    Enhancing integrity to strengthen organizational performance of local authorities in Malaysia Ahmad Fadzli Ahmad Tajuddin Anis Yusal Yusoff Mohd Rezaidi Ishak *The Malaysian Institute of Integrity (INTEGRITI) Abstract The main theme of this paper encompasses on the operationalization of the notion of integrity focusing on the performance of local authorities (LAs) in Malaysia. Specifically, the study applies the Community Integrity Building (CIB) concept which highlighted on the significant contribution of tripartite parties in gearing for better organizational performance namely community monitors, contractors and LAs. Furthermore, CIB creates an enhanced feedback loop of continuous improvement and vigilance, creating better community over time. The study also pioneered on measuring of fix rate methodology and integrity approach objectively; thus bridging the gap between conceptualization and operationalization spectrum. Finally, the paper concludes by enlightening and giving some insights on the potentials of CIB approach and changing the typical art of doing things in public service especially with regards to integrity agenda vis-‘a-vis building stronger local community. Introduction Though the issue of integrity in delivery service is not new in public domain, it’s emergent can be traced back to the notion of the New Public Management (NPM). In line with this, the NPM had set new patterns and reform at local level according to Bovaird and Loffer (2002) and impacted local authorities in German, USA and New Zealand (Bovaird, 1998). Bovaird (1998) postulated that the most recent innovation trend includes public involvement and consultation, user involvement vis a vis citizen engagement in the affairs of LA. Similarly in the Malaysian context several literatures highlighted on the important of good governance particularly in improving delivery system as well as inculcating good values (Yusof, Shukri and Rashila,2000; Rais,2002; Xavier,2000).

Proper tree management provides conducive environment for socialization. Previous research revealed the social factors and hazards associated with urban street trees but the elements that influence was not known. The objectives are: to investigate the elements of the social factors and to determine the influence of these elements towards hazardous street trees.480 questionnaires distributed among expert and public within 9 city councils. The findings revealed that 5 elements that influence the hazardous street trees; uncontrollable street planting, tree vandalism, near to neighbourhood context, lack of public awareness and poor nursery stock and failure care. For us it expresses the past filtering through into our future. As an organization, we are committed to preserving our heritage and formulating a Malaysian architectural identity. 5. This year we completed two projects. The work in Melaka is an example of our continuing efforts to support the government in its efforts to plan for preservation, through the: (i) Malacca Heritage Area Action Plan. This study was commissioned by the Malacca City Council and covered the Heritage District along Jalan Tun Tan Cheng Lock and Jalan Hang Jebat.

The Solid Waste Management and Public Cleansing (Act 672) which came into force on 1st September 2011, is Governments’ effort to provide a systematic, coordinated, effective and efficient solid waste management system in Malaysia including Malacca.. Since then, there has been significance increase on the amount recycle waste collected. However, the community participation on solid waste segregation and recycling program still at low level due to lack of awareness, attitude and exposure on the advantages of recycling in the long term. Thirty preliminary questionnaires were distributed randomly at resident’s housing area in Jasin and analysed through Average Index (AI) method. The result obtained shows the current challenges of the community in performing the waste segregation at source. From the result, further study will be conducted to discover new approach on promoting waste segregation which could provide the basis for success of 3R program in Malacca.

Kajian ini bertujuan untuk memahami amalan-amalan semasa pemuliharaan bangunan warisan di bandaraya bersejarah Melaka. Lapan siri temuramah pakar telah dijalankan di peringkat strategik, taktikal, dan operasi di Melaka, Bandaraya Warisan Dunia. Peringkat strategik merupakan fasa yang melibatkan matlamat jangka panjang dan arah fungsi organisasi kerja pemuliharaan di Malaysia. Kedua, tahap taktikal atau pengurusan, proses menyampaikan keseluruhan fungsi kerja-kerja pemuliharaan di Malaysia. Ketiga, pada peringkat operasi merupakan tahap pengoperasian kerja-kerja penyelenggaraan berkala dan pemuliharaan bangunan-bangunan warisan. Responden-responden berpendapat bahawa semua Nilai-nilai Budaya seperti sosial, sejarah, estetik, saintifik, dan ekologi telah digunakan sebagai amalan-amalan semasa pemuliharaan bangunan warisan di Malaysia. Mereka juga menyatakan bahawa Nilai-nilai Budaya ini telah digunakan sejajar dengan empat dokumen penting untuk proses pemuliharaan iaitu “Akta Warisan Kebangsaan Malaysia”, “Outstanding Universal Values atau Nilai-nilai Universal yang Cemerlang oleh UNESCO”, “Garis Panduan bagi Pemuliharaan Bangunan-bangunan Warisan “serta “Pelan Pengurusan Pemuliharaan Bandaraya Melaka” dalam kerja-kerja pemuliharaan di Malaysia.
