NAME AND NUMBER OF HIGHWAY AFFECTED Handycross roundabout and all exits including: Wycombe Road, A4010 John Hall Way, Marlow Road and A404 Marlow Hill TOWN/PARISH Wycombe District If only a section of the road is to be affected, give relevant junctions/distances in metres A4010 John Hall Way will be closed with “Access Only to Lansdowne Way” beyond the Crest Road roundabout with a hard closure at Lansdowne Way. Marlow Road will be closed at the Cressex Road mini-roundabout with escorted access to properties beyond the closure point. A404 Marlow Hill will have a hard closure at Waitrose/Park and Ride. Coming out of Waitrose/Park and Ride traffic will only be permitted to turn north on the A404 Marlow Hill. Wycombe Road will be signed “Access Only” at various points along its length, with a hard closure at Ragmans Lane. 2.     THE HIGH WYCOMBE SOCIETY MERRY MERRY CHRISTMAS newsletter CHRISTMAS NUMBER 138 WINTER 2005/2006 After Eden AT LAST the reshaping of our historic market town has begun. Bridge Street Car Park, called the “Western Desert” by our predecessors 30 years ago, no longer contains cars, but is a massive construction site humming with activity from cranes and giant drilling rigs. The new bus station will be operational in 2006, and the new shops from early 2008. Across the Oxford Road, the new Sainsbury’s will displace Magnet and Blockbuster, making a dramatic new approach to the town from the west. Much work has been going on to ensure that the close-up experience is good too, with our Society about to play its part in a competition for “public art” for the new development. A lot of thought is now going on to make sure that the roof and what is placed upon it are not a blot upon cherished views from above (see page 8). That is just the start. Already Wycombe District Council has declared its intention, in due course, to move the A40, dismantle Abbey Way and open up the River Wye. Now, in the remarkable public consultation called “Imagine the Future”, that vision is being filled out further. Can the green of the “magic roundabout” at the foot of Marlow Hill be reclaimed for townspeople? What new vistas can be opened up linking the old town with the new? Elsewhere in our region there is widespread cynicism over public consultation, but Wycombe District’s planning department takes public consultation seriously.

County Council Environmental Service Natural Environment The County Council recommends that if significant harm resulting form the development cannot be avoided or mitigated, then provision should be made through a legal agreement to off set any loss by means of financial contribution towards the conservation, enhancement and restoration of natural features in the vicinity of the site. Green infrastructure The County Council welcomes the documentation that states that provision will be made for open space, ecological areas and SUDS. All of these can contribute positively to green infrastructure networks. The Chilterns AONB Planning Officer The Board does not object to the redevelopment of the Handy Cross site. However, the board remains concerned that the buildings that are on the southern side of the site, closest to the M40, are to be tall and bulky (up to six stories high), because the AONB is located immediately to the south of the M40 and the development may have impacts on its setting and enjoyment. The application contains no real detail about the design, mass, bulk, materials and lighting for the main elements of the proposed development and also fails to provide any details about the wind turbines. All of these elements could affect the setting of the AONB and the tranquillity of the area.
