Democracy in the United States The United States is a representative democracy. This means that our government is elected by citizens. Here, citizens vote for their government officials. These officials represent the citizens’ ideas and concerns in government. Voting is one way to participate in our democracy. Citizens can also contact their officials when they want to support or change a law. The process required to become a citizen is called naturalization. To become a U.S. citizen, you must meet legal requirements. You must complete an interview with a USCIS officer. You must also pass an English and Civics test. Then, you take the Oath of Allegiance. This means that you promise loyalty to the United States. Journal of Contemporary China (2005), 14(42), February, 35–53 Nationalism, Internationalism and Chinese Foreign Policy CHEN ZHIMIN* This article examines the role of nationalism in shaping Chinese foreign policy in the history of contemporary China over the last 100 years. Nationalism is used here as an analytical term, rather than in the usual popular pejorative sense. By tracing the various expressions of contemporary Chinese nationalism, this article argues that nationalism is one of the key enduring driving forces which have shaped Chinese foreign policy over the period; as China increasingly integrates herself into this globalized and interdependent world and Chinese confidence grows, the current expression of Chinese nationalism is taking a more positive form, which incorporates an expanding component of internationalism. In recent years, nationalism has been one of the key focuses in the study of China’s foreign policy. In the 1990s, several Chinese writers started to invoke the concept of nationalism, both in their study of Chinese foreign policy and in their prescriptions for the Chinese foreign policy. Likewise, in English-language scholarship the study of Chinese nationalism largely sets the parameters of the debate about the future of Chinese foreign policy and the world’s response to a rising China. An overarching theme of this Western discourse is a gloomy concern with the worrisome nature of recent expressions of Chinese nationalism. Samuel P. First of all, I suggest that Waldron’s argument about the international rule of law can be used to illuminate how we should understand the legitimate authority of international law over sovereign states, but also how some of sovereign states’ residual independence ought to be protected from legit- imate international law. Secondly, I argue that the democratic pedigree of the international rule of law plays a role when assessing how international law binds democratic sovereign states and whether the international rule of law can and ought to benefit their individual sub- jects. Finally, I emphasize how Waldron’s argument that the international rule of law ought to benefit individuals in priority has implications for the sources of international law and for what sources can be regarded as sources of valid law. 1 Introduction In his article ‘Are Sovereigns Entitled to the Benefit of the International Rule of Law?’, Jeremy Waldron focuses ‘on some of the theoretical issues that arise when we consider the [rule of law] in light of the absence of an international sovereign and the extent to which individual national sovereigns have to fulfil governmental functions in the [international law] regime’ (at 316). -

Publisher’s version: http://asr.sagepub.com/content/81/5/949 Varieties of American Popular Nationalism Bart Bonikowski Harvard University Paul DiMaggio New York University Abstract Despite the relevance of nationalism for politics and intergroup relations, sociologists have devoted surprisingly little attention to the phenomenon in the United States, and historians and political psychologists who do study the United States have limited their focus to specific forms of nationalist sentiment: ethnocultural or civic nationalism, patriotism, or national pride. This article innovates, first, by examining an unusually broad set of measures (from the 2004 GSS) tapping national identification, ethnocultural and civic criteria for national membership, domain- specific national pride, and invidious comparisons to other nations, thus providing a fuller depiction of Americans’ national self-understanding. Second, we use latent class analysis to explore heterogeneity, partitioning the sample into classes characterized by distinctive patterns of attitudes. Conventional distinctions between ethnocultural and civic nationalism describe just about half of the U.S. population and do not account for the unexpectedly low levels of national pride found among respondents who hold restrictive definitions of American nationhood. A subset of primarily younger and well-educated Americans lacks any strong form of patriotic sentiment; a larger class, primarily older and less well educated, embraces every form of nationalist sentiment. Controlling for sociodemographic characteristics and partisan identification, these classes vary significantly in attitudes toward ethnic minorities, immigration, and national sovereignty. Finally, using comparable data from 1996 and 2012, we find structural continuity and distributional change in national sentiments over a period marked by terrorist attacks, war, economic crisis, and political contention. -

Dorf* INTRODUCTION Of the American Constitution's three most distinctive fea- tures-federalism, judicial protection of individual rights and sep- aration of powers'-only the last has been held inapplicable to the states. First, federalism is, by its terms, a doctrine of power-shar- ing between the national and state governments. The distribution of authority between nation and states was the chief point of con- tention during the period of the Constitution's framing and ratifi- cation, and in recent years, the United States Supreme Court has vigorously enforced federalism norms. 2 Second, although the origi- nal Constitution contained relatively few individual rights provi- sions applicable to the states,3 during the last half-century, the Supreme Court has interpreted the Due Process and Equal Protec- tion Clauses of the Fourteenth Amendments as providing exten- sive protection for individual rights against state interference. -

Elections Without Democracy THE RISE OF COMPETITIVE AUTHORITARIANISM Steven Levitsky and Lucan A. Way Steven Levitsky is assistant professor of government and social studies at Harvard University. His Transforming Labor-Based Parties in Latin America is forthcoming from Cambridge University Press. Lucan A. Way is assistant professor of political science at Temple University and an academy scholar at the Academy for International and Area Studies at Harvard University. He is currently writing a book on the obstacles to authoritarian consolidation in the former Soviet Union. The post–Cold War world has been marked by the proliferation of hy- brid political regimes. In different ways, and to varying degrees, polities across much of Africa (Ghana, Kenya, Mozambique, Zambia, Zimbab- we), postcommunist Eurasia (Albania, Croatia, Russia, Serbia, Ukraine), Asia (Malaysia, Taiwan), and Latin America (Haiti, Mexico, Paraguay, Peru) combined democratic rules with authoritarian governance during the 1990s. Scholars often treated these regimes as incomplete or transi- tional forms of democracy. Yet in many cases these expectations (or hopes) proved overly optimistic. Particularly in Africa and the former Soviet Union, many regimes have either remained hybrid or moved in an authoritarian direction. It may therefore be time to stop thinking of these cases in terms of transitions to democracy and to begin thinking about the specific types of regimes they actually are. In recent years, many scholars have pointed to the importance of hybrid regimes. Indeed, recent academic writings have produced a vari- ety of labels for mixed cases, including not only “hybrid regime” but also “semidemocracy,” “virtual democracy,” “electoral democracy,” “pseudodemocracy,” “illiberal democracy,” “semi-authoritarianism,” “soft authoritarianism,” “electoral authoritarianism,” and Freedom House’s “Partly Free.”1 Yet much of this literature suffers from two important weaknesses. -

THE DEMOCRACY PRINCIPLE IN STATE CONSTITUTIONS Jessica Bulman-Pozen*& Miriam Seifter** In recent years, antidemocratic behavior has rippled across the nation. Lame- duck state legislatures have stripped popularly elected governors of their pow- ers; extreme partisan gerrymanders have warped representative institutions; state officials have nullified popularly adopted initiatives. The federal Consti- tution offers few resources to address these problems, and ballot-box solutions cannot work when antidemocratic actions undermine elections themselves. Commentators increasingly decry the rule of the many by the few. This Article argues that a vital response has been neglected. State constitu- tions embody a deep commitment to democracy. Unlike the federal Constitu- tion, they were drafted—and have been repeatedly rewritten and amended— to empower popular majorities. -

Nationalism and Authoritarianism: Genealogies and Morphologies Proposed Joint Doctoral Fellowships (funded by the Intellectual Themes Initiative) The rise of authoritarian and populist politics in the last decade has called for new theoretical and methodological approaches in the study of nationalism. In the past, social science literature on authoritarian politics had been compartmentalized along disciplinary as well as regional lines. Scholarship in the field had been marked by the absence of crossdisciplinary and crossregional dialogue. History and political science approaches were often regarded as separate fields of study which significantly limited the comparative analysis of authoritarianism and nationalism. These proposed joint doctoral fellowships are intended to bring together students and faculty researching nationalism from different methodological perspectives, with a particular focus on the complex and ramified relationship between authoritarianism and nationalism. The main objective of the interdepartmental cooperation is to integrate different disciplinary approaches in order to facilitate the comparative, global and interdisciplinary study of authoritarian and populist variations of nationalist politics. The study plan is designed to help students to inventively combine conceptual and methodological tools to generate genuinely new insights into the genealogies and morphologies of authoritarian and nationalist politics through cutting-edge comparative research. Nationalism Studies is an inherently interdisciplinary field, combining a variety of approaches in order to probe specific questions from different, often complementary, angles. At the master’s level, the Nationalism Studies Program mediates between many disciplines, including History and Political Science, and these proposed joint doctoral fellowships aim to reinforce this mediating role at the doctoral level, enabling students to explore the role of nationalism in framing, constituting, and bolstering authoritarian political systems. -

Late Classic Maya Political Structure, Polity Size, and Warfare Arenas
LATE CLASSIC MAYA POLITICAL STRUCTURE, POLITY SIZE, AND WARFARE ARENAS Arlen F. CHASE and Diane Z. CHASE Department of Sociology and Anthropology University of Central Florida Studies of the ancient Maya have moved forward at an exceedingly rapid rate. New sites have been discovered and long-term excavations in a series of sites and regions have provided a substantial data base for interpreting ancient Maya civili- zation. New hieroglyphic texts have been found and greater numbers of texts can be read. These data have amplified our understanding of the relationships among subsistence systems, economy, and settlement to such an extent that ancient Maya social and political organization can no longer be viewed as a simple dichoto- mous priest-peasant (elite-commoner) model. Likewise, monumental Maya archi- tecture is no longer viewed as being indicative of an unoccupied ceremonial center, but rather is seen as the locus of substantial economic and political activity. In spite of these advances, substantial discussion still exists concerning the size of Maya polities, whether these polities were centralized or uncentralized, and over the kinds of secular interactions that existed among them. This is espe- cially evident in studies of aggression among Maya political units. The Maya are no longer considered a peaceful people; however, among some modern Maya scholars, the idea still exists that the Maya did not practice real war, that there was little destruction associated with military activity, and that there were no spoils of economic consequence. Instead, the Maya elite are portrayed as engaging predo- minantly in raids or ritual battles (Freidel 1986; Schele and Mathews 1991).
