Furthermore, representation is often 14 simplistic resulting in an inability to capture realistic spatial and temporal variability in 15 simulated bank erosion. In this study, the sediment component of the catchment 16 scale model SHETRAN is developed to incorporate key factors influencing the 17 spatio-temporal rate of bank erosion, due to the effects of channel sinuosity and 18 channel bank vegetation. The model is applied to the Eden catchment, north-west 19 England, and validated using data derived from a GIS methodology. The developed 20 model simulates magnitudes of total catchment annual bank erosion (617 - 4063 t yr- 21 1) within the range of observed values (211 - 4426 t yr-1). Additionally the model 22 provides both greater inter-annual and spatial variability of bank eroded sediment 23 generation when compared with the basic model, and indicates a potential 61% 24 increase of bank eroded sediment as a result of temporal flood clustering.

Summary During 2010, and the early months of 2011, Irthington Parish council has carried out a wide consultation exercise to seek the views of its parishioners. The concerns and desires expressed have been drawn together into an action plan, which is presented in this report. While many of the proposed actions will require co-operation and/or funding from other bodies we feel that this forms a viable basis for long term planning of the actions of the Parish Council. Given the current financial climate, it is recognised that this programme may well be rather more extended than we would have liked, but it will remain our aim to achieve these targets over the next five years. 2 2 2. Introduction • Location Irthington Parish is located in the Carlisle City Council district of Cumbria and is bounded by the parishes of Brampton, Walton, Hethersgill, Scaleby, Stanwix Rural and Hayton. • Background In 2005, Irthington Parish Council took part in the development of a Joint Parish Plan with a group of eight parishes centred on Brampton. This Joint Action Plan had largely been completed by 2009, so the group began meeting again to develop a new plan. However, for various reasons, several parishes left the group until the remaining members ceased to be a meaningful grouping.

Waugh 5 IN ATTENDANCE – Clerk APOLOGIES FOR ABSENCE - Councillors Firth, Latimer and Read-Bone 1 ELECTION OF CHAIRMAN Councillor Pattinson, seconded by Councillor Moorat, moved that Councillor Ridley be re-elected to the office of Chairman of the Council AGREED unanimously to the election of Mrs. C. Ridley as Chairman of the Council. 2 DECLARATION OF ACCEPTANCE OF OFFICE OF CHAIRMAN Councillor Ridley, in the presence of the Council, signed the Declaration of acceptance of Office of Chairman of the Council. 3 ELECTION OF VICE CHAIRMAN Councillor Howard, seconded by Councillor Moffat, moved that Councillor Moorat be re-elected to the office of Vice Chairman of the Council Councillor Pattinson, seconded by Councillor Robinson, moved that Councillor Firth be re-elected to the office of Vice Chairman of the Council AGREED , following a vote, to the election of Mrs. M. Firth as Vice Chairman of the Council. N.B. Councillor Hendry joined the meeting during the discussion of the preceding item. 4 NEW COUNCILLOR The Chairman welcomed Councillor J. D. Hendry to the meeting following his co-option.

Hodgson, seconded by Councillor M. Smith, moved that Councillor D. Moorat be elected to the office of Chairman of the Council. Councillor I. Pennington, seconded by Councillor J. Harding, moved that Councillor C. Ridley be elected to the office of Chairman of the Council. Councillor M. Smith, seconded by Councillor P. Skimming, moved that nominations be held by a signed ballot. The results were as follows: Councillor Ridley 10 votes Councillor Moorat 5 votes RESOLVED that Councillor Ridley be duly elected as Chairman for the next year. 2/12. DECLARATION OF ACCEPTANCE OF OFFICE OF CHAIRMAN Councillor Ridley in the presence of the Council, signed the Declaration of Acceptance of Office of Chairman of the Council. Councillor Ridley thanked the Council for putting their trust in her as Chairman of the Council, welcomed new members and hoped that all members could work together. 3/12.

CN Research was approached to provide the data entry and analysis of this survey. The printing, distribution and fieldwork were carried out by Wetheral Parish Council. 2.0 Aims & Objectives Views were sought from residents in order to correctly assess the wishes and aspirations of residents for the area. Responses will be reflected in the Wetheral Parish Plan. Questionnaire content included: Leisure Communication Environmental issues Recycling behaviour Roads Transport Safety and well being Street lighting Policing Youth provision Housing and quality of life CN Research, The White House, Dalston Road, Carlisle, CA2 5UA 1 3.0 Methodology Self-completion paper questionnaires were distributed to all households in the Wetheral Parish.
