    W E L C O M E T O T H E H O C K E N Friends of the Hocken Collections B U L L E T I N NU M B E R 26 : November 1998 La Crème de la Crème THE MOVE of the Hocken Library, reconsolidated with Hocken Archives, into the old Otago Co-operative Dairy Company building on Anzac Avenue, is an opportune time to examine some of the material on the dairy industry held within the Hocken collections. While the NZ dairy industry is now more often associated with Taranaki and the Wai- kato, Otago has a special place in the history of that industry. The first co-operative dairy factory in New Zealand was located on the Otago Peninsula, and the country’s first refrigerated butter export sailed on the s.s.Dunedin from Port Chalmers in 1882. Both were seminal events for the industry that was to become one of New Zealand’s most important export earners. The first moves away from simple domestic production of butter and cheese towards a more commercial operation in New Zealand were probably made either on Banks Peninsula or in Taranaki in the 1850s. In 1855, some five tons of butter and 34 tons of cheese were exported from Banks Peninsula to the rest of New Zealand and Australia, while at some time during the decade a ‘factory’ was established in Taranaki to collect milk from several suppliers to produce cheese for local sale. However, the birth of the co-operative system which came to typify the New Zealand dairy industry took place in Otago.

They responded to questions from Board Members on management of surface water on the roadway, use of Armco barriers, and mediation measures for rough gravel surface on vehicles. Action: Paul Pope to: 1. Follow up with DCC on changing of bollard locations on Portobello to Harwood section, signage for use of the boardwalk for fishing and mooring of small boats. 2. I have led numerous tramps across Belmont Regional Park, between the Hutt Valley and Porirua Basin. Each of these traverses have involved crossing the Waitangirua Farm section of Belmont Regional Park, using one of the following routes across the designation for the proposed TGP: • Track over pasture from Cannons Head, 390 m, in the headwaters of Cannons Creek, to near Takapu Road sub-station, then on old farm road through regenerating forest to the west side of Cannons Creek Covenant, then on an old farm road to the Cannons Creek Lakes, and footpath to Warspite , Waitangirua.

RECOMMENDATIONS That the draft Parks Strategy for Council's Parks Division now be adopted. IMPLICATIONS 1. Has this been provided for in the Long Term Plan/Annual Plan? Yes 2. Is a budget amendment required? To complete the proposed levels of service, increased spending will be required in selected areas which may be off−set by decreased levels of service in other areas. This will need to be addressed at the time of drafting budgets. 3. Is this matter significant in terms of Council's Policy on Significance? Yes 4. Implications in terms of other Council Strategic Documents or Council Policy? This Strategy will link with Asset Management Plans, Long Term Plans and Reserve Management Plans. 5. Have the views of affected or interested persons been obtained and is any further public consultation required? Workshops have been held with Councillors. FINANCIAL IMPLICATIONS The sum of $1.1 million over the next ten years is required to increase the levels of service in selected areas; this can in part be achieved by reallocation of existing budgets. PARKS STRATEGY The draft Parks Strategy for Invercargill Reserve land administrated by the Parks Division is now ready for council's consideration and adoption. 0069 Work on the Strategy has been carried out over the past 12 months with Xyst Consultancy producing this final draft.
