Area Assessment The subject area (about 3.5 ha) involves 14 industrial buildings and a concrete batching plant, mixed with the other industrial developments/activities in the two adjoining “CDA” zone, some residential developments and a commercial building in the surroundings (Plan D7). Among the 14 industrial buildings in the area, all of them are 30 years or above. In terms of building condition, nine of them are in fair condition while the remaining five are in poor condition. Eight buildings are 1-7 storeys high and the remaining six are 8-19 storeys high. In terms of ownership, 11 buildings are multiple owned and the remaining three buildings are single owned. The overall vacancy rate is only 1.3%, which is significantly lower than both the territorial figure of 6.0% for all “R(E)” areas and the average of 8.8% for four areas in Kowloon. Only about 1.2% of the units are divided into subunits, involving about 2.7% of the GFA. Warehouse/Storage is the largest use in the area, occupying about 59.3% of the GFA. The second largest use is Manufacturing/Workshop, occupying about 6.9% of the GFA. Office * Conversion factor from internal floor area to gross floor area is 1.3333. Yau Tong “R(E)” Area 3 use only takes up about 5.6% of the GFA. If taking into account all 14 industrial buildings in the subject area and the four industrial buildings in the nearby Yau Tong “CDA” area together, the overall vacancy is 3.9%. Warehouse/Storage is still the largest use, occupying about 50.4% of the GFA. The Manufacturing/Workshop and Office uses only take up about 8.6% and 6.4% of the GFA respectively. “Other Uses” account for 2.1% of the GFA. In terms of employment, about 937 workers are estimated to be engaged in the occupied non-subdivided units of the industrial buildings in the area, including about 229 workers (24.4%) in the manufacturing business and about 708 workers (75.6%) in the non-manufacturing business. The overall figure only accounts for about 0.3% of the total of 306,960 persons engaged (other than those in the civil service) in various business/industries in the Kwun Tong District identified by C&SD in June 2014. So far, three sites in the subject “R(E)” zone of the area have been redeveloped for residential use. Another three sites, which include one site in 5 Tung Yuen Street under construction, one industrial building in 28 Sze Shan Street and one vacant site in 13-15 Sze Shan Street, have obtained planning permissions as well as building plan approvals for new residential developments. In view that six sites in the area had been/will be redeveloped for residential use and that the redevelopment of the remaining industrial buildings and concrete batching plant would still be subject to I/R interface problems, it is considered appropriate to retain the existing “R(E)” zoning of the area to continue facilitating its future redevelopment for residential use.     The Historical Comparative Analysis of the Development and Transformation of Lei Yue Mun and Cha Kwo Ling with Their Tin Hau Temples Chung Fun Steven Hung The Education University of Hong Kong ABSTRACT Today, Lei Yue Mun and Cha Kwo Ling are still the nearby urban areas and the urban fringe areas respectively. They are squatter areas and both suffer from environmental hygiene problems and lack proper man- agement. The historical development of Cha Kwo Ling exerted superi- ority in the long-term. If compared to Lei Yue Mun, its economic, so- cietal and cultural development performed better. Therefore, the ad- ministrative-governed centers, namely, the ‘Communal Office of the Four Hills’ and the ‘Communal School of the Four Hills’ were devel- oped in Cha Kwo Ling. After the Second World War, Cha Kwo Ling had some nearby local developments, for example, there were built several oil depots and quarry sites next to it. This made Cha Kwo Ling become even more prosperous. This statement can be strengthened by the massive and spectacular occasion of the ‘Tin Hau Festival.’ This grand event is the most popular and large-scale in the urban area. Coincidentally, Lei Yue Mun underwent certain transformations in the 1960s. It became a tourist hot spot for eating seafood. Up to now it is internationally famous which helps maintaining its prosperity. In con- trast, the economic development of Cha Kwo Ling started to deterio- rate because of the urban developments. But there is a sharp differ- ence if residents' sentiments are taken into account. With the success- ful economic development in Lei Yue Mun, its residents become more cold-blooded and snobbish.

Our report, prepared for Designing Hong Kong Ltd., examines this imbalance from the marine perspective.
