Master Planning is about controlled changes. It is a continual evaluation to determine the historical value, commercial value, environmental value of each part of the region, city or precinct to determine the optimal decision of allowing new intervention into the region, city or precinct. Master planning is the creative act of balancing the relationship between nature, old and new development. Master planning is an integrated solution that is unique to the place in terms of location, climate, culture, and economy needs. Our Master planning strategies are imaginative, exciting, robust and deliverable. On any Master Planning project RSP’s main drivers are: • To optimise and enhance the potential value of the project sites • To achieve a sustainable development in accordance with the client’s political, social and financial goals. • To ensure varying degrees of flexibility and redundancy to ensure that the planning will be able to cope with long and medium term variables.

Master Planning: RSP’s Approach Typically on any project RSP would start by assisting the client to crystallize its vision for the proposed development. Professional Experience Michael Koay has over 20 years of extensive experience in master planning and designing public housing projects. He has worked on all sides of the table, having worked with government entities like the Housing and Development board in Singapore, major private developer Nakheel in Dubai, before joining RSP and is now leading the team as Senior Vice President for RSP Middle East operations.

Michael’s portfolio covers a wide spectrum of projects, from developing the master plan and setting the guidelines for the physical development of the National University of Singapore for the next 15 years, to developing detail Urban Design guidelines for the One North, Vista Exchange precinct, a precinct that was to house leading bio-chemical research institutes. Other significant large scale projects undertaken by Michael included the Master Planning and delivering 3,740 residential units in Meijing, Tainjin China and The Master Plan for Saigon Sports City.

Besides being involved in the Master Planning and Urban Design projects, Michael also has experience in development strategies. In 2006 Prabhanjan was promoted as Vice President of RSP’s Middle East Operations in Dubai where he led the team to deliver large scale projects like the 37 acre DMCC Business park which established the Urban Design guidelines and development control to encourage private developers to build mixed use projects in the heart of the New Dubai.
