    8 January 2010 W-100013Hlth Health Minister gives go ahead to revolutionise NHS’ computer systems Plans to revolutionise the NHS’ computer systems enabling health professionals to access important patient information quickly and securely have been approved by Health Minister Edwina Hart today [8 January 2010]. Backed by £2.5m of Welsh Assembly Government funding, the new system - known as The Welsh Clinical Portal - will give one view of the information held about the patient, making it easier for healthcare staff to provide better care. It will bring together information held in the many hospital computer systems that doctors, nurses, clinicians and pharmacists use on a day-to-day basis. The first phase of the portal, which has been successfully piloted at some hospitals, gives faster secure access to existing information. Healthcare professionals at these sites are now able to request tests and view results electronically. This latest investment comes as part of the Assembly Government’s Informing Healthcare programme which will improve patient care and the working environment for staff. Other systems recently approved as part of this programme include the patient’s website My Health Online announced earlier this week. This can take a lot of time and may not provide the information that is needed to best treat patients. “The portal will provide healthcare professionals with more information when they are treating their patients, helping to support their decisions and reduce the chance of inappropriate treatment or error.

    Owen Evans S4C Chief Executive S4C Centre Yr Egin Carmarthen SA31 3EQ Wednesday 25 September 2019 Dear Owen, RE: Decision not to broadcast 'Newyddion 9' on Tuesday 24 September 2019 I am writing to you following the decision not to broadcast 'Newyddion 9' last night (Tuesday 24 September 2019), and the decision to broadcast 'Chwilio am Seren Junior Eurovision 2019' in its place. This decision was one that raised fundamental concerns for me. I understand, of course, tht every broadcaster sometimes has to change the time at which the news is broadcast due to other programmes. However, the decision not to broadcast the news at all clearly means that there was no Welsh-language news on television last night, apart from a bulletin at 18.00. That is especially worrying in light of everything that happened yesterday. As you know, it was a politically significant day, with the Supreme Court ruling that the Prime Minister's attempt to prorogue the UK Parliament was unlawful and void. The decision not to broadcast the news at all, with the exception of the earlier bulletin, on such a historic evening, meant that S4C viewers were not able to receive any facts, commentary, analysis, or opinion on an issue of fundamental importance for the constitution and for the debate on Brexit. That, of course, is in addition to all the other news that happened yesterday. In fact, I would have expected or hoped for an extended programme last night, given everything that happened yesterday and the need for commentary on these events. Of course, last night's decision came in the wake of the decision earlier this year to change S4C's schedule.

Introduction and background The BBC welcomes the opportunity to comment on its relationship with S4C – a strong partnership which has proved indispensable for audiences in Wales dating all the way back to 1982. This paper describes BBC Wales’ creative partnership with S4C, and clarifies the direct funding relationship between the BBC Trust and S4C Authority. We look forward to the forthcoming Independent Review of S4C as it provides an opportunity to discuss the role of Welsh language media within a fast-changing context. 2. The BBC’s programming supply to S4C At the heart of the BBC’s relationship with S4C is what’s known as the ‘contributed programming’. The 1990 Broadcasting Act requires that the BBC provides no less than 520 hours of content per annum to S4C. This creative partnership has been at the heart of Welsh language broadcasting since 1982, and supports the public purposes of both organisations. The programming comprises news and current affairs, live sport, Pobol y Cwm and extensive coverage of the National Eisteddfod. The value of this programming in 2017/18 is £19.4m pa. 2.1 News and current affairs The 9pm Newyddion programme remains at the core of our provision for S4C. The award winning Newyddion 9 sets a high standard and the audience appreciation and viewing figures have gradually risen over the past year.

The withdrawal of established journalism from Welsh communities and its effects on public interest reporting. In the first of two essays about local news in Wales, I draw on Welsh, UK, and international research, published company accounts, trade press coverage, and first-hand testimony about changes to the economics, journalistic practices, and editorial priorities of established local media. With specific reference to the case study of Media Wales (and its parent company Trinity Mirror) I provide an evidence-based and critical analysis which charts both the steady withdrawal of established local journalism from Welsh communities and the effects of this retreat on the provision of accurate and independent local news in the public interest. A second essay, also submitted as evidence to this committee, explores recent research about the civic and democratic value of a new generation of (mainly online) community news producers. Local newspapers are in serious (and possibly terminal) decline In 1985 Franklin found 1,687 local newspapers in the UK (including Sunday and free titles); by 2005 this had fallen by almost a quarter to 1,286 (Franklin 2006b). By 2015 the figure stood at 1,100, a 35% drop over 30 years, with a quarter of those lost being paid-for newspapers (Ramsay and Moore 2016).
