The survey team held a series of discussions with the officials concerned of the Government of Sri Lanka, and conducted a field investigation. As a result of further studies in Japan, the present report was finalized. Socio-religious desegregation in an immediate postwar town Jaffna, Sri Lanka Delon MADAVAN PhD candidate and Junior Lecturer in Geography Université Paris-IV Sorbonne Laboratoire Espaces, Nature et Culture (UMR 8185) [email protected] Abstract The cease-fire agreement of 2002 between the Sri Lankan state and the separatist movement of Liberalisation Tigers of Tamil Eelam (LTTE), was an opportunity to analyze the role of war and then of the cessation of fighting as a potential process of transformation of the segregation at Jaffna in the context of immediate post-war period. Indeed, the armed conflict (1987-2001), with the abolition of the caste system by the LTTE and repeated displacements of people, has been a breakdown for Jaffnese society. The weight of the hierarchical castes system and the one of religious communities, which partially determine the town's prewar population distribution, the choice of spouse, social networks of individuals, values and taboos of society, have been questioned as a result of the conflict.

Financial Statements --------------------------- 1.1 Presentation of Financial Statements ----------------------------------------------- Financial statements for the year 2017 had been submitted to Audit on 29 March 2018 and the report of the Auditor General on the said Financial Statements were sent to the Council on 07 September 2018. 1.2 Qualified Opinion -------------------------- In my opinion, except for the effects of the matters described in the paragraph 1.3 of this report, the financial statements give a true and fair view of the financial position of the Kandy Municipal Council as at 31 December 2017, and of its financial performance for the year then ended in accordance with generally accepted accounting principles. 1.3 Comments on the financial statements ------------------------------------------------------ 1.3.1 Accounting Deficiencies ---------------------------------- The following observations are made. (a) Two tractor trailers which had been received as donations in the year under review had not been taken into accounts. (b) Fixed assets had been understated by Rs. 638,536 due to taking 07 items of machinery and office equipment valued at Rs. 769,498 which had been purchased in the year under review into accounts as Rs. 130,962 and fixed assets had been overstated by Rs. 2,666,332 due to 03 asset items which had been purchased for a value of Rs. 45,136 being shown in the accounts as Rs. 2,711,468. (c) Value of 167 fixed asset items amounting to Rs. 1,535,119 which had been recommended to dispose by the survey on 2016 had been removed from the accounts in the year under review even though they had not been disposed even up to August 2018.

Ornamenting Fingernails and Roads: Beautification and the Embodiment of Authenticity in Post-War Eastern Sri Lanka Abstract In post-conflict Sri Lanka, communal tensions continue ot be negotiated, contested, and remade. Color codes virtually every aspect of daily life in salient local idioms. Scholars rarely focus on the lived visual semiotics of local, everyday exchanges from how women ornament their nails to how communities beautify their open—and sometimes contested—spaces. I draw on my ethnographic data from Eastern Sri Lanka and explore ‘color’ as negotiated through personal and public ornaments and notions of beauty with a material culture focus. I argue for a broad view of ‘public,’ which includes often marginalized and feminized public modalities. This view also explores how beauty and ornament are salient technologies of community and cultural authenticity that build on histories of ethnic imaginaries.

The Plaintiff Respondent (hereinafter referred to as the Respondent) made an application to withdraw the action with liberty to file a fresh action. The Defendant Appellant (hereinafter referred to as the Appellant) objected to this application and requested court to allow the Respondent to withdraw the action without liberty to file a fresh action. The learned Additional District Judge after considering the submissions of both parties allowed the application for withdrawal of the action with liberty to file a fresh action subject to a prepayment of costs of Rs. 10,0001- before the institution of the fresh action. This appeal has been preferred against the said order dated 09.11.2000. 3 The Appellant contended that the Respondent had amended his plaint twice before the making of the application for withdrawal of the action and therefore he should not be given opportunity bring a fresh action.
