Mrs. Liinamaa is a cheerful and self-confident extrovert. She talks rapidly and is not hesitant about using her English. She devotes most of her energy to her home and family. Mrs. E.S. Mattila (nee Vestinen) married .Olavi Mattila in 1956. They have three children ages 15 to 18. One of them spent last year in an American high school. Mrs. Mattila's child­ hood was spent in the Karelian Isthmus, now part of the USSR. She has a degree in Political Science and was employe·d by the Finnish Foreign Ministry when she met her husband in Peking. She takes an active interest in her husband's work and is responsible for managing the Mattila family farm where they raise beef cattle. She enjoys meeting people and speaks goof English.

Mrs. Hallama was born March 1, 1925. Her parents were Sven Theodor Weber (a businessman and longtime Director of LM Ericsson Inc. in Finland) and Very Gorbatova. Brought up in a wealthy Swedo-Finnish family devoted to sailing as well as the arts and painting, Anita Weber took a univer~ity degree in Philosophy in 1941. Mrs. Richard T. Davies (Jean) was born in Laramie,

Wyoming, in 1924, the daughter of Wilmer and Alice Stevens.

She received a B.A. with honor in 1946 from the College of Liberal Arts, University of Wyoming, where she was a member of Delta Delta Delta sorority. From 1946 to

1947, Mrs. Davies worked for the Young Women's Christian

Association, International Division~ New York City.

Mrs. Davies joined the U.S. Foreign Service in

1947 and served as secretary to the Director of USIS,

Warsaw, Poland, from 1947 to 1949. She was married in

Warsaw in 1949 and has accompanied her husband to posts in Moscow, Paris, Kabul, and Calcutta.

Mrs. Davies has been an active member of the .America

Foreign Service Women's Association and the League-of

Women Voters of the IAHZS (OWVUS). puring 1970-72 she served as a member of the LWVUS National Lobbying

At 9: 15 a. m. you will depart en route Finlandia Hall for the morning CSCE Plenary Session scheduled to run for 3 hours and 30 minutes. The Chairman for the Session is the Head of the Delegation of Liechtenstein. Following the Spanish Head of Delegation, you will address the Session for 20 minutes. CSCE FINAL DOCUMENT SIGNING

The concluding ceremony at which the CSCE. Final Document will be signed will take place fifteen minutes after the Plenary Session at approximately 5:00 p. m. The 35 Heads of State or Government will be seated at a long rectangular table in French alphabetical order. You will sit between German Democratic Republic First Secretary Honecker and Austrian Chancellor Kreisky and will be the third to sign.

The participants will each sign only once on a separate page after the last item of the CSCE Document which is drawn up in English, French, German, Italian, Russian and Spanish. This original document will be retained in the Archives of the Government of the Republic of Finland. Each of the participating states will subsequently receive from the Finnish Government a true copy (copy certified by the Finnish Foreign Minister) of this final Act. The Finnish Government ·will transmit the text of this final Act to the Secretary General of the United Nations and to the. Director General of UNESCO. . Following the Document signing, President Kekkonen markes brief remarks, concludes the Conference and invites you and the other Delegates to the Delegates Lounge for champagne. You mingle informally for 10-15 minutes and depart en route Embassy Residence. ·. 3.

As you know, the problem of extreme winter freezing of the Great Lakes has been one of major concern for many years. Each day the Lakes are frozen, 20, 000 jobs come to a halt. Sixty thousand additional jobs are indirectly halted. The countless additional number of frozen-area jobs affected make the daily loss a substantial and critical one. You will recall that Senator Griffin and Congressman Ruppe briefed you on the situation during your recent visit to Mackinac Island. The possible acquis:ltion of Finnish icebreakers would aid the economically as well as fulfill a need in the Great Lakes Area.

·You escort Prime Minister Arias and Foreign Minister Cortina inside en route living room where you and the Prime Minister tak.e your seats. After the first minute of Press Coverage, Secretary Kissinger and the other meeting participants join you for the second and last minute of pres.s coverage.

PRESS POOL COVERAGE DURATION: 30 minutes

6:45 p. m. You thank Prime Minister Adas and Foreign Minister Cortina and escort them to their motorcade.

6:47p.m. You alone bid farewell to Prime Minister Arias as he boards his vehicle.

7:30 p. m. Arrive "Urho11 where you are met by . Mr. Tankmar Horn, President of Wartsila Company (Shipyard) and Mr. Helge Jaasalo, Director General of Finnish Board·. of Navigation •

7:32 p. m. . You proceed up the gangplank to foredeck where you are met by President · U rho Kekkonen. Also on hand will be Secretary Kissinger, Ambassador and Mrs. Austad, Finnish Foreign Minister and Mrs. Mattila, and Finnish Ambassador to the United States and Mrs. Tuominen.

OPEN PRESS COVERAGE

Accompanied by the men, you will receive a briefing on the Icebreaker by Mr. Horn on the foredeck. The ladies will take refresh­ ments in the salon.

You proceed inside the ship accompanied by President Kekkonen and ride elevator four floors. . •

7:40 p. m. You proceed to 11 Urho 11 bridge walking up two floors.

7:45 p. m. Arrive 11 Urho11 for briefing on technical aspects of 11 Urho" by Mr. Bengt Johanssan, Ship designer and Manager Wartsila Shipyard •. 10.

7:50 p. m. You proceed two floors d0wn to view Captain's and Mate's Cabins.

You then proceed by elevator four floors down to uurho" Control Room where you receive a technical briefing by Electrical Engineer Jan Ahlfors.

I You then move to the conditioning room, sauna, and swi.Inming pool, then up one floor to the aftdeck where you receive a briefing on. towing winch by Captain Tom Artela.

OPEN PRESS COVERAGE

8:00 p. m. You return to salon where you rejoin the ladies.·

NOTE: Mr. Jaasals will be on hand to brief you on the salon and some of its artwork.

Buffet dinner follows.

8:45 p. m. You and Mrs. Ford thank President Kekkonen and bid him farewell since this is the last time you will see him.

8:50 p. m. You board motorcade and depart dockside en route Embassy Residence.

8:55 p. m. Arrive Embassy Residence.
