Consumer rights at EU level have come a long way over the last 20 years. However, the inability of consumers to band together to claim their rights when they have suffered detriment is one of the missing pieces of the jigsaw for EU consumers to access justice. As you are aware, Volkswagen has steadfastly refused to compensate consumers in Europe affected by the emissions scandal. This is in stark contrast to their response in the United States, where the threat of class action has proved decisive in delivering compensation for affected consumers. In your State of the Union speech a few days ago, you said that you are “shocked when consumers are knowingly and deliberately misled” and that you “call on the car industry to come clean and make it right”. We know that despite Commissioner Jourova’s efforts, which we appreciate, the company still refuses to put things right. Since the scandal broke over two years ago, VW remains adamant it will not compensate European car owners. It is now in your hands to decide whether in the future European consumers who have been victims of fraud on a large scale, or who have suffered from a trader’s unfair or illegal practices, should have a realistic chance to be compensated.

    Investment Migration Council (IMC) Position Paper on TAX3 Committee Report ‘Financial Crimes, Tax Evasion and Tax Avoidance’ March 2019 Investment Migration Council (IMC) cautions MEPs against phasing out industry responsible for vital investments Key Ask: IMC calls on MEPs to table a plenary amendment to the TAX3 Committee report supporting better industry standards and regulation and removing references to phasing out the citizenship and residency-by-investment industry The IMC recognise the significance of the European Parliament’s TAX3 Committee report ‘Financial Crimes, Tax Evasion and Tax Avoidance’ in promoting discussion around the Investment Migration sector. Open discussion and scrutiny are the first steps in addressing the public concerns about Investment Migration and improving standards across the board to ensure the risks of abuse are mitigated. However, the IMC opposes the TAX3 Committee’s call for the Investment Migration sector to be phased out since these programmes are responsible for vital investments in EU Member States. Investments Proposed by Maria However, as a new related commitment was adopted (on 08/06/2017) in the CMU Mid-Term Review, the Spyraki project could be used to identify best practices in supply chain finance (e.g. invoice trading). Many start-ups and innovative SMEs are under-collateralised and fail due to short-term cash flow problems, while having a sustainable business model in the long-term. The amount needed for such a project should be reduced down to 500.000€ (250.000€). Given the clear commonalities between n°1 and n°107, the EC will consider the possibility of a joint implementation by giving a specific focus on SMEs' access to finance, should more that one of those PP be finally adopted by the EP.

    26th June 2017 Declaration Unfinished Justice: Restitution and Remembrance (Following European Conference on Restorative Justice Brussels, 26th April 2017) Preamble It is now more than seventy years after the Holocaust (Shoah) in which six million Jews – seventy-five percent of the Jewish population of Europe – were murdered. Only a small fraction of private and communal immovable and movable property illegitimately seized from Jewish victims has been returned or compensated to rightful owners, heirs, or to the Jewish people at large. Many Holocaust survivors live in poverty and without adequate social care, and their social welfare needs are expanding rapidly as they age. In light of the above We, members of the European Parliament, affirm the moral responsibility of European Union member states to advance Holocaust-era property restitution. We also declare our enduring commitment to the provision of adequate and immediate social welfare support for Holocaust survivors, the demarcation, protection and preservation of Jewish cemeteries, mass graves and other burial sites, the preservation of Jewish heritage sites, and the promotion of Holocaust education, research and remembrance. We recognize the commitment of the European Parliament to restitution of Holocaust-era assets as called for in previous resolutions of the Parliament and reaffirm past international principles and declarations that reflect a consensus for the restitution of Holocaust-era assets. Considering the urgency of the matter We call upon Member States of the European Union to reaffirm their commitment to resolve remaining issues on restitution and compensation of looted property, in accordance with the principles of the Terezin Declaration on Holocaust Era Assets and Related Issues, and to address the growing social welfare needs of Holocaust survivors.
