This multi-sited research is based on twelve months of ethnomusicological research conducted in 2010-2011 among several Nahua towns in the municipality of Chicontepec, Veracruz. The main focus of research is the town of Ixcacuatitla located at the foothill of the Postectli Mountain, an active ceremonial center for Nahua, Otomi, and Tepehua ethnic groups. By primarily looking at conceptualizations concerning the chicomexochitl ceremony offered to mountains, this study shows how ritual music articulates participation and emotional engagement in order to bring the rainfall that is essential for agricultural production. The musical repertoire consists of about 150 musical ii pieces that are arranged according to the events, actions, and deities represented in the ceremony. The characteristics of the musical elements and the large structure of pieces paralleling the events configures the engagement of the participating audiences in the performance of the ceremony. Over a period of days, congregations and dedicated ritual specialists gather to prepare and present large amounts of offerings including food and animal sacrifices. While all engage in the different activities, dancing together to the rhythm of the violin, jarana and huapanguera is one of the most representative aspects of participation, where emotions such as weeping and joy are offered to the Chicomexochitl deity. This dissertation argues that the relevance of music and dance in articulating such emotional involvement directly corresponds to the value attributed to participation in the system of communal reciprocity, which is a basic principle of socialization in these Nahua towns and further enables an interaction with the sacred landscape. iii The dissertation of Veronica Sofia Pacheco is approved. Watters Summer Institute of Linguistics To begin with, I’d like to present some voices – what I am hearing about bilingual education for the indigenous people of Mexico, who represent nearly 10% of Mexico’s population – voices from the highest levels of Mexican government to the very homes in which these languages are spoken in rural Mexico.1 May these voices help us understand more clearly the situation today for Mexico regarding bilingual education in a land so rich in diversity of culture and languages. After listening to these voices, it will be obvious how the literacy method I will describe below can be a significant part of a solution for the desperate need for increasing community level involvement in indigenous education.2 1. About bilingual educational issues, local and non-local voices Some voices at the Local level: Voice of a Tepehua3 bilingual schoolteacher assigned to translate textbooks for his people: When I gave them all the work I’d written in Tepehua, it didn’t have the mistakes that I now see in the book they returned to me. Whoever typed up my writing in Mexico City must have made those mistakes. Voice of local speakers of the same language: These textbooks have lots of mistakes in them. They are beautiful books and the pictures are nice, but the words are full of errors. From the point of view of social welfare, achieving all the positive effects of diversity appears as a challenge for our societies. Nevertheless, while it is true that ethnolinguistic diversity involves costs and benefits, at a country level it seems that the former are greater than the latter, even more so when income inequality between ethnic groups is taken into account. In this respect, there is a vast literature at a macro level that shows that ethnolinguistic fragmentation induces lower income, which leads to the conclusion that part of the difference in income observed between countries can be attributed to their different levels of fragmentation. This paper presents primary evidence of the role of education in mitigating the adverse effects of ethnolinguistic fractionalization on the level of income. While the results show a negative association between fragmentation and income for all indices of diversity, the attainment of a certain level of education, especially secondary and tertiary, manages to reverse the sign of the marginal effect of ethnolinguistic fractionalization on income level. Since current societies are increasingly diverse, these results could have major economic policy implications.

Abstract This paper contributes to the scant body of literature on inequalities among and within ethnic groups in the Philippines by examining both the vertical and horizontal measures in terms of opportunities in accessing basic services such as education, electricity, safe water, and sanitation. The study also provides a glimpse of the patterns of inequality in Mindanao. The results show that there are significant inequalities in opportunities in accessing basic services within and among ethnic groups in the Philippines.

Savage1 and Steven Brown2 1Department of Musicology, Tokyo University of the Arts 2Department of Psychology, Neuroscience & Behaviour, McMaster University We propose a return to the forgotten agenda of comparative musicology, one that is updated with the paradigms of modern evolutionary theory and scientific methodology. Ever since the field of comparative musicology became redefined as ethnomusicology in the mid-20th century, its original research agenda has been all but abandoned by musicologists, not least the overarching goal of cross-cultural musical comparison. We outline here five major themes that underlie the re-establishment of comparative musicology: (1) classification, (2) cultural evolution, (3) human history, (4) universals, and (5) biological evolution. Throughout the article, we clarify key ideological, methodological and terminological objections that have been levied against musical comparison. Ultimately, we argue for an inclusive, constructive, and multidisciplinary field that analyzes the world’s musical diversity, from the broadest of generalities to the most culture-specific particulars, with the aim of synthesizing the full range of theoretical perspectives and research methodologies available. Abstract The Mexican migrant population in the US increasingly reflects the ethnic diversity of Mexican society. Yet Mexican society is multi-ethnic and multi-racial. From an indigenous rights perspective, the Mexican nation includes many peoples. To take the least ambiguous indicator of ethnic difference, more than one in ten Mexicans come from a family in which an indigenous language is spoken (Serrano Carreto et al., 2003). Many of the indigenous Mexican activists in the US on the cutting edge are trilingual, and for some, Spanish is neither their first nor their second language.

Who are the Hñähñu? The cultural group we are going to consider is generally referred to as the Otomies (pronounced “oh- toh- MEES”). The name Hñähñu (“hñ” is pronounced like the “ny” in “canyon”, preceded by a nasalized “h”) is one of the names by which people of this culture refer to themselves. In general, people of Hñähñu culture use a variant of this word when referring to themselves with other members of the same culture, but use the word Otomi in communications in Spanish or with people from outside the culture. The term Otomi has been used in a derogatory way since before the arrival of the Spanish. Nevertheless, there is some consensus among anthropologists who study Hñähñu culture that it is better to use the word Otomi, presumably in a positive way, so as to work toward creating a more positive image of the people who are often referred to with this word.
