clifford (Equipment Manager), Brian Cheeseman (Athletic Therapist), and Wade Klippenstein (Head Scout).

U17 Program and Hockey Canada’s Gold Standard In the fall of 2011, Hockey Canada announced the commencement of a review of the Hockey Canada Program of Excellence. The review validated that the preparation and development of National Team athletes and staff needs to follow the direction of a national program and have a consistent approach across the country if the ultimate goals of the Program of Excellence are to be achieved. The development of the “Gold Standard” program was a result of this process. The goal of the Gold Standard is to create continuity in the delivery of the Program of Excellence, and more specifically the U17 Program.

Highlights of the inaugural season include:  Operation of the Pacific Region U17 Camp in Kamloops  Naming a Pacific Region Head Scout (Wade Klippenstein) as well as Head scouts in each Branch (Russ Weber and Brad Whelen)

FEMALE HIGH PERFORMANCE

2012 Team BC Team BC September Competition took place on September 28-30, 2012 in the Lower Mainland, BC.  Fitness testing, one practice and three games against Delta and Seafair Male Bantam and Midget teams  20 Players and 6 Staff  Women’s U18 National Championship (November 3-12, 2012 in Dawson Creek, BC) o Finished fourth (4th) overall, losing to Ontario Red in the Bronze Medal game. Best placing for Team BC in 7 years.

The 2012 Team BC Staff was Nancy Wilson, Director of Operations, Sylvain Leone, Head Coach; Christina Sharun and Natalie Christensen, Assistant Coaches and Pasco Valana as Video Coach.

2013 Team BC The Coaching Staff for 2013 Team BC has been approved and will be coming together for the 2013 U18 BC Cup in Salmon Arm, BC.

High Performance Committee The Female component of the High Performance Committee met February 16, 2013 in Victoria, BC. The Committee consisted of Chair Cathy Mason, Female High Performance Coordinator Bruce Tuck, High Performance Coach Sylvain Leone, District Coordinator Lyle Sharkey and BC Hockey staff resources.

Female High Performance Program Development The District Coordinators meeting took place on September 28-30, 2012 in Richmond, BC. Seven (7) High Performance staff members attended.

The High Performance District Team Staff meeting took place on September 29-30, 2012 in Richmond, BC. Fourteen (14) Head and Assistant Coaches attended the meeting in conjunction with the Female High Performance Coordinator meetings.

Female High Performance is without an Okanagan District Coordinator.

Female U14 Program  Held in four districts: Lower Mainland, Vancouver Island, Okanagan, and North.

Female U16 Program Zone Camp  January 5-6, 2013  6 Zone Camps  Over 190 Players participated in Zone Camps

2013 Female U16 BC Cup  April 4-7, 2013 in Duncan, BC  120 Players and 30 staff attended the event.  Players participated in fitness testing and received a HP Strength and Conditioning summer program. They also received other intensive on and off ice instruction and were given feedback forms post-event.  North won the Female U16 BC Cup for the first time in Female High Performance history. Lower Mainland – Blue placed second while Lower Mainland – Green took Bronze. Kootenay came in fourth (4th) followed by Vancouver Island in fifth (5th) and Thompson-Okanagan in sixth (6th).

2014 Winter Games They will take place on February 20-23, 2014 in Mission, BC.

The Female High Performance Program plans to take part in the 2014 BC Winter Games. Rick Grant of Mission has been named the Sport Chair. Zone Representatives have also been submitted to the BC Games.

Female U18 Program

Evaluation System  Female players across the province were evaluated from 8 various categories, including Female Midget AAA, Academies, Junior, Carded and Club teams as well as integrated programs.  Evaluators attempted to see every female player in the province. When that was not possible, they outreached to coaches and contacts in the area for player feedback.

U18 BC Cup (Salmon Arm, BC)  Player invitations were sent out April 5.  80 Players from around the province will be participating in the 2013 BC Cup. This will be the first event that is a four team competition.  The event runs May 8-12, 2013 in Salmon Arm, BC.

BC Hockey had six (6) players invited to the 2013 Hockey Canada U18 Strength and Conditioning camp May 1-5 in Toronto.

They were defenceman Micah Hart (Saanichton) and forwards Brielle Bellerive (North Vancouver), Alyssa Erickson (Mission), Hannah Miller (Vancouver), Sarah Potomak (Aldergrove) and Lauren Spring (Kelowna).

FEMALE HOCKEY DEVELOPMENT COMMITTEE / FEMALE MIDGET AAA LEAGUE REPORT Lochie Bell, BC Hockey Officer at Large

FEMALE HOCKEY DEVELOPMENT COMMITTEE (FHDC)

The Committee met September 7-8, 2012 in Richmond, BC

All appointed committee members in attendance with exception to the North Central Committee member who was appointed after the meeting.

At the meetings members discussed the strengths and challenges to female hockey in their districts. As a result of these discussions the committee produced material outlining best practices to promote female players, coaches and officials. The committee is working on implementing these best practices and distributing the information within their districts.  The FHDC has also created resources for forming female hockey associations locally. In addition to creating documents to implement district female leadership seminars, they are working towards organizing and facilitating these seminars regionally for the 2013-2014 season.  The committee did not have members in Vancouver Island and North East / Yukon districts.

World Girls Hockey Day  October 13-14, 2012  Very successful throughout the province!  Over 600 females across the province participate in events including an Esso Fun Day, various Jamborees and a Female Hockey festival held in the Lower Mainland featuring the Female Midget AAA league and Senior Female teams.  We are excited to continue to work to make next year’s event even better. World Girls Hockey Weekend will be October 12-13, 2013

Esso Fun Days 5 Esso Fun Days have been approved in BC. Terrace hosted one as part of World Girls Hockey Day and others were hosted by Peninsula MHA, and Campbell River MHA. Kelowna MHA and Nelson MHA have yet to take place.

The Female Hockey Newsletter was released in early December. A second one was sent out in early May. The Female Hockey Newsletter was circulated to all female players, officials and coaches of female teams. Over 3,000 people read the December newsletter and over 270 people followed the links.

BC Hockey has introduced a Female Hockey Twitter Handle. BCHockey_female features all news relating to Female Hockey, including BC Hockey’s Female High Performance Program updates, regional jamboree information and upcoming female opportunities, and features Female Hockey role models. As of the end of April, BCHockey_female had 160 followers.

FEMALE MIDGET AAA LEAGUE

FMAAA Orientation Meeting and League weekend September 14-15, 2012.

Three League weekends took place in the 2012-2013 Season:  Opening Weekend (Part of World Girls Hockey Day Celebrations) o October 13-14, 2012 o Surrey Sport and Leisure  Northern Weekend o December 14-16 o Prince George and 100 Mile House  Kelowna League Weekend o February 22-24, 2013 o There was no All Star game for the 2012-2013 season upon the request of the FMAAA Teams.

Fraser Valley Phantoms were the Champions of the 2012-2013 FMAAA League and hosted the Esso Nationals April 21-28, 2013.

Fraser Valley went 1-4, defeating the Atlantic Midget Champions.

Seven (7) teams have been approved to host FMAAA Teams in the 2013-2014 season. The additional two (2) teams are Campbell River (Vancouver Island) and West Coast Avalanche (North Shore Female IHA).

Team staff selection for the 2013-2014 season is currently taking place. The Head Coaches will be announced mid-May.

Even with the shortened season BC Hockey continued to benefit from a strong relationship with the Vancouver Canuck Hockey Organization. The following programs were held in conjunction with the Vancouver Canucks: Canuck Center Opportunity Guide, Female Jamboree, Stand on Guard, Officials Night, Community Corner, First Strides, and volunteer recognition nights.

REFEREE COMMITTEE REPORT Shannon Bell, Officiating Chair

Program BC Hockey appointed Jeff Edgley as new Referee in Chief in January 2013. Jeff brings with him an extensive background in officiating including BC Hockey Above Minor Provincial supervisor and working as a linesman in Junior B, Junior A, CIS and WHL games, Championship finals (Doyle Cups, Royal Bank Cups), All Star games, and NHL prospects games. Jeff has been an HCOP instructor for many years, upgrade supervisor, and supervised officials from minor to junior, at provincial, regional and national championships. Before returning to BC Hockey’s officiating program, Jeff spent three (3) seasons as a senior supervisor with the WHL.

This year, six (6) new RCMs joined five (5) returning RCMs, Above Minor Provincial Supervisor and new RIC to our officiating program.

Social Media The Officiating Program launched a twitter account in December 2012 @BCHockey_Refs. The account has produced 471 tweets and 507 followers. Several BC Hockey officials have tweeted coverage and feedback from several events as follows:

Clinics BC Hockey will be including a new online eLearning component this fall. The decision on which levels of officials are required to take the eLearning component will be decided early this summer. The four (4) hour clinic and online component will continue to be used. The number of clinics held this season increased in some districts and were down in others. They are down overall by thirteen (13).

Criminal Record Checks All officials 18 years and older are required to complete a Criminal Record Check (CRC) and a Vulnerable Person Check (VPC) by December 31 of the current season. Those who do not complete them are ineligible to officiate within the confines of BC Hockey. To date, 84% of registered officials have completed the CRCs and VPCs. This is considerably higher than the 51% completion numbers from the same time last year. We hope to see this number improve again next season.

Development Since the majority of development of officials is done by Minor Hockey Association Referees In Chief, the Referee Committee Members were tasked with assisting and mentoring MHA Referees in Chief with development ideas including on-ice instruction, how to coach, discipline, evaluate, and supervise officials.

The Northwest District RCM held a development camp in conjunction with Terrace MHA’s tournament in November. Dan Nickel, RCM, reported that the camp was well received and another camp may be held next season.

BC Hockey WHL Officiating Night was held in five locations from January 12-23, 2013. A total of 105 Level I and II officials from Vancouver, Prince George, Cranbrook, Kamloops, and Kelowna participated in these events. The event included admission to the game and a 20-30 minute question and answer session with the WHL officials before the game.

Some of BC Hockey’s top female officials were selected to participate in the Women’s ESSO Cup in Burnaby April 21-27, 2013. A developmental opportunity was added which allowed young female officials from the area to attend a number of games and meet the game officials, with two participating in the national anthem.

Female Officiating Development An all-female referee camp held in conjunction with the Kamloops Female Hockey Festival was held on Nov. 23-25, 2012. This festival had five (5) female tournaments running at the same time. Willy Saari, BC Hockey Female Officiating Coordinator, spent a great deal of time and effort preparing for this event. A total of 29 female officials ranging in age from 13 to 45 participated in the camp. The camp included on-ice and classroom sessions and officials were all evaluated at the conclusion of each game. All participants learned a lot and had a great time.

We hope to see more participants in the future.

SAFETY & RISK MANAGEMENT COMMITTEE REPORT Lochie Bell, Officer at Large

The Safety and Risk Management Committee has continued to work hard at addressing several Risk Management issues.

Risk Management Resources The BC Hockey Safety and Risk Management Committee continues to provide resources that are linked to the Safety Risk Management section of our website. It is strongly encouraged that Associations review this portion of our website as new materials are often added. Items of review this season include the development of a resource for coaching athletes with special needs, the review of a trainers program, continuation of reviewing homophobia in sport and transgender issues, tobacco guidelines, and energy drink education.

Hockey Canada Safety Program 1067 delegates attended 45 HCSP clinics offered during the 2012-2013 season, and the program remains very strong. Hockey Canada has announced plans to offer the program in an on-line format for the upcoming season.

Respect in Sport The Respect in Sport (RIS) educational tool continues to work very well. In the 2012-2013 season, 3236 delegates completed RIS training and positive feedback continues to be collected with respect to the on-line course.

All Star Game Weekend: The eighth annual Major Midget League All Star Game was held at the Langley Events Centre in Langley, BC on Friday January 18. Team White beat Team Red 6-2 in a thrilling back and forth game. The rest of the weekend was a Major Midget League showcase as 10 out of the 11 teams were present (one team was on their bye weekend) in Langley to play the regular season games.

League Champions / Pacific Regionals: For the fifth consecutive year, the Vancouver North West Giants captured the Major Midget League Championship. The Giants defeated the Okanagan Rockets 2-1 in the best-of-three series to win the Championship.

The Giants advanced to the Pacific Midget Regional Championship but fell to the Red Deer Chiefs 2-1 in the best-of-three series. Red Deer advanced to the National Midget Championship to represent the Pacific Region.

Scholarships BC Hockey scholarships are awarded annually to deserving recipients who are in their graduating year of high school and are presently registered members with BC Hockey or former members playing in the . All BC Hockey members are eligible including officials, players, coaches and volunteers. A list of winners will be announced at the AGM.

ViaSport Athlete of the Year Awards The Sport BC Awards are an annual gala extravaganza highlighting achievements in coaching, officiating, competing, leadership, and influence in sport. The following members were nominated for an award:
