Previous work explaining the process of Mexican democratization focuses on foreign pressures, interparty bargaining and a unified PRI. Alternatively, we argue that internal divisions in the PRI – conjoined with the threat of a presidential deal with the opposition – determined the particular shape of the reform. The article uses a bargaining model to illustrate the conjunction of interests between the President and PRI hard-liners while taking into account the shadow role played by the opposition. -

“2006 Mexican Elections: a Challenge for Democracy”
“2006 Mexican Elections: A Challenge for Democracy” Karla Lopez de Nava This coming July, Mexicans will not only have the chance to democratically elect a president, but more importantly, they will have the opportunity to endorse democracy. On July of 2000, Mexico had its first democratic elections after being ruled by a single party – PRI – for seventy one years. The question is not whether Mexico has transited to democracy, but rather, whether Mexicans—the government, the politicians, the media, civil society, and the citizens in general can sustain and consolidate the new democratic system. With the intent of shedding some light on this question, Mexicanos at Stanford University, the John S. Knight Fellowships for Professional Journalists, and Yost House organized the conference “2006 Mexican Elections: A Challenge for Democracy”. The event took place on Saturday March 11, 2006 in Stanford’s Kresge auditorium. The Center on Democracy, Development and the Rule of Law, The Charles F. Riddell Fund - Yost House, the Center for Latin American Studies, VPUE/DOSA - New Student Initiatives, Bechtel International Center, El Guiding Concilio - El Centro Chicano, Camacho Fund, ASSU Speakers Bureau, and United Airlines were co-sponsors of the conference. The 2006 Mexican Elections conference proved to be wonderfully enriching for anyone with an interest in Mexican politics and/or in democratic consolidation. The conference consisted of three sections: a) a roundtable that discussed the role of the media in the 2006 electoral process; b) a keynote address given by one of the most 1 respected figures in Mexican academia, the historian and essayist Enrique Krauze, on the progress that Mexico has achieved in the political arena in the last decade, and on the challenges that Mexicans will face in the coming 2006 presidential election; and, c) a political debate between representatives of the three main political parties in Mexico – PRI, PAN and PRD. -

Larry Storrs Specialist in Latin American Affairs Foreign Affairs, Defense, and Trade Division Summary This brief overview of Mexico’s political history from 1910 to 2006, with emphasis on electoral reforms and elections, demonstrates that Mexico has evolved from long- term domination by a single party to alternation and effective competition among the three major parties. This report sets the stage for the approaching July 2006 elections. Mexico’s Early History With a history dating to the Aztec indigenous culture and Spanish colonial rule, Mexico achieved independence in 1821. In the subsequent period, the country suffered many divisive and autocratic influences, although there was a period of reform under Benito Juarez’s two phases of presidential rule (1858-1862, 1867-1872). One major dictator was Antonio Lopez de Santa Ana (1833-1855), under whom the country lost vast northern territories to the United States — Texas in 1836, and the southwest region of the United States in 1846-1848 in the Mexican-American War. Another dictator was the Archduke Maxmillian of Austria (1864-67) who was imposed by Napoleon III of France as the Emporer of Mexico. Still another dictator was Porfirio Diaz (1877-1911), who attempted to modernize the country by encouraging foreign investment. Toward the end of his reign, he faced mounting social discontent that culminated in the turbulent Mexican Revolution that ousted Diaz and established a new order. Mexico’s 1910 Revolution and the Dominant Role of the PRI The Mexican Revolution was launched in 1910, with various goals being espoused by the diverse revolutionary groups. -
