Last night, March 7, in organization of the B-H embassy in Belgium and Ambassador Sven Alkalaj, a reception was held in honour of Sulejman Tihic, the Chairman of the B-H Presidency in the Hotel de Ville de Bruxelles, Grand Place. The reception was attended by representatives of the diplomatic corps of EU, NATO, officials of the Belgian Ministry of Foreign Affairs, and others. The Chairman of the B-H Presidency met yesterday with representatives of the Bosnia- Herzegovina’s Belgian Association of the B-H Diaspora in Belgium. Chairman Tihic was informed about this Association’s work, which is one of the most active associations of our Diaspora in Europe. The fact that it was an organizer and a host of the World Diaspora Championship in Indoor Soccer for the third time serves as an example. The Chairman of the B-H Presidency was also presented with their magazine Bosancica, which regularly writes about the life and work of the B-H citizens in Belgium. Sulejman Tihic, the Chairman of the B-H Presidency, expressed his pleasure with meeting the B-H citizens in Belgium and said that this visit to the Kingdom of Belgium represented the relations enhancement between B-H and Belgium. Today, Sulejman Tihic, the Chairman of the B-H Presidency has addressed the students of the European College in Bruges (College of Europe) on the subject of Bosnia-Herzegovina – ten years after Dayton, on its way toward Brussels, and afterwards with Paul Demaret, the College president. -

American businesses, including Kansas companies, responded to a call from Senator Dole and the National Retail Federation last month by donating hundreds of thousands of dollars of the goods needed most by the Bosnian people. The contributions, from large and small retailers, include medical supplies, shoes, children's clothing and children's toys. Senator Dole personally delivered the first of the supplies to a hospital in the Bosnian capital of Sarajevo on June 5th. Due to the volume of supplies donated, the bulk was later transported from America to Zagreb, Croatia by the U.S. Air Force and from there to Sarajevo by United Nations aircraft. The supplies are now being distributed in Bosnia by private humanitarian relief agencies. "These businesses have demonstrated that there's a lot of heart in America's heartland for the war-weary people of Bosnia," Dole said. "One visit to Sarajevo, and you can see how this kind of aid can make a real difference in the lives of innocent people victimized by brutal aggression. -

Niger Is a Landlocked Country in Western Africa
Niger is a landlocked country in Western Africa. Niger (pronounced knee-ZHARE) is a landlocked country in central Africa that borders seven other countries. Being landlocked has made it difficult for Niger to develop its econ- omy; it doesn’t have any seaports that can be used for shipping or receiving supplies. In ad- dition, more than 80 percent of Niger’s land area is located in the Sahara, the world’s largest hot-weather desert. And every year, the Sahara grows several miles larger, eating more and more of Niger’s land. The country’s only real farmland is very overcrowded. This area is located in the southwest- ern part of the country, fed by the Niger River, the largest river in West Africa. The water in this river is not just for irrigation. It is also used for drinking and cooking water, for laun- dry, and for baths. Niger is one of the poorest countries in the world. Most people in Niger are very poor and live on the little food they grow themselves. In 2005 and 2006, Niger suffered a severe food shortage and had to get aid from the United Nations. Today, the food crisis is not as severe, but the country still relies on international aid for survival. The mineral uranium makes up most of Niger’s exports. Uranium is the key mineral in nuclear power and nuclear weapons. This has helped the country’s economy, although ura- nium prices have gone down in recent years. And Niger’s two uranium mines are owned by French companies. -

Bassuener Democratization Policy Council Berlin Armina Mujanovic Democratization Policy Council Sarajevo Outline The referendum, the first since the 1992-1995 war, was held on September 25, 2016 in the Republika Srpska (RS), one of the country's two entities. The referendum was called by RS President Milorad Dodik as a plebiscite on maintaining January 9 as Republika Srpska Day, which the BiH Constitutional Court ruled unconstitutional. The referendum unsurprisingly elicited a vote in favor of maintaining RS Day, although turnout, at just under 56%, was lower than Prime Minister Dodik desired. The RS opposition fared poorly in the municipal elections which followed a week later, on October 2. RS President Dodik stated immediately afterward that he would hold a referendum on RS independence in 2018. Background Bosnia and Herzegovina (BiH) has a particularly complex governance structure, owing to the 1992-1995 war and the Dayton Peace Accords which ended it. The country is comprised of two entities, the Federation of Bosnia and Herzegovina (hereafter “the Federation”) and the Republika Srpska (hereafter RS), each comprising roughly half the territory, as well as the Brcko District, created by binding arbitration after the war, which was disputed in the Dayton negotiations. BiH’s state structure at Dayton was largely designed around the prerogatives of the entities (and in the Federation’s case, ten cantons), including many governing functions that would typically be held at the state level, such as justice, defense, and internal affairs. -

Bosnia and Herzegovina Pre-Election Watch: October 2010 General Elections The citizens of Bosnia and Herzegovina (BiH) will head to the polls on October 3 in what has been described by many in the international community as a crucial election. The outcome will likely play an important role in determining the direction of the country's European Union accession process. At the least, citizens would like to see these elections result in a government that ends the political gridlock that has stifled economic growth and legislative initiatives for the past five years. The last few months have provided little reason for optimism. Politicians eschew issue- based dialogue in favor of divisive, ethnic rhetoric that plays on the nationalistic fears and passions of citizens. While the official campaign started on September 3, ruling political elites began aggravating ethnic tensions months ago. Bosnian Serb leaders threatened Bosnia's unity with calls for an independence referendum; Bosnian Croats raised the possibility of further dividing the country by establishing a third regional entity for themselves; meanwhile, Bosniaks (Bosnian Muslims) insist on greater centralization and unification. BiH's divisive atmosphere reflects the shortcomings of the Dayton Peace Accord that ended the country's 1992-95 war. While the accord was successful in ending the hostilities, its political framework planted the seeds for the ethnic divisions that exist today. Under the peace agreement, BiH was divided into two autonomous regions - the Serb dominated Republika Srpska (RS) and the Bosniak-Croat Federation. The two entities are linked by weak central institutions, while much of the real power is vested in the Office of the High Representative (OHR), an international institution established to oversee the implementation of the Dayton agreement. -

Valentin Inzko, an Austrian, has been holding this position since 2009. He made repeated efforts to maintain a diplomatic and fair relationship with the key political actors in Bosnia and Herzegovina. An important pre-requisite for the work of a High Representative in Bosnia and Herzegovina includes vast political experience and support by the international community. An important step for the second pre-requisite has been made with the inauguration of the US President Joe Biden: It is expected that the United States of America and the European Union will again closely coordinate their political engagement in Bosnia and Herzegovina and the neighbouring countries. Office of the High Representative for Bosnia and Herzegovina (OHR) The citizens of Bosnia and Herzegovina have lived in peace for more than 25 years. Bosnia and Herzegovina consists of two entities, the Federation of Bosnia and Herzegovina and Republika Srpska. Bosnia and Herzegovina gained independence following an independence referendum in 1992 after the disintegration of the Socialist Federal Republic of Yugoslavia. Bosnian Croats, Bosnian Serbs and Bosniaks were the belligerent parties in the ensuing war in Bosnia and Herzegovina. After a four-year war with over 100,000 dead, hundreds of thousands of wounded and millions of refugees, the signing of the Dayton Peace Agreement was facilitated by the international community. The Peace Agreement ended the war and guaranteed the sovereignty of Bosnia and Herzegovina.
