PRELIMINARY COST ESTIMATES FINAL REPORT, JULY 2014 PARKWAY AVENUE REDEVELOPMENT AREA TRANSPORTATION STUDY 3 SECTION 1: PROJECT BACKGROUND Through adoption of the Parkway Avenue Redevelopment Plan, approximately 160 acres of vacant industrial brownfields along Parkway Avenue were formally designated by Ewing Township as a Redevelopment Area. The Redevelopment Area consists of three distinct sites: the former General Motors (GM) site on the south side of Parkway Avenue, the 1400 Parkway site on the north side of Parkway Avenue, and the former Naval Air Warfare Center (NAWC) site to the west of the CSX rail line. The Township is actively planning for redevelopment of the GM site into a mixed‐use, pedestrian‐oriented town center. In addition, the region’s future will be shaped by planning and development at Trenton/Mercer Airport and potential rail service enhancements by SEPTA and NJ TRANSIT. Coordinated, multi‐modal transportation planning is essential to bringing these components together into a well‐functioning system. The purpose of the Parkway Avenue Redevelopment Area Transportation Study is to develop a staged transportation plan that meets the existing and future mobility needs of the Redevelopment Area related to vehicular, bicycle, and pedestrian travel. The study evaluates existing conditions, identifies future mobility needs, develops and evaluates potential solutions, and prioritizes recommendations into a functioning plan. The resulting plan will allow Mercer County and Ewing Township to advance priority projects. This project was led by Mercer County, with Ewing Township actively involved as a project partner and Urban Engineers providing planning and engineering consulting services. Together, these three entities comprised the Project Team. Study Area The study area consists of an approximately 2.5 square mile area in Ewing Township, Mercer County (Figure 1). This area is bordered by Interstate 95 to the north, Bear Tavern Road/Sullivan Way to the west, and Lower Ferry Road to the south and east. In addition to the three sites that comprise the Redevelopment Area, the study area also includes Trenton‐ Mercer Airport (TTN), a freight rail line and spur operated by CSX, and the SEPTA West Trenton passenger rail line. Related Planning Studies A number of initiatives are currently underway within the study area. Following adoption of the Parkway Avenue Redevelopment Plan (Figure 2) in January 2013, Ewing Township selected a developer for the General Motors/Ewing Town Center site. At the same time, Trenton‐ Mercer Airport is seeking to increase flight activity along with on‐site development and redevelopment. A potential relocation of SEPTA’s West Trenton Station closer to the redevelopment area and Parkway Avenue is also under consideration. Ewing Township and the Delaware Valley Regional Planning Commission (DVRPC) have also conducted studies related to this project. These planning efforts are summarized below: REGIONAL ROAD DIET ANALYSIS – FEASIBILITY STUDY o Status: Completed in December 2008 o Sponsor: DVRPC o Contractor: DVRPC o Funding: DVRPC o Description: Evaluated three candidate corridors for road diets – including Parkway Avenue through Ewing Township – to determine the effectiveness of road diet conversions on transportation safety and traffic flow. GM/NAWC ‐ PARKWAY AVENUE REDEVELOPMENT PLAN o Status: Complete / adopted by Ewing Council on January 29, 2013 o Sponsor: Township of Ewing o Contractor: CWL Planning o Funding: Township of Ewing o Description: Redevelopment plan and zoning ordinance to regulate development of the former General Motors plant site and the Naval Air Warfare Center. Builds on 2005 concept plan and 2001‐ 2003 community surveys. STRATEGIC LAND DEVELOPMENT STUDY AT THE TRENTON‐MERCER AIRPORT o Status: Completed in July 2013 o Sponsor: Mercer County o Contractor: L. R. Kimball o Funding: TTN Gate Fees o Description: Identified development opportunities for underutilized, County‐ owned, non‐aviation parcels surrounding the airport to improve airport sustainability and quality of life for local residents. A key aspect of the study was integrating the transportation and land use planning through a collaborative process of defining future land development, determining future transportation needs, developing sketch‐level transportation concepts to meet these future needs, and retaining or dismissing concepts based on their utility. Concepts that were retained were then developed and analyzed in more detail. The planning process consisting of the following four generalized steps: 1) Assess Existing Conditions 2) Develop Future Growth Scenario 3) Evaluate No‐Build Condition 4) Evaluate Build Concepts The first three steps are described in this section, while the fourth step is described in the Section 6 – Concept Development & Evaluation.
