Kids of Mud Annual Report Annual General Meeting November 9, 2013

Accomplishments

• 313 registered KOM program participants – a small increase (~6%) from 2012. 8 clubs are now administering the KOM program, an increase of 1 club (MEC) since last year:

o Alter Ego Cycling Club (Winnipeg)

o Bikes & Beyond (Winnipeg)

o Mountain Equipment Coop (Winnipeg)

o Body Driven Sports (Steinbach)

o Junk Yard Dogs (Portage)

o Whiteshell Cycling Club (Pinawa)

o Wolseley Wheels (Winnipeg)

o Olympia St. Mary’s Road (Winnipeg)

• All clubs report that 2013 was a successful year overall.

• Collaboration with MTB Cup race organizers allowed all KOM participants to compete, free of charge, in 3 of 4 (MTB) Cup races. On average 124 U7 thru U17 racers attend these races.

• Our KOM program continues to be a unique grassroots/developmental program for youth cyclists in Canada.

Challenges

• Collaboration with MB Cup race organizers allowing KOM racers to race for free has been working somewhat well for the past 3 years; however, the KOM Committee feels this is not a sustainable model and recommends that KOM and all U17 riders be charged an affordable (i.e. less than adult) race fee for MB Cup races in future. • Allowing the option for participants to purchase a MCA general membership instead of a race license the past couple of seasons has had no positive impact on the program yet has negatively affected the financial position of the MCA, therefore, in 2014 this will no longer be an option.

Goals for Next Year

• Improve communication/clarify information regarding the KOM program on both kidsofmud.ca & mbcycling.ca especially in regards to the Manitoba Cup Race Series (MTB).

• Update the KOM Programmer’s Guidebook and Parent’s Handbook.

Provincial Program Coordinator Annual Report Annual General Meeting Novemeber 9,2013

Accomplishments

 Program Numbers: Provincial Program continued to grow with a large increase in the number of Development program athletes. Total program numbers increased from 37 athletes in 2012 to 52 athletes in 2013 (29% Increase).

 Learn to Race Program. The Development program was split into two groups (Learn to Race and Development Programs) to provide training suited to the ability levels of new & less experienced athlete who join the provincial program before starting directly into the development program. This gave athletes the opportunity to gain the skills & fitness needed to safely and effectively train at their appropriate level. The L2R program was coached by parents & older athletes have completed their coaching training and meet the MCA coaching standards, while overseen by the provincial program coaches.

 Steinbach Satellite Program: Jonathan Thompson has taken the lead to expand the provincial program to a Steinbach satellite program this year, allowing 6 athletes in this area to join the provincial program without the need to continually to travel to Winnipeg for training.

 Assistant Coach: Lindsay Argue was hired for a second season as the Assistant Coach to the Provincial program from March to August, 2013. She is part of the Women in Coaching Apprenticeship Program, and attended the 2013 Canada Summer Games as an apprentice coach. Funding for her position was supported , Coaching Manitoba and through a Manitoba Green Team grant.

 Women's Training Night. The Provincial Program will be offering a women's only training program one night per week for 8 weeks to provide an opportunity for women in cycling to come together to share their passion of cycling and work hard. Starting Tuesday October 29, the MCA will be running a women's only training night for 8 weeks, lead by Lindsay Argue

 2012 Coach of the Year. Jayson was one of three finalists for the 2012 Coaching Manitoba – Coaching Excellence Awards in the Dr. Jack Hunt Learn to Train – Train to Train Award

 Jayson Gillespie completed the Coaching Association of Canada NCCP Master Learning Facilitator certification training in, allowing for two new Learning facilitators to be trained (Dave Dorning, Moni Robertson) to helping to remove NCCP coaching course bottlenecks and coach training for the MCA

 Willem Boersma: finished 3rd in the junior men race at the 2012 Cyclocross National Championships (Nov 2013) and 4th in U17 men at 2013 MTB National Championships Manitoba Cycling Association 2012-13 Board

 Chris Prendergast: was selected to the National team for the U25 version of Leige-Bastone- Leige. He spent the season racing with a club team in Southern France racing cat 1/2 Road

 Ari Robinson: was selected to participate in the National team Junior Spring program in Belgium and France.

 Leah Kirchmann: selected to National team for Elite Road World Championships, as well as participated with her team at the World Team Time Trial Championships. She spent the season racing with her Team throughout North America (Optum Women's Professional Cycling Team presented by Kelly Benefits Strategies). She was 2nd at Road Nationals and won Criterium Nationals.

 Karlee Gendron: moved to MTB this season and raced with Trek Canada out of . She raced throughout Canada and the United States. She won bronze in the Women's Cross Country at the 2013 Canada Summer Games. She also won silver

 Oliver Evans: participated with the Atlantic Cycling Centre at the Tour de Releve de la Rimouski (Cadet Men Race) where he finished 10th overall.

 Canada Summer Games - Team Manitoba won 2 medals at the 2013 Canada Summer Games. A bronze medal in the Women's Cross Country, while Anna & Karlee won a silver medal in the Women's MTB Team Relay.

Issues Resolved

 Summer Assistant Coach hired for a second year to support program demands during busy summer months  Training and Development of Provincial program assistant coaches to provide much needed additional coaches to support the large number of athletes in the program

Goals for Next Year

 Increase the number of program coaches to support the increasing number of athletes  Re-integration of the Learn to Race program back into the development program to ensure equal opportunities for all athletes

 Create full time assistant coach position to support the program on a ongoing basis

Mountain Bike Coordinator - Annual Report Annual General Meeting November 9,2013

Accomplishments

Great Nationals results and experience gained by Manitoba Elite and Junior racers! Co-facilitated the race calendar setting meeting for the second year working together to continue building partnership between race directors and the MCA Achieved the Learning Facilitator designation (coach of coaches) to help reduce coach development bottlenecks Total number of mountain bike races reminded relatively high at 13 from May - August: 4 cup races, 2 enduros, 4 midweek races, 1 KOM, 1 ladies only, and Provincials The Alter Ego-Body Drive partnership is a testimony to the mountain bike community sprit. Working together with the race community at large they were able to clear hundreds of fallen trees and once again ran an excellent event All race results have were posted online in a timely manner Directed Mountain Bike Provincials in partnership with Junkyard Dogs and a dedicated team of volunteers Co-facilitated the first of many Canada Summer Games 2017 meetings

Issues Resolved

Numerous hurdles - scheduling, weather and downed trees and a venue change for Provincials - made 2013 a challenging season. However, teamwork between clubs and a dedicated team of new and old volunteers ran a full season of high quality, fun, safe Manitoba Mountain Biking events

Worked with mountain bike community members, clubs and the MCA to run a very successful Provincial event

Goals for Next Year

Continue to improve volunteer base and re-energize the Mountain Bike Committee Continue to foster positive relationships with land owners (province, private owners etc) and explore the possibility of continued trail development Strengthen relationship with clubs, and race directors to establish a reliable race calendar Focus on the 'race experience', facilitate the development of high quality Cup races and increase the number of Enduro events Continue with quick turnaround for results posting Update all Mountain Bike related web content on the MCA web site Galvanize the support of key stakeholder and mountain bike Clubs, identify venues and leaders for key positions, map out a critical pathway towards CANADA SUMMER GAMES 2017

Road Coordinator - Annual Report Annual General Meeting November 9,2013

Accomplishments

 Chief road commissaire, Arlene Woodcock’s approval as a National Road Commissaire became official as of September 27, 2013.  4 New Road/Cross Commissaires were trained and completed practicums for the 2013 season: Manny Barios, Nicola Bistyak, Monica Young, and Lorraine Horton. Thanks to trainer Arlene Woodcock for the time she invested into this long needed project.  New races, formats, and race locations made for an interesting race season.  Provincial team riders continue to have much success at the national and international level.  Road boasted 111 different men’s racers, 17 women’s racers at all the different cup and provincial events this year. (This does not include the approximately 42 women racers who participated in the Dirt Skirt ITT, the majority of whom were not regular MCA members).  Results for all races were posted in a timely manner.

 Training of new commissaires has taken a lot of pressure off the officiating aspect of race organization.

Goals for Next Year

 While the opportunity to race ITT and Criteriums outside of stage races has been minimal this year, the ability to hold additional cup races in these disciplines alone without conflicting with other race disciplines and exhausting the volunteer pool of clubs is challenging.  Volunteers continue to be a challenge for race organizers.  While Dirt Skirt has introduced many new women to racing, there is still a huge gender gap in participating at the full licence level in the road discipline.  There has been some discussion of the need for a new Category 6 to be made available for new racers who are not yet able to manage the distances in Cat 5  Sanctioning of races needs to be re-examined and detailed in writing to include the ability to sanction unique race formats and cycling opportunities/clinics, as well as identify mechanisms to insure races series events in a cost effective manner.

In 2013, I took over the final year of the Road Coordinator position when Gary Sewell stepped into the newly created cyclocross coordinator position. For personal and professional reasons, I have decided to not let my name stand for a second term in this role. I would like to thank Gary for his mentorship over the last two years. I would like to also thank Twila Pitcher for her constant support, and Dave Dorning and Karin McSherry for their willingness to provide advice from their respective pools of vast experience in this sport. Special thanks this year to Arlene Woodcock for the tremendous amount of hours she contributed to training new commissaires and being my go-to on many questions related to the nuances of race rules. But the biggest thanks of all needs to go to the clubs and individuals and their teams of volunteers, who organized some exciting races for 2013. Road racing would not exist if it were not for these individuals. I hope to continue being an athlete and volunteer for the MCA in many capacities, in all disciplines, and will see you in 2014. Cyclo-cross Annual Report Annual General Meeting November 9, 2013

Accomplishments It's been a year of many achievements; record participation yet again, the training of many new commissaires, a Manitoban competing for Canada at the World Championships, eight simply incredible events, and the pièce de résistance being awarded Cyclocross Nationals in 2014 and 2015.

In late 2001 my good friend Allan Robertson dragged me to Woodhaven Park. We'd been racing mountain bikes all summer (yes me mountain biking) and the season was over. It was fall and he heard some guys were setting up a different kind of event. It was 3 degrees and there was snow on the ground when we met Ian Hall, Paddy Humenny and Dallas Sigurdur. We cleared a path through the snow for a course and so began my introduction to cyclocross.

That first year there were two races, cyclocross wasn't on the official MCA calendar and there wouldn't even be an official Cyclocross Provincial Championship for a few more years. In the second year there were three races and the following year four with Jamie Dyker and Karin McSherry joining in. Rusty Williford, an officer in the USAF, would drive up from Minot to help. We'd travel to Minneapolis and Saskatoon to race because we didn't have enough events at home. One memorable weekend the gang raced in Indiana and drove all night to race in Minneapolis the next day. Along the way people like Hal Loewen, Tomek Jasiakewicz, Olli Hyytiainen, and Chris Huebner became core organizers bringing unique talents to help nurture and build the rich community we now have. And of course there were so many others; organizers, racers, officials, volunteers.

In the early days we attracted fields of 25-30 racers, half of whom were either us or our close friends. Organizers slowly built and built and now today we've gone from not even being on the race calendar barely ten years ago to races with over 200 riders, front page coverage in the Winnipeg Free Press, and being awarded Cyclocross Nationals. This past weekend cycling powerhouses Ontario and held their own provincial championships with 150 and 99 participants respectively. Little old Manitoba had 163 (not including kids)!

My deepest thanks to all the racers (your participation and the joy on your faces is what makes this all worthwhile), to all our commissaires and Arlene Woodcock in particular for her many years of support, cycling ED Twila Pitcher, our volunteers for their hundreds and hundreds of hours of work, to Chris and Ian for their incredible Nationals bid, and my fellow organizers who invest innumerable hours year after year. In this most incredible year I'd be remiss not to especially thank all those (the racers, volunteers, commissaires, and organizers - so many great people) who have been there through the years and gotten us to this point. Recreation & Transportation Annual Report Annual General Meeting November 9th 2014

Accomplishments

 Continued relationships with existing groups and committees that this Portfolio had been involved with in the past and created new relationships to increase the profile of the MCA in Recreation and Transportation related advocacy groups. Including, Bike Winnipeg, W.R.E.N.C.H., Green Action Centre, City of Winnipeg and other Rec and Trans related groups.  Current Committees: Can-Bike National Advisory Council, Winnipeg Cycling Map Committee, Bike to Work Day Committee, Winter Bike to Work Day, Ciclovia Committee  Coordinated the MCA Pit Stop at Dakota and Bishop Grandin for Bike to Work Day again for the third time. Somewhere near 130 visitors.  Coordinated the distribution of the 2013 Winnipeg Cycling Map and subsequent print runs  MCA donated $325 (From R&T 1 Metre Please funds) for Anders Swanson to attend the Winter Cycling Congress in Oulu Finland - February 13/14, 2013 http://www.ibikeoulu.com/programme . He will also give us a presentation on his findings at one of our meetings in the future. The 2nd International Cycling Congress will be in Winnipeg, at The Forks Market, Feb 2014.  We have been part of 2 meetings with Local Government this year, both to do with Bill-32 transferring responsibility from to Province to the Municipalities over the roads within the Municipal boundaries. Bike Winnipeg was the lead on these meetings. The key concern is that if the wording and Provincial intentions are not clear then Municipalities that are already unfriendly to cyclists could in fact outlaw cycling on their roads. We will continue to work with Bike Winnipeg and the Province on this matter. One clarification that has been made is that Cyclist have been given permission to ride on the shoulder of the road. Yes that is correct, we have always done that anyway, but now it is official. Also, the shoulder of the road is not part of the roadway. So when the HTA says “as far to the right of the roadway as practicable” this does not include the shoulder of the road. Anything right of that solid line is the shoulder, not the roadway. In theory, if I am riding on the shoulder (my choice and legal) and you are riding at my shoulder on the roadway side of the line, we are both legal even though we are not visually riding single file.  September 17th after a flurry of emails and social media I did an interview on the Morning News for Global Winnipeg regarding the potential impact the proposed wording of Traffic Bylaw regarding group riding and parade permits. Twila and I also attended an impromptu meeting on the topic that evening pulled together by Geoff Heath of the WRENCH. Mark Cohoe (Bike Winnipeg), Will Bedford (Natural Cycle) and about 30 others. Earlier that day we were informed that Jenny Gerbasi was able to have the By-Law taken off the Executive policy meeting agenda to be reworded in the true spirit of the proposed By-Law. The true spirit being that as long as you are riding in accord with the HTA you do not need a Parade permit, road closures or police escort.  We have been part of the PUB hearings in attempts to become recognized with Special Intervener status so we could more easily affect change to the way Road Safety is looked after/educated by MPI. Bike Winnipeg took the lead on this as well, working with our past President Jason Carter whose knowledge in this area proved to be invaluable. Manitoba Cycling Association 2012 Board

 Please refer to bikewinnipeg.ca for 2013 bike counts, MPI (PUB) vs MCA and Bike Winnipeg etc. www.bikewinnipeg.ca should always be your first stop for Rec/Trans/Advocacy activity and news.  The WHRENCH, Bike Winnipeg and the MCA supported the “Safe Passing campaign” as well this is being crowd sourced for enough funds to continue. We contributed $300 from R&T’s “1Metre Please” fundraiser. An email went out to our membership list. We had 10 bus boards going for a month this summer.  Emails to clean up the shoulders of St Mary’s road south of Perimeter, Gunn Rd and Hwy 59 south floodway overpass (this one is dangerous again within a week of sweeping). Also approach grading on the Dakota Crossing bike path at Paddington. I am happy to say all of these were taken care of in August but the shoulders get dirty fast.  Email requesting 2 new crosswalks 1) crossing St Anne’s Rd just north of Warde where the South St Vital Trail meets the Seine River Trail. This Cross Walk was put in the 1st of October 2) On Grant where the Assiniboine Forrest trail crosses between Chalfont and Shaftesbury. Still waiting on this one.  Email sent out to drum up presenters regarding the competitive perspective of Cycling. i.e. Science and Nutrition of Training, How to get on the Provincial Team, Kids of Mud etc. for Ciclovia Sept 9th 2013. Thank you to Ian Hall and Cris Labossiere for presenting.  The Helmet Video that you saw last year was released this summer and used to promote the new Helmet legislation. We were not aware it would be used this way but the funding we were given for it paid for 2 subsequent videos that you will see tonight. These videos will be used in our Can-Bike program as a teaching aid. Jason Carter was able to receive extra funding from Cycling Canada to provide the video in French as well as English. The original arrangement I had with the CC (CCA) would see each Province pay us for the use of all three of these training aids. This is still my hope. These funds would go a long way to supporting our Can-Bike program and cycling education in our Province. The Videos show amazing work by Andrea Tetro of Tetro Design and her team, thank you so much.

Goals for Next Year

 Get Can-bike or a hybrid solution into some schools Via MPI and/or our new instructors  Expand our advocacy involvement to include Brandon, Portage, and other communities in keeping with the fact that we are a Provincial organisation.  See a Crit take place at the Legislative grounds on new asphalt during Bike to Work Week to promote our sport to a wider audience.  Continue to work with BTWD (BTWweek), Cycling Map, Can-Bike, Ciclovia Bike Winnipeg etc.  Continue to Advocate with the City and the Province to get more butts on bikes  Stay on top of the resurfacing on the Duff Roblin (Floadway) Trail trouble spots  Stay on top of the snow plowing of Cycle routes and Multi use Paths  Continue to work with Bike Winnipeg for Highway Traffic Act reforms such as a safe passing distance.  Continue to be vigilant in regards to Bill 32 and how the Municipalities choose to interpret their new freedom.

Goals for Next Year

 Coaching concerns: Lindsay needs to become a fulltime assistant PP coach and there needs to be a coach around during the summer to run the PP. Less reliance on parent volunteers.

 KOM : Coaches should encourage their kids to participate in the Wed. night series races as well as non cup races.

 Equipment: I attended / participated in many events during the summer and noticed a lot of our equipment is old, but adequate. With the upcoming summer games, that will be a great opportunity to get new equipment.

 Venue investment: It seems that cross has sponsorships, so it would be nice to see these sponsors support other cycling disciplines. The bike shops should promote all the MCA races regardless of which shop is hosting it. The upcoming summer games will be a great opportunity to create something great for the MTB scene for years. We can have this one fantastic venue that can hold multiple races and hopefully host a Canada Cup race.

 BMX: This is tough, but it still looks like this program is still spinning its wheels.

 Provincial Program: A lot that was suggested at the PP/parent meeting should be implemented next year. PP should focus more on athlete development rather than growing in numbers.

Treasurer’s Annual Report Annual General Meeting November 9,2013

Accomplishments

The 2012/2013 fiscal year has been another year of significant change. The change started with a change in auditors, as well as, accounting standards. During the current year, Craig & Ross Chartered Accountants was responsible for our audit. As in previous years, we received an unqualified audit opinion. The second big change relating to the audit consisted of a change to Canadian accounting standards for not-for-profit organizations. Overall, this change in accounting standards did not result in any significant adjustments. The most significant changes relate to financial statement presentation (for example, the third column on the statement of financial position and additional note disclosure).

During the current year’s audit, certain prior year amounts were restated as a result of an error found. This change led to a decrease in 2012 net income and an increase in liabilities of $11,702 to leave an annual deficit in 2012 of $1,606. More information relating to this adjustment is included in Note 3 to the Financial Statements.

Finally, the treasurer position changed during the summer of 2013. Christine Prendergast, the previous treasurer, did a wonderful job working with the organization. I joined the organization this summer. As requested in the previous year, I am a Chartered Accountant and have worked in an accounting firm for ten years. I hope to be able to use my financial background to help Manitoba Cycling Association to achieve its goals.

2013 Fiscal Financial Summary:

 Total Revenue : $ 333,511  Total Expenditures : $ 331,046  Excess of revenue over expenditures : $ 2,465

Manitoba Cycling Association 2013 Board

Grants from Sport Manitoba increased by $9,338 over 2012 as a result of the 2013 Canada Summer Games and Canada Games Women in Coaching grant. Other grants received during 2013 relate to green team and Canada summer jobs grants totalling $7,130. Membership fees decreased by $8,635 due to a change in the way the membership fees are recognized. Participant fees increased by $22,022 over prior years due to significant growth in the Provincial Program. These changes have lead to an increase in overall revenue of $26,500 o ver 2012.

Total Expenditures

Total expenditures increased by $22,455 over 2012. The main reasons for this increase include s an increase in coaching salaries of $15,620 due to the addition of an Assistant coach. Athlete uniforms increased by $10,400 due to growth in the provincial team and to purchase uniforms for Canada Summer Games. Finally insurance increased by $8,108 due to a change in the National insurance provider. These increases were offset by a decrease in birch passes and club membership payouts expense of $6,215 as a result of recording these payouts as a liability as this did not accurately reflect an expense of the organization. The Provincial team participated in different projects which lead to a decrease in Athlete project expenses by $5,770.

Financial Position

Total assets have increased significantly over the past five years from $60,000 in 2009 to $172,000 in 2013. This increase is mainly attributable to an increase in cash and investments of $84,000 since 2009. As of March 31, 2013, MCA has total cash and investments of $63,000 and $45,000 respectively. Cash and investments have been accumulated in order to assist in future capital projects as well as to ensure the organization has sufficent funds to sustain its Operations.

Deferred revenues have increased by $55,000. This balance relates primarily to grants received during the current year that are to be used in the current 2013-2014 year including the Canada Summer Games.

Net Assets

MCA’s net assets are made up of the following funds:  Invested in capital assets is used to account for all capital assets of the organization and to present the flow of funds related to their acquisition and disposal.  The Development fund is used to support the development of racing infrastructure and expertise for members. This support focuses on race venue, commissaire and coaching development and for activities which demonstrate value-added benefits to the cyc ling community.  The Asset Replacement fund is used to account for funds designated to replace aging or obsolete capital assets.  Unrestricted net assets is used to account for all revenues and expenses related to general and ancillary operations.

The balances in these funds are as follows:

Over the past five years, net assets available for general operations have increased from a deficit of $22,000 to a surplus of $3,000. MCA hopes to continue to increase its unrestricted net assets slightly to ensure that it has sufficient funds available to cover its operations. The development and asset replacement funds have also increased since 2009.

2013-2014 Budget

The MCA Board of Directors met in January 2013 to establish key proje cts for the upcoming year inorder to prepare the new Fiscal Budget which is finialized in the spring in accordance with our Sport Manitoba - Development Funding model.

The MCA is member driven. As we prepare to host cycling events for the and the many other events in the near future we have an opportunity to not only profile our sport but to leave a legacy for cycling.

Issues Resolved

 A new Treasurer with a financial background was found  MCA appointed a new auditor in 2013. Fees have remained fairly consistent from prior year due to the change in accounting standards, but are expected to decrease in 2013-14 as the auditor’s become more familiar with the organization.
