The Provider-Based Evaluation (Probe) 2014 Preliminary Report
The Provider-Based Evaluation (ProBE) 2014 Preliminary Report I. Background of ProBE 2014 The Provider-Based Evaluation (ProBE), continuation of the formerly known Malaysia Government Portals and Websites Assessment (MGPWA), has been concluded for the assessment year of 2014. As mandated by the Government of Malaysia via the Flagship Coordination Committee (FCC) Meeting chaired by the Secretary General of Malaysia, MDeC hereby announces the result of ProBE 2014. Effective Date and Implementation The assessment year for ProBE 2014 has commenced on the 1 st of July 2014 following the announcement of the criteria and its methodology to all agencies. A total of 1086 Government websites from twenty four Ministries and thirteen states were identified for assessment. Methodology In line with the continuous and heightened effort from the Government to enhance delivery of services to the citizens, significant advancements were introduced to the criteria and methodology of assessment for ProBE 2014 exercise. The year 2014 spearheaded the introduction and implementation of self-assessment methodology where all agencies were required to assess their own websites based on the prescribed ProBE criteria. The key features of the methodology are as follows: ● Agencies are required to conduct assessment of their respective websites throughout the year; ● Parents agencies played a vital role in monitoring as well as approving their agencies to be able to conduct the self-assessment; ● During the self-assessment process, each agency is required to record -

Enhancing integrity to strengthen organizational performance of local authorities in Malaysia Ahmad Fadzli Ahmad Tajuddin Anis Yusal Yusoff Mohd Rezaidi Ishak *The Malaysian Institute of Integrity (INTEGRITI) Abstract The main theme of this paper encompasses on the operationalization of the notion of integrity focusing on the performance of local authorities (LAs) in Malaysia. Specifically, the study applies the Community Integrity Building (CIB) concept which highlighted on the significant contribution of tripartite parties in gearing for better organizational performance namely community monitors, contractors and LAs. Furthermore, CIB creates an enhanced feedback loop of continuous improvement and vigilance, creating better community over time. The study also pioneered on measuring of fix rate methodology and integrity approach objectively; thus bridging the gap between conceptualization and operationalization spectrum. Finally, the paper concludes by enlightening and giving some insights on the potentials of CIB approach and changing the typical art of doing things in public service especially with regards to integrity agenda vis-‘a-vis building stronger local community. Introduction Though the issue of integrity in delivery service is not new in public domain, it’s emergent can be traced back to the notion of the New Public Management (NPM). In line with this, the NPM had set new patterns and reform at local level according to Bovaird and Loffer (2002) and impacted local authorities in German, USA and New Zealand (Bovaird, 1998). Bovaird (1998) postulated that the most recent innovation trend includes public involvement and consultation, user involvement vis a vis citizen engagement in the affairs of LA. Similarly in the Malaysian context several literatures highlighted on the important of good governance particularly in improving delivery system as well as inculcating good values (Yusof, Shukri and Rashila,2000; Rais,2002; Xavier,2000). -

The survey was conducted in the southwest region of Malaysia known as Melaka. The survey covers three 272 International Journal of Electronic Commerce Studies districts; Alor Gajah, Jasin, and Melaka Tengah. A total of 957 respondents were interviewed, and 953 participated in the OMIS survey. 50% of the total respondents are from Alor Gajah and Jasin, where each district contributed 25% of the respondents, and the other 50% are from Melaka Tengah. The analysis of this survey is evidence of the users’ acceptance when about 64.5% of 957 respondents provided positive responses about the proposed system. However, several concerns arose from the respondents, particularly in terms of the levels of security and privacy in the system that need to be focused on in a later study. -

Proper tree management provides conducive environment for socialization. Previous research revealed the social factors and hazards associated with urban street trees but the elements that influence was not known. The objectives are: to investigate the elements of the social factors and to determine the influence of these elements towards hazardous street trees.480 questionnaires distributed among expert and public within 9 city councils. The findings revealed that 5 elements that influence the hazardous street trees; uncontrollable street planting, tree vandalism, near to neighbourhood context, lack of public awareness and poor nursery stock and failure care.
