September 2015 Chairman's Chat It is very sad once again to express our condolences to the family of a well known motorsport competi- tor, this time following the loss of Julian Wilson who died as a result of being hit by debris from an acci- dent while competing in the USA. It is good however to report that a couple of the new member clubs are scoring well in the Inter-Club League and we have some different names in the top section of the Individual Championship. Note that in the latter there are many competitors with very high scores but unfortunately have not qualified and all it needs is to compete in a difference discipline or, more easily, marshal on a League event. Don‟t worry there are plenty events remaining in the calendar to allow qualification. Summary During 2010, and the early months of 2011, Irthington Parish council has carried out a wide consultation exercise to seek the views of its parishioners. The concerns and desires expressed have been drawn together into an action plan, which is presented in this report. While many of the proposed actions will require co-operation and/or funding from other bodies we feel that this forms a viable basis for long term planning of the actions of the Parish Council. Given the current financial climate, it is recognised that this programme may well be rather more extended than we would have liked, but it will remain our aim to achieve these targets over the next five years. 2 2 2. Introduction • Location Irthington Parish is located in the Carlisle City Council district of Cumbria and is bounded by the parishes of Brampton, Walton, Hethersgill, Scaleby, Stanwix Rural and Hayton. • Background In 2005, Irthington Parish Council took part in the development of a Joint Parish Plan with a group of eight parishes centred on Brampton. This Joint Action Plan had largely been completed by 2009, so the group began meeting again to develop a new plan. However, for various reasons, several parishes left the group until the remaining members ceased to be a meaningful grouping.

ALSO ATTENDING - Councillor Judy Prest, Carlisle City Council. Judith Derbyshire, Rural Community Support Officer, Carlisle City Council PART A – HELD IN PUBLIC 1 APOLOGIES FOR ABSENCE – None. 2 DECLARATIONS OF INTEREST – None. 3 ELECTION OF CHAIRMAN Councillor Prest seconded by Councillor Shepherd moved that Councillor Pattinson be elected to the office of Chairman of the Council. Councillor Read-Bone seconded by Councillor Tweddle moved that Councillor Hendry be elected to the office of Chairman of the Council. There were no other nominations. The Clerk having received two nominations for the post arranged a vote. This being a signed ballot. The results were as follows: Councillor Pattinson 8votes Councillor Hendry 6 votes Councillor Pattinson was duly elected as Chairman for the next year. 4 DECLARATION OF ACCEPTANCE OF OFFICE OF CHAIRMAN Councillor Pattinson in the presence of the Council, signed the Declaration of Acceptance of Office of Chairman of the Council. Councillor Pattinson thanked the Council for showing their support to her again as Chairman of the Council. She also expressed her thanks for the support and sympathy that fellow councillors and the public had given her on the recent and sudden death of her husband. 5 ELECTION OF VICE CHAIRMAN Councillor Hendry, seconded by Councillor Barwick moved that Councillor Ridley be elected to the office of Vice Chairman of the Council.
