We are the patients’ voice for the communities of Bridgend, Rhondda Cynon Taf and Merthyr Tydfil. Our aim is to ensure that patients’ views about the health service they receive from our local NHS are heard and acted upon by the providers and managers of those health services. We obtain those views by visiting health care services and speaking to patients and their families, by engaging with individuals and groups at public events and from local contacts. Our plan has been developed as a result of the contacts identified above and engaging with voluntary sector providers and other sectors and individuals. This includes Assembly Members, Local Authorities, the NHS and others who have a stake in improving the health and the health care services for our local communities. Our CHC is composed of Members who give of their time voluntarily, supported by a small but dedicated team of professional staff. Our members are from the local communities served by the CHC; they provide very useful sources of intelligence in terms of the public’s experience of our local NHS; Members are from all walks of life. Our CHC is a Member led organisation, that aims to reflect patient and public experience in a constructive and confidential way, I hope you find our plan informative, please get in touch if you require more information and would be interested in joining us. Mrs Rowena Myles Chair, Cwm Taf Morgannwg Community Health Council (CMT CHC) 3 Operational Plan 2019-2020 Cwm Taf Morgannwg Community Health Council About our Community Health Council OUR VISION That people in Bridgend, Rhondda Cynon Taf and Merthyr Tydfil know that they can share their views and experiences of the NHS easily and recognise that doing so can have a real influence on the shape of local healthcare services. People can understand and value the role played by Cwm Taf Morgannwg CHC in supporting them to be heard and in representing the collective interests of patients and the public. Our Strategic Framework 2017 - 2020 In order to make our vision a reality the CHC movement in Wales agreed a strategic framework incorporating five key priorities for a three year period. These priorities underpin all our planned activities for 2019-2020. They are: ▪ Making every voice count; ▪ Improving our influence and reputation; ▪ Building and developing an effective learning and values-based culture; ▪ Valuing our members and staff; and ▪ Strengthening our national voice. 4 Operational Plan 2019-2020 Cwm Taf Morgannwg Community Health Council Our equality objectives We know that diversity and inclusion has to be at the centre of everything we do and that our activities must provide everyone with an equal say in their NHS. We will therefore: Work with others to find better ways to hear from everyone, including those who are in the most vulnerable situations and those whose voice might not otherwise be heard. Adapt our approaches to reach those whose care is delivered out of hospital and develop our resources and advocacy services to ensure that they are widely accessible, available and relevant. Develop our plans with the public and with our partners so that they focus on the things that matter most and have the best chance of making a difference. Build on our existing partnerships and forge new ones where working together increased our chances of making a difference. Ensure our membership reflects the diversity of the communities they represent and support. We will routinely monitor our membership and develop targeted and more inclusive ways of recruiting new members so that we become more representative. 5 Operational Plan 2019-2020 Cwm Taf Morgannwg Community Health Council Resources – Our people MEMBERS Cwm Taf Morgannwg CHC is made up of 36 members, local people who volunteer their time to lead our work and undertake activity on our behalf. Our members are appointed in accordance with the following regulations: 18 Welsh Government appointments 9 Local Authority nominations and 9 members drawn from the 3rd Sector. We also have the ability to co-opt members from our communities to support our work we currently have two co-opted members. OUR STAFF Cwm Taf Morgannwg CHC has a small and efficient team of paid staff whose role is to support members and to deliver the advocacy function. A full list of members and staff is provided at Appendix 1. OUR GOVERNANCE The manner in which we organise ourselves to undertake our activities is set out in statutory regulations which have been agreed by Welsh Government. The activities we carry out on our population’s behalf are co-ordinated and overseen by all 3 local committees, Bridgend, Rhondda Cynon Taf and Merthyr Tydfil which are coterminous with our local authorities. These 3 committees report to the Cwm Taf Morgannwg Council. We are led by an Executive Committee which is ultimately responsible for what we do and how we do it. Oversight of day to day and operational management is the responsibility of the Chief Officer. Cwm Taf Morgannwg CHC is one of 7 CHCs in Wales and all are overseen by the CHC Board. The CHC Board has a specific 6 Operational Plan 2019-2020 Cwm Taf Morgannwg Community Health Council responsibility to set national standards for all CHC activities and to monitor and manage performance against these standards. The standards set out what level of service you can expect from Cwm Taf Morgannwg CHC as we carry out our activities our resident’s behalf. More information about our organisation is available on our website, including more detailed information on our roles and venue, times etc of future meetings. 7 Operational Plan 2019-2020 Cwm Taf Morgannwg Community Health Council Making a difference through our activities CHCs have four main (core) functions. These are: ▪ systematically visiting and scrutinising sites where local health services are provided; ▪ continuously engaging the communities we represent and the health service providers serving those communities; ▪ representing the interests of patients and the public in the planning and implementation of NHS service changes; and ▪ enabling users of the NHS to raise concerns about the services they receive through an Independent Complaints Advocacy Service. 8 Operational Plan 2019-2020 Cwm Taf Morgannwg Community Health Council Deciding what we do and how to do it In deciding our activities for 2019/2020 we asked people to inform us what mattered most to them about NHS services in, Rhondda Cynon Taf and Merthyr Tydfil. We also invited Abertawe Bro Morgannwg (now Swansea Bay) CHC to share the views of the people in Bridgend as the three areas have from 1st April, 2019 merged to form the new Cwm Taf Morgannwg CHC. We also invited the Cwm Taf Morgannwg University Health Board, third sector organisations and other stakeholders to inform us of their views on the key challenges facing health services in the Cwm Taf Morgannwg area and nationally. We considered the information we received alongside other evidence from a range of sources: ▪ Published information provided by Cwm Taf Morgannwg University Health Board and the Welsh Ambulance Service Trust (WAST). ▪ Issues raised and considered by local CHC committees. ▪ Issues identified during CHC visits. ▪ Issues raised by cases supported through our complaints advocacy service. ▪ Information we receive from partner organisations or the outcomes from other review work.
