    Consular and Trade Offices Governments from throughout the world have consular offices and trade representation in greater Atlanta, Macon, and Savannah. Consular offices are established by foreign governments 1) to officially develop economic, commercial, scientific and cultural relations between the country they represent and the area in which they serve, and 2) to safeguard the interests of the sending country and its citizens traveling or residing in their consular district. Traditionally these duties include issuing and renewing passports and other official documents, helping travelers in distress, signing death certificates, legalizing or delivering official documents, and assisting travelers in trouble with local law enforcement or immigration authorities. Large consular offices often support cultural affairs and/or trade and investment, as well. Seventy countries are represented in Georgia, with twenty-five career consulates, forty-eight honorary consular offices and more than one dozen dedicated trade and investment agencies. Career officials are members of their country’s foreign (diplomatic) or commercial service, while honorary officials are local residents appointed by foreign governments to perform consular duties. The Dean of the Consular Corps, currently Mr. Steve Brereton, Consul General of Canada, is traditionally the career official with the longest tenure.     Sovereign Wealth Funds: Their Operation and the Economic, Political and Legal Responses Georges Kratsas UCL PhD I, Georges Kratsas, confirm that the work presented in this thesis is my own. Where information has been derived from other sources, I confirm that this has been indicated in the thesis. 1 Abstract Abstract This thesis deals with the investment behaviour of government-led investment vehicles, widely known as Sovereign Wealth Funds (SWFs), and the implications that arise from their investments in Europe and the western world. In the last 10 to 15 years SWFs have grown in size and number and have drawn the attention of many government officials because of their non- transparent nature and their expansionary investment policies. Although SWFs have been a valuable source of foreign investment in the past, their non- transparent nature, combined with their government-controlled status, raises fears that their investments might be politically, rather than economically, motivated. Specific examples of those concerns are the risk that SWFs use their economic influence in order to obtain critical information, to transfer Jobs abroad or compromise the operation of strategically important companies such as telecommunications or energy companies. The above concerns have led many western governments to take active measure to regulate sovereign investors. Such regulation comes in the form of legislation establishing procedures to control the impact of their investments. Additionally, various forms of regulation have been established at the international level, through the adoption of Codes of Conduct. The main case studies used in this thesis are those of France, Germany, the USA as well as instruments promulgated by international bodies, such as the Organisation for Economic Cooperation and Development, the International Monetary Fund and the European Union.

This series of twelve hot chocolate mugs depicts the develop - ment of the steam locomotive in Canada from the 0-6-0 "Samson", to the CPR 2-10-4 #8000. The mugs are being offered by the Quaker Oats Company of Cana­ da to salute Canada's Centennial, and the part played by the rail­ ways and their steam locomotives in furthering the pro ~ ress of the nation. Each cup pictures an authentic locomotive design -- one shows a Canadian Northern 2-8-0, a type of locomotive that made a major contribution to the country's prairie economy by moving grain from the Western provinces to the Lakehead -- another shows one of the Canadian Pacific's ubiquitous D-10 engines. There are 12 different locomotives in the series - each a col­ lector's item. The reproductions are precisely etched in decora­ tive colours and trimmed with 22k gold.     Pope leaves Mozambique urging reconciliation, care for one another MAPUTO, Mozambique (CNS) — When Jesus told his disciples to love one another and pray for their enemies, he meant it — even disciples in a nation like Mozambique, where political tensions have led to violence, war and death, Pope Francis said. The pope ended his visit to Mozambique Sept. 6 with a visit to a health center founded to care for people living with HIV/AIDS and with a Mass nearby in Maputo’s Zimpeto Stadium, where a late winter rain fell intermittently. Bernadete Silva Fungalane came to the Mass from the Diocese of Pemba, in the northern Cabo Delgado province, where outbreaks of violent killings and pillaging have terrorized the population for the past few years. Wearing a headwrap and a skirt made of blue fabric with the pope’s image, she told Catholic News Service that the pope “can help stop the violence, first of all because he unites people. His words about reconciliation are very important for our people.” Before the recitation of the rosary began 90 minutes before the pope’s arrival, Silva Fungalane said, she knew in her heart that she would receive a blessing being at Mass and “all Mozambique will be blessed.” In his homily, Pope Francis insisted Jesus’ message about love and turning the other cheek was not simply a lovely platitude, but a call to courage and strength and trust in God alone. Jesus “is talking about specific enemies, real enemies, the kind he described” in the beatitudes: “those who hate us, exclude us, revile us and defame us,” the pope said.
