UNCLASSIFIED/UNLIMITED Quantifying the Effects of Chaff Screening on Hardkill and Softkill Coordination Nekmohamed Manji, Murat Kocakanat, and Agis Kitsikis Defence R&D Canada – Ottawa Department of National Defence 3701 Carling Ave Ottawa, ON, K1A 0Z4 CANADA Email: [email protected] ABSTRACT For the Navy, Anti-ship Missile Defence (ASMD) is a priority due to the obvious mismatch between a missile threat’s speed and maneuverability compared to a warship. Chaff is an off-board, passive technique that can be combined with a ship maneuver to create an effective tactic for ASMD. The effectiveness of chaff tactics is fundamentally dependent on the chaff radar cross section (RCS) as well as environmental factors including multi-path, sea state and wind conditions; engagement geometry such as threat bearing and ship maneuvers; target and threat properties like ship RCS and sophistication of electronic counter countermeasure (ECCM) features of the threat missile. In the future, hardkill and softkill coordination of maritime platforms is viewed as a force multiplier that will also improve the survivability of the task group. Therefore, the deployment of chaff must be made with consideration to many variables and the resulting optimization problem of developing robust tactics is complex. In this work, we present an application of a chaff modelling tool that can be used to aid in the design and analysis of optimal chaff countermeasures for ASMD. In particular, the effects of chaff screening and interference on the detection and engagement of missile threats for different task group geometries (scenarios) is studied. Our chaff design tool can be used to study the frequency and angular dependence of chaff RCS as a function of time and range for spherical and ellipsoidal chaff clouds. -

APPENDIX B CHARACTERISTICS AND ANALYSIS OF FLARES 1.0 Introduction The F-15E and F-15C employ MJU-7 A/B and MJU-10/B self-protection flares in approved airspace over parts of Alaska. The F-22A uses MJU-10/B self-protection flares. Self-protection flares are magnesium pellets that, when ignited, burn for 3.5 to 5 seconds at 2,000 degrees Fahrenheit. The burn temperature is hotter than the exhaust of an aircraft, and therefore attracts and decoys heat-seeking weapons targeted on the aircraft. Flares are used in pilot training to develop the near instinctive reactions to a threat that are critical to combat survival. This appendix describes flare composition, ejection, risks, and associated regulations. 2.0 Flare Composition Self-protection flares are primarily mixtures of magnesium and Teflon (polytetrafluoroethylene) molded into rectangular shapes (United States Air Force [Air Force] 1997). Longitudinal grooves provide space for materials that aid in ignition such as: • First fire materials: potassium perchlorate, boron powder, magnesium powder, barium chromate, Viton A, or Fluorel binder. • Immediate fire materials: magnesium powder, Teflon, Viton A, or Fluorel • Dip coat: magnesium powder, Teflon, Viton A or Fluorel Typically, flares are wrapped with an aluminum-coated mylar or filament-reinforced tape (wrapping) and inserted into an aluminum (0.03 inches thick) case that is closed with a felt spacer and a small plastic end cap (Air Force 1997). The top of the case has a pyrotechnic impulse cartridge that is activated electrically to produce hot gases that push a piston, the flare material, and the end cap out of the aircraft into the airstream. -

Billy Mitchell On September 12, 1918 at St. Mihiel in France, Col. Wil- liam Mitchell became the first person ever to command a major force of allied aircraft in a combined-arms opera- tion. This battle was the debut of the US Army fighting under a single American commander on European soil. Under Mitchell’s control, more than 1,100 allied aircraft worked in unison with ground forces in a broad offen- sive—one encompassing not only the advance of ground troops but also direct air attacks on enemy strategic tar- gets, aircraft, communications, logistics, and forces beyond the front lines. Mitchell was promoted to Brigadier General by order of Gen. John J. Pershing, commander of the American Expeditionary Force, in recognition of his com- mand accomplishments during the St. Mihiel offensive and the subsequent Meuse-Argonne offensive. After World War I, General Mitchell served in Washington and then became Commander, First Provisional Air Brigade, in 1921. That summer, he led joint Army and Navy demonstration attacks as bombs delivered from aircraft sank several captured German vessels, including the SS Ostfriesland. His determination to speak the truth about airpower and its importance to America led to a court-martial trial in 1925. Mitchell was convicted, and re- signed from the service in February 1926. Mitchell, through personal example and through his writing, inspired and en- couraged a cadre of younger airmen. These included future General of the Air Force Henry H. -

Guilmartin, Jr., Advisor Professor Alan Beyerchen Professor Ousman Kobo Copyright by Matthew Martin Hurley 2009 i Abstract From 1963 to 1974, Portugal and the African Party for the Independence of Guinea and Cape Verde (Partido Africano da Independência da Guiné e Cabo Verde, or PAIGC) waged an increasingly intense war for the independence of ―Portuguese‖ Guinea, then a colony but today the Republic of Guinea-Bissau. For most of this conflict Portugal enjoyed virtually unchallenged air supremacy and increasingly based its strategy on this advantage. The Portuguese Air Force (Força Aérea Portuguesa, abbreviated FAP) consequently played a central role in the war for Guinea, at times threatening the PAIGC with military defeat. Portugal‘s reliance on air power compelled the insurgents to search for an effective counter-measure, and by 1973 they succeeded with their acquisition and employment of the Strela-2 shoulder-fired surface-to-air missile, altering the course of the war and the future of Portugal itself in the process. To date, however, no detailed study of this seminal episode in air power history has been conducted. In an international climate plagued by insurgency, terrorism, and the proliferation of sophisticated weapons, the hard lessons learned by Portugal offer enduring insight to historians and current air power practitioners alike. -

Whereas the majority of disease presents with mild symptoms that can be treated as outpatients, severely ill COVID-19 patients and patients presenting with similar symptoms cross their ways in the emergency department. Especially, the variety of symptoms is challenging with primary triage. Are there parameters to distinguish between proven COVID-19 and without before? How can a safe and efficient management of these inpatients be achieved? Methods: We conducted a retrospective analysis of 314 consecutive inpatient patients who presented with possible symptoms of COVID-19 in a German emergency department between March and April 2020 and were tested with a SARS-Cov-2 nasopharyngeal swab. Clinical parameters, Manchester Triage System categories, and lab results were compared between patients with positive and negative test results for SARS-Cov-2. Furthermore, we present the existing COVID-19 workflow model of the university hospital in Essen which proved to be efficient during pandemia. Results: Forty-three of the 314 patients (13.7%) were tested positive for COVID-19 by SARS-Cov-2 nasopharyngeal swab. We did not find any laboratory parameter to distinguish safely between patients with COVID-19 and those with similar symptoms. -
