I visited the neighbourhood plan area on 22 March 2018. 3 The Plan proposes a series of policies and seeks to bring forward positive and sustainable development in the plan area. There is a very clear focus on safeguarding its distinctive estate character. It includes policies for infill housing development, to secure high-quality design and to safeguard community facilities and open green spaces. 4 The Plan has been underpinned by community support and engagement. The community has been engaged in its preparation in a proportionate way. 5 Subject to a series of recommended modifications set out in this report I have concluded that the Great Limber Neighbourhood Development Plan meets all the necessary legal requirements and should proceed to referendum. 6 I recommend that the referendum should be held within the neighbourhood plan area.
