Hydrology, ecosystem services and poverty alleviation 13 PRESPA PROJECT BRIEF No 1 Overview of the Pongola River Ecosystem Services for Poverty Alleviation Project (PRESPA) Introduction The Pongola River Ecosystem Services for Poverty Alleviation (PRESPA) project is a joint study undertaken by the Institute of Natural Resources (South Africa) and the University of East Anglia (United Kingdom). The study is funded by the Natural Environmental Research Council (United Kingdom) and aimed at improving the management of ecosystem services to reduce poverty and improve human well‐being. The project commenced in January 2009 and will conclude in March 2010. Study area The PRESPA study area is located in northern KwaZulu‐Natal and includes the Pongolapoort Dam, Pongola River and floodplain downstream of the Dam. For the purposes of this phase of the project, only the section of the Pongola Floodplain in South Africa has been investigated. The downstream Mozambiquean portion of the floodplain, though important in terms of livelihoods, was not included in this study due to time and funding limitations. Project objectives The PRESPA project set out to develop tools, datasets and networks needed to improve capacity to better manage ecosystems services for human well‐being in the Pongola region. The specific objectives of the project are to: • Examine, characterise and quantify recent past and current eco‐systems services in the floodplain. • Explore and assess the impact of management decisions on the state of ecosystem services and associated human wellbeing in the Pongola system • Determine plausible future changes in ecosystem service supply and wellbeing to develop appropriate response strategies • Contribute to international debates on ecosystems theory, particularly taking a critical look at its current linear conceptualization. • Involve local mangers, scientists and user representatives from project inception to completion so as to deepen their understanding about the linkages between ecosystem services and human wellbeing. • Strengthen relationships between management authorities to enhance environmental management. The study adopts an interdisciplinary approach to the assessment of ecosystem services and builds new partnerships between UK institutions and researchers in sub‐Saharan Africa. 1 2. It comprises a low‐lying area with numerous depressions and a range of vegetation communities which are dependent upon the periodic flooding and inundation by the rivers (Heeg & Breen, 1982). These vegetation communities give rise to a number of ecosystem services as listed in the table below. Cultural Reeds for reed dance For both sites, a comparison was undertaken using aerial Pongola site, Transect 6, 1955 photography taken before and after construction of the dam. Ten transects which demarcated a consistent geographical area for comparison of vegetation cover between historical and current photos, were considered in both the study area and the control site. Transects were randomly selected throughout each area and transect centre lines were drawn at right angles to the river course from one edge of the floodplain to the other. These lines were then buffered by 100m on either side to provide 200m wide transect areas across the floodplain. The boundaries of the floodplain were determined by scanning, geo‐referencing and then digitizing the one in one hundred year floodlines. Ten functional cover classes were identified based on previous Pongola site, Transect 6, 2003 studies of the floodplain vegetation. These include: Functional cover classes Non‐floodplain trees Phragmites community Non‐floodplain grass Mud flats & sandy areas Shrub/Tree community Cultivated land Cyperus community Settlement Grass community Open water The percentage contribution of each of the respective functional cover classes to the total transect area was then calculated for each transect in the study area and control site. 3 Results In both sites there have been substantial Table 1. These include the declaration of “Bioregions” and the publication of “Bioregional Plans”. Bioregional plans are usually an output of a systematic spatial conservation assessment of a region. They identify areas of conservation priority, and constraints and opportunities for implementation of the plan. The precursor to a Bioregional Plan is a Biodiversity Sector Plan (BSP), which is the official reference for biodiversity priorities to be taken into account in land-use planning and decision-making by all sectors within the District Municipality. The overall aim is to avoid the loss of natural habitat in Critical Biodiversity Areas (CBAs) and prevent the degradation of Ecological Support Areas (ESAs), while encouraging sustainable development in Other Natural Areas.

    National Water Resource Strategy First Edition, September 2004 _____________________________________________________________________________________________ FOREWORD The National Water Policy (1997) and the National Water Act (1998) are founded on Government’s vision of a transformed society in South Africa, in which every person has the opportunity to lead a dignified and healthy life and to participate in productive economic activity. The First Edition of the National Water Resource Strategy (NWRS) describes how the water resources of South Africa will be protected, used, developed, conserved, managed and controlled in accordance with the requirements of the policy and law. The central objective of managing water resources is to ensure that water is used to support equitable and sustainable social and economic transformation and development. Because water is essential for human life the first priority is to ensure that water resources management supports the provision of water services - potable water and safe sanitation - to all people, but especially to the poor and previously disadvantaged. But water can do much more than that: water can enable people to make a living. The NWRS seeks to identify opportunities where water can be made available for productive livelihoods, and also the support and assistance needed to use the water effectively. Water is of course central to all economic activity. The NWRS provides a platform for the essential collaboration and co-operation among all departments in all spheres of government involved in economic development. It is an important input to the evolving National Spatial Development Framework, helping to provide a better understanding of the contribution that water can make to development in all departments’ areas of activity.

Amongst others the social, cultural and economic life around fishing habits (including management, health, wellbeing status and perhaps tourism opportunities) were regarded as objectives to focus on. People's impressions about the socio-economic value of the flood plain fishery (subsistence versus commercial) for the community and community’s associations with the environment and thinking about environment were equally considered. Whether any threats from a community perspective on cultural fishing events existed, inclusive of threats related to fishing habits and associated with the level of fish consumption, became part of the broader aim of searching for the socio- economic, socio-ecological and cultural implications associated with the use of fish as an ecosystem service in the Phongolo River and Floodplain. The HSSC-research eventually followed the standard protocol of an extensive combined and integrative effort of literature research amongst four (not necessarily related) disciplines (namely Sociology, Psychology, History and Zoology).

The reach of the floodplain, stretching about 200 km, is endowed with many off- channel pans (lakes) with the associated ecological systems that owe their existence to periodic flooding and inundation by the rivers. Prio to the construction of the Pongolapoort dam, the floodplain was frequently inundated naturally, and in the process recharged the lakes. But construction of the dam in the 1970s resulted in changes to the hydrological regime with a significant reduction in the flooding frequency. In order to compensate for these effects, the dam is operated to release artificial water flow series for downstream developmental requirements, including floods for inundating the floodplain. Presently, therefore, the developmental water requirements and the general health of ecosystems on the floodplain are very closely dependent on the operation of the Pongolapoort dam. The operations aim to control floods and other vital hydrological processes that in turn support the environmental and social-economic activities, such as agriculture, reeds and medicinal plants harvesting, malaria control, fishing and tourism, among others.

The EFlows study analysed various permutations of flow releases from the dam based on the recommendations of pre-dam studies, and augmented by more recent observations, inputs from farmers and fishermen who live adjacent to the floodplain and discussion with the operators of Jozini Dam. The EFlows method used, DRIFT, allowed for the incorporation of detailed information, data and recommendations from a decades-old research project on the Pongola Floodplain that was undertaken prior to the construction of the Jozini Dam into a modern-day decision-making framework. This was used to assess the impact of a series of different flow releases on nature and society downstream of the dam.
