Foreword t is with immense pleasure and pride that I congratulate every member of Hyderabad City Police for their Iunwavering commitment and dedication towards their duty. The synergy and co-operation between various branches has been encouraging and is something that has enabled Hyderabad City Police to rise to every challenge that has come their way . Congratulations once again to all my t eam members . I am delighted to say that the Hyderabad City Police has played a pivotal role in ensuring that Hyderabad flourishes as a confluence of cultures and as a hub of commerce and trade activities. An US based international survey agency - Mercer - ranked Hyderabad city as top amongst Indian cities for the last 4 years on Quality of Living index. It is a testimony that there have been consistent efforts from Government, Citizens and Police for an all round growth of Hyderabad. The Police force lays a special emphasis on analyzing the root causes of various problems so that a holistic method is developed to address issues which are similar in nature. This also helps to bring down the incident rate. Festivals and celebrations have a special place in India. The Hyderabad City Police is very committed to ensure that all festivals are celebrated peacefully and they do not disturb the law and order of the city . The Ganga Jamna Tehzeeb of Hyderabad is on a royal display when festivals of different religions coincide . The City Police has been working tirelessly to ensure that miscreants do not disturb the religious harmony during festivals like Bonalu, Bathukamma , Ganesh Chaturthi , the holy month of Ramzan , Milad -un-nabi, Christmas , Hanuman Jayanthi , Gurunanak Jayanti and observing matham during Muharram . Hyderabad City Police worked relentlessly to ensure that the General Elections 2019 in Hyderabad was incident free and conducted peacefully. The City Traffic Police has also embarked on unique initiatives to increase awareness amongst citizens . The distribution of helmets , giving away movie tickets to disciplined drivers , organizing 3K walks for awareness , conducting awareness programs in 1069 schools , conducting quiz competitions are some of the activities undertaken by the department to enhance public interaction with Police . Creation of green channels for ambulances that carry live organs has been a very appreciated initiative . SHE Teams and Women on Wheels (WOW ) have played a huge role in instilling confidence in the women and girls of Hyderabad by nabbing eve- teasers red- handed and by conducting awareness programs for ensuring women safety . The Disaster Response Force , a recent addition has been very useful during the times of water logging and heavy rains . The Mobile app “HAWK EYE ” has empowered common man to become Citizen Police . This citizen friendly Mobile APP lets one to be in touch with Hyderabad Police always . The Command and Control Centre (CCC ), an integrated unit to keep a watch on all suspicious activities across the state is catering to visitors from all other states and nations. The system of Recognition and Reward of staff at every level with outstanding performance on a monthly basis in various verticals is encouraging the cops to give their best in a selfless way. The State Government under the leadership of Ho n 'ble Chief M inist er Sri K Chandrashekar Rao garu has been making unequalled progress in developing Hyderabad as a destination for international businesses . The consistent Ranking of Hyderabad as one of the best Indian city for ease of doing business (EODB) is a proof of Hyderabad ’s all round growth . The Hyderabad Police force is committed to the vision of state leadership of achieving Bangaru Telangana. I thank the Hon 'ble Home Minister Sri Mohammad Mahmood Ali and Sri M. Mahendar Reddy DGP- Telangana State for their encouragement and guidance . I thank the public representatives , print and electronic media , community based organizations , religious leaders and well informed and socially active people of Hyderabad who have played a major role in complementing the police force with information and support. While achieving the targets we set for ourselves in 2019, we have planned for the road ahead to gear up for 2020 with an aim to perform even better . While I congratulate the team for a successful year, I would encourage and guide in my best capacity to ensure all functional verticals work together like an organic unit and deliver services to the satisfaction of citizens and community at large . We all will ensure that Police department is approachable , friendly and compassionate and strive to serve the larger motto of Telangana Police of “Duty , Honour and Compassion .” CRIME TRENDS 1. UA MIGRATION AND DEVELOPMENT STUDY GROUP Jagdish M. Bhagwati Nazli Choucri Wayne A. Cornelius John R. Harris Michael J. Piore Rosemarie S. Rogers Myron Weiner a ........ .................. ..... .......... C/77-5 INTERNAL MIGRATION POLICIES IN AN INDIAN STATE: A CASE STUDY OF THE MULKI RULES IN HYDERABAD AND ANDHRA K.V. Narayana Rao Migration and Development Study Group Center for International Studies Massachusetts Institute of Technology Cambridge, Massachusetts 02139 August 1977 Preface by Myron Weiner This study by Dr. K.V. Narayana Rao, a political scientist and Deputy Director of the National Institute of Community Development in Hyderabad who has specialized in the study of Andhra Pradesh politics, examines one of the earliest and most enduring attempts by a state government in India to influence the patterns of internal migration. The policy of intervention began in 1868 when the traditional ruler of Hyderabad State initiated steps to ensure that local people (or as they are called in Urdu, mulkis) would be given preferences in employment in the administrative services, a policy that continues, in a more complex form, to the present day. A high rate of population growth for the past two decades, a rapid expansion in education, and a low rate of industrial growth have combined to create a major problem of scarce employment opportunities in Andhra Pradesh as in most of India and, indeed, in many countries in the third world. It is not surprising therefore that there should be political pressures for controlling the labor market by those social classes in the urban areas that are best equipped to exercise political power.

POLICE ORGANISATION IN INDIA i Commonwealth Human Rights Initiative The Commonwealth Human Rights Initiative (CHRI) is an independent, non-partisan, international non-governmental organisation, mandated to ensure the practical realisation of human rights in the countries of the Commonwealth. In 1987, several Commonwealth professional associations founded CHRI. They believed that while the Commonwealth provided member countries a shared set of values and legal principles from which to work and provided a forum within which to promote human rights, there was little focus on the issues of human rights within the Commonwealth. CHRI’s objectives are to promote awareness of and adherence to the Commonwealth Harare Principles, the Universal Declaration of Human Rights and other internationally recognised human rights instruments, as well as domestic instruments supporting human rights in Commonwealth Member States. Through its reports and periodic investigations, CHRI continually draws attention to progress and setbacks to human rights in Commonwealth countries. In advocating for approaches and measures to prevent human rights abuses, CHRI addresses the Commonwealth Secretariat, Member Governments and civil society associations. Through its public education programmes, policy dialogues, comparative research, advocacy and networking, CHRI’s approach throughout is to act as a catalyst around its priority issues. CHRI is based in New Delhi, India, and has offices in London, UK and Accra, Ghana. International Advisory Commission: Yashpal Ghai - Chairperson.
