Humen are equally entitled to universally declared ‘human rights’ and deserve no discrimination. These rights are interrelated, interdependent, inalienable and indivisible.1 HStates are the most responsible authorities to protect these rights with the help of law enforcement agencies so that people can indulge their rights without fear and favor. The government is the legitimate custodian and savior of the civil rights of all its citizens. According to social scientists - when a state fails to ensure the protection of human rights of its citizens, it is considered as failed state.
