    APPENDIX 122 TITLE 10 Conservation and Development APPENDIX CHAPTER 2. FISH Subchapter 2. Seasons, Waters, and Limits § 122. Fish Management Regulation. 1.0 Authority (a) This rule is adopted pursuant to 10 V.S.A. §4081(b). In adopting this rule, the Fish and Wildlife Board is following the policy established by the General Assembly that the protection, propagation, control, management, and conservation of fish, wildlife and fur-bearing animals in this state is in the interest of the public welfare and that the safeguarding of this valuable resource for the people of the state requires a constant and continual vigilance. (b) In accordance with 10 V.S.A. §4082, this rule is designed to maintain the best health, population and utilization levels of Vermont’s fisheries. (c) In accordance with 10 V.S.A. §4083, this rule establishes open seasons; establishes daily, season, possession limits and size limits; prescribes the manner and means of taking fish; and prescribes the manner of transportation and exportation of fish. 2.0 Purpose It is the policy of the state that the protection, propagation control, management and conservation of fish, wildlife, and fur-bearing animals in this state is in the interest of the public welfare, and that safeguarding of this valuable resource for the people of the state requires a constant and continual vigilance. 3.0 Open-Water Fishing, legal methods of taking fish 3.1 Definitions (a) Department – Vermont Department of Fish and Wildlife.     Sleepers Awake! The Industrial Revolution Comes to Antebellum St. Johnsbury Several challenges confronted the E. & T. Fairbanks Company as it industrialized antebellum St. Johnsbury. Key among them were access to raw materials, transportation, labor, capital, and markets. The fact that the Fairbanks Company prospered and grew is testimony to its success at meeting these challenges. By Allen Yale t. Johnsbury was like many rural communities in the opening de- cades of the nineteenth century. At this time Vermont was in Swhat Brook Hindle called “the wooden age,” and what Jared van Wagenen referred to as “the golden age of homespun.” At St. Johns- bury, two tributaries join the Passumpsic River: The Moose River joins the Passumpsic from the east about one and a half miles above where Sleepers River enters from the west. Rapids and falls punctuated the course of all three rivers. In this age of water power, these potential mill sites often developed into mill villages. In St. Johnsbury, several small mill villages contained gristmills, sawmills, potasheries, fulling and carding mills, blacksmith shops, coopers’ shop, and tanneries, as com- monly found in rural villages of the time. Sleepers River was the site of the growth of an industry that would make St. Johnsbury famous.1 An event of major significance to the future industrialization of St. Johnsbury happened in 1815, when Major Joseph Fairbanks and his family arrived and acquired a mill site on Sleepers River. Fairbanks did not waste time getting established.     ICE JAM REFERENCE AND TROUBLE SPOTS Ice Jam Reference Ice jams cause localized flooding and can quickly cause serious problems in the NWS Albany Hydrologic Service Area (HSA). Rapid rises behind the jams can lead to temporary lakes and flooding of homes and roads along rivers. A sudden release of a jam can lead to flash flooding below with the addition of large pieces of ice in the wall of water which will damage or destroy most things in its path. Ice jams are of two forms: Freeze up and Break up. Freeze up jams usually occur early to mid winter during extremely cold weather. Break up jams usually occur mid to late winter with thaws. NWS Albany Freeze Up Jam Criteria: Three Consecutive Days with daily average temperatures <= 0°F NWS Albany Break Up Jam Criteria: 1) Ice around 1 foot thick or more? And 2) Daily Average Temperature forecast to be >= 42°F or more? Daily Average Temperature = (Tmax+Tmin)/2 Rainfall/snowmelt with a thaw will enhance the potential for break up jams as rising water helps to lift and break up the ice. A very short thaw with little or no rain/snowmelt may not be enough to break up thick ice. ** River forecasts found at: http://water.weather.gov/ahps2/forecasts.php?wfo=aly will not take into account the effect of ice. ** Ice jams usually form in preferred locations in the NWS Albany HSA. Knox EXPLANATION This index lists the streamflow and reservoir stations in the St. Lawrence River basin for which records have been or are to be published in reports of the Geological Survey for periods prior to September 30, 1955. Periods of record for the same station published by other agencies are listed only when they contain more detailed information or are for periods not reported in publications of the Geological Survey. The stations are listed in the downstream order first adopted for use in the 1951 series of water-supply papers on surface-water supply of the United States. Starting at the headwater of each stream all stations are listed in a downstream direction. Tributary streams are indicated by indention and are inserted between main-stem stations in the order in which they enter the main stream. To indicate the rank of any tributary on which a record is available and the stream to which it is immediately tributary, each indention in the listing of stations represents one rank.

Fish Management Regulation. 1.0 Authority This rule is adopted pursuant to 10 V.S.A. §4081(b). In adopting this rule, the Fish and Wildlife Board is following the policy established by the General Assembly that the protection, propagation, control, management, and conservation of fish, wildlife and fur-bearing animals in this state is in the interest of the public welfare and that the safeguarding of this valuable resource for the people of the state requires a constant and continual vigilance. In accordance with 10 V.S.A. §4082, this rule is designed to maintain the best health, population and utilization levels of Vermont’s fisheries.     Part Two Biophysical Regions of Vermont Biophysical Regions of Vermont ne of the most rewarding parts of studying a landscape and its natural communities is appreciating all the factors that work together to cause Ovariation within that landscape. When we study the landscape of the world, we look to climate to explain most of the broad patterns of geographic variation. As we look more closely, say at the North American continent, climate is still the overrid- ing feature that causes variation, but we begin to see influences from other factors such as geological history. As we look even more closely, for example at the state of Vermont, we begin to see that landforms and soils, along with human history, influence variations as well. The biophysical regions of Vermont presented in Figure 2 help organize the landscape into smaller units that share features of climate, geology, topography, soils, natural communities, and human history. Although each region has variation within it, all are widely recognized as units that are more similar than they are different. Figure 2 was developed by analyzing existing land classification maps and by assessing biological and physical data with new analytical techniques (Girton 1997). The map was created so that land managers from all state and federal land managing agencies, as well as private land managers, could have a single map of biophysical regions to work with as a way of organizing their planning and thinking about natural communities in Vermont. Although our map shows Vermont only, the regions have no political boundaries, and they do not end at Vermont’s border.
