Konrad-Adenauer-Stiftung News Summary London Office Top Story Minister for Foreign Affairs Charlie Flanagan has ruled out a Border poll following the Brexit referendum. He told the Seanad that although he understood the motivations of those who called for a referendum, for such a poll to be held, the Secretary of State for Northern Ireland must determine that a majority of the electorate would opt for a united Ireland. At present, there was no evidence to suggest that would be the case. To read more on this story, click here. Politics Taoiseach Enda Kenny has landed himself in a Brexit row after telling EU leaders that Scotland shouldn't be "dragged out" of the European Union. Mr Kenny made the unprecedented intervention in front of British Prime Minister David Cameron at the European Council "on behalf" of Scottish First Minister Nicola Sturgeon. To read more on this story, click here. Brexit will not affect Budget 2017 but its longer term effects on Ireland could be serious depending on what deal the UK agrees with the EU, Minister for Finance Michael Noonan has said. To read more on this story, click here. Enda Kenny yesterday clashed with members of the Independent Alliance, who are demanding a free vote on a bill that allows for terminations in cases of fatal foetal abnormality. The Taoiseach was forced to adjourn yesterday's Cabinet meeting without agreement after ministers Shane Ross and Finian McGrath had insisted that TDs should be allowed to vote with their consciences.

They were emerging as title rivals to Ferguson’s Manchester United and he was keen for Morgan to move to Old Trafford. Morgan chose Blackburn, signing for the Ewood Park side in 1994. A year later, Blackburn won their one and only Premier League title. But despite training with the league-winning squad, and making the bench for league and European matches, Morgan found himself released – and without a club – almost three years later. It was only weeks before captaining the Ireland Under-20s to a third-place finish in the 1997 World Championships in Malaysia. Put simply, Morgan fell by the wayside as Blackburn – and their Premier League rivals – regularly shunned the promotion of youth in favour of big-money signings. The 19 WHERE HAVE ALL THE IRISH GONE? birth of the Premier League in 1992 ushered in an era of stellar signings, compounded by the Bosman ruling in 1995, which removed obstacles to foreign players playing in England – a double whammy which would change the fortunes of Irish players for ever.

It is intended as a short briefing on the functioning of the Dáil and a simple explanation of specific areas that may be of interest to people operating in the community/NGO sector in attempting to make the best use of the Dáil. This briefing document is produced as a result of the EAPN Focus on Poverty in Ireland project, which started in December 2006. This project aimed to raise awareness of poverty and put poverty reduction at the top of the political agenda, while also promoting understanding and involvement in the social inclusion process among people experiencing poverty. This Guide is intended as an accompanying document to the EAPN Guide to Understanding and Engaging with the European Union. The overall aim in producing these two guides is to inform people working in the community and voluntary sector of how to engage with the Irish Parliament and the European Union in influencing policy and voicing their concerns about poverty and social inclusion issues.

The Franchise Section discussed work underway on electoral reform including the forthcoming referendum on presidential elections and the Programme for Government commitment on the establishment of an Electoral Commission. While it was acknowledged that the role of the Franchise section on Seanad Elections is limited, it was noted there is strong potential for cross-over with the Group’s work. It was advised there is considerable benefit to ensuring proposals developed by the Group are transferable and modular to the other proposed electoral reforms. 4. It was agreed by all present that the Group’s final recommendations and legislation should be produced in alignment with the Franchise Section’s work. With this in mind, the Chair will ask Brian Hunt to draft a modular bill that could be enacted in parts. 5. Both Dr Manning and Mr O’Toole contributed their expertise and experience throughout discussions, particularly in respect of discussion on voluntary registration processes, the security of online voting versus postal voting, and implementation timeframes.

DON’T TAX OUR HEALTH CHOICES! From March 1st 2019 the Government will be applying VAT at 23% to all Vitamin, Probiotic & Food Supplements. These supplements have been VAT free for the last 40 years! A2 POSTER CODE: VAT03 A4 POSTER CODE: VAT04 +23% Available from Wholefoods VAT HEALTH IS NOT A LUXURY! SIGN THE PETITION TODAY! @stopthisvat www.stopthisvat.ie What is happening: The Revenue Commissioners have decided that on March 1st 2019, 23% VAT will be applied to all health food supplements. This includes Vitamins, Probiotics and Fish Oil. What does this mean? On March 1st 2019, retailers must apply 23% VAT to all health food supplements, resulting in a 23% price increase for consumers. Such a sudden and radical increase in taxation will put a huge strain on consumers and cause many to have to reconsider their approach towards managing their health. This is bound to seriously damage the local Irish businesses that are the cornerstone of the industry sector, particularly if consumers turn to the international Internet to try and obtain a better priced product. What can I do: • Sign the petition (online and in-store) which can be found at www.stopthisvat.ie. • Additional petition hardcopies are available from Wholefoods Wholesale (product code: VAT02). Wholefoods drivers will happily take completed petitions back from you. Please ensure that all petitions are returned to Wholefoods by February 18th. • Actively encourage customers to sign the petition and highlight what VAT will mean for their purchases. • Email or write to your local minister or TD.
