Consumer rights at EU level have come a long way over the last 20 years. However, the inability of consumers to band together to claim their rights when they have suffered detriment is one of the missing pieces of the jigsaw for EU consumers to access justice. As you are aware, Volkswagen has steadfastly refused to compensate consumers in Europe affected by the emissions scandal. This is in stark contrast to their response in the United States, where the threat of class action has proved decisive in delivering compensation for affected consumers. In your State of the Union speech a few days ago, you said that you are “shocked when consumers are knowingly and deliberately misled” and that you “call on the car industry to come clean and make it right”. We know that despite Commissioner Jourova’s efforts, which we appreciate, the company still refuses to put things right. Since the scandal broke over two years ago, VW remains adamant it will not compensate European car owners. It is now in your hands to decide whether in the future European consumers who have been victims of fraud on a large scale, or who have suffered from a trader’s unfair or illegal practices, should have a realistic chance to be compensated.

    Investment Migration Council (IMC) Position Paper on TAX3 Committee Report ‘Financial Crimes, Tax Evasion and Tax Avoidance’ March 2019 Investment Migration Council (IMC) cautions MEPs against phasing out industry responsible for vital investments Key Ask: IMC calls on MEPs to table a plenary amendment to the TAX3 Committee report supporting better industry standards and regulation and removing references to phasing out the citizenship and residency-by-investment industry The IMC recognise the significance of the European Parliament’s TAX3 Committee report ‘Financial Crimes, Tax Evasion and Tax Avoidance’ in promoting discussion around the Investment Migration sector. Open discussion and scrutiny are the first steps in addressing the public concerns about Investment Migration and improving standards across the board to ensure the risks of abuse are mitigated. However, the IMC opposes the TAX3 Committee’s call for the Investment Migration sector to be phased out since these programmes are responsible for vital investments in EU Member States. Many start-ups and innovative SMEs are under-collateralised and fail due to short-term cash flow problems, while having a sustainable business model in the long-term. The amount needed for such a project should be reduced down to 500.000€ (250.000€). Given the clear commonalities between n°1 and n°107, the EC will consider the possibility of a joint implementation by giving a specific focus on SMEs' access to finance, should more that one of those PP be finally adopted by the EP.

    Volodymyr Zelensky President Ukraine CC: Federica Mogherini High Representative of the Union Brussels, 04 september 2019 Dear President, It has come to our attention that the Russian Federation has requested that Mr Vladimir Borisovich Tsemakh be handed over as part of a prisoner exchange negotiated between the Russian Federation and Ukraine. Mr Tsemakh is a former commander of pro-Russian air defence forces in the non-government controlled territory of the so-called "Donetsk People's Republic" and is a key suspect in the tragedy of passenger flight MH17, shot down in eastern Ukraine on 17 July 2014 by a Russian BUK missile. All 298 people on board, including 196 Dutch, were killed. While we understand the context within which such negotiations are taking place and the diplomatic efforts by the Ukrainian authorities to this end, Mr Tsemakh is a suspect in the criminal investigation related to the downing of flight MH17 and his availability and testimony before the Joint Investigation Team is thus of the utmost importance for an effective prosecution by the countries involved. Mr Tsemakh is a Ukrainian citizen and is under Ukrainian custody. UNSC resolution 2166 demands that those directly or indirectly responsible for the downing of MH17 must be held accountable and must be brought to justice. The European Parliament and the European Council have reiterated on numerous occasions their full support to the work of the Joint Investigation Team and the ongoing efforts. All States that are in a position to assist with the investigation and prosecution of those responsible must fully cooperate with the ongoing criminal investigation.

The maritime sector, responsible for almost 90% of EU’s external freight trade and 32% of the intra EU transport of goods is at stake. The EU’s internal market, citizens and industries need the smooth and timely transportation of essential goods, food, medicines and a vast range of products of first necessity. Mitigating the economic impact of the crisis and ensuring the continuity of industry and supply chains is of utmost importance for EU citizens and our European Single market. The expected transport of volumes for all good flows are already lagging behind the original forecasts, with a particularly negative effect on container transport. Moreover, the slowdown of the Global and European economy will have an effect of which we cannot yet determine the magnitude. Firstly, we would like to thank you and the entire Commission for recognising transport as one the most affected sectors by the COVID-19 crisis. In this regard, we also welcome the measures you have taken so far to compensate the economic damages, to guide Member States across the Union when it comes to the border management and the accompanying implementation guidelines. However, the sea and inland ports and the shipping industry urgently need a sector-specific rescue and recovery action plan in order to ensure the continuity of seaborne trade to and from the EU, as well as intra -EU, and to ensure the health and the safety of transport workers in the sector.
