Once completed and adopted, the document will provide the basis for future planning decisions in Crawley. This stage – the Preferred Strategy – follows feedback from residents, businesses and other stakeholders earlier this year. It provides a clear indication of the council’s approach to the development of the town, including character, economic growth, housing, environment, infrastructure and Gatwick Airport. We will be consulting on this in the coming months to seek your views on the future of your town. Councillor Claire Denman Cabinet Member for Planning and Economic Development Crawley Borough Council 7 PREFERRED STRATEGY LOCAL PLAN CONSULTATION: OCTOBER 2012 Crawley 2029: A Vision Crawley will be a modern, vibrant town that stands proud of its achievements and uses its strengths to reach its potential. Its strong and diverse communities, neighbourhood structure, sustainable economic growth and excellent connections within and beyond the region will make it a place that people enjoy and want to live, work and visit. Crawley the place: As a progressive town, Crawley will strive to be distinctive from other towns in West Sussex. It will be the premier town between London and the South Coast providing jobs, learning and development opportunities and a leisure and cultural offer that draws visitors from across the South East. As a town within a countryside setting that is very much valued by local people it will be safe and well cared for. The rich heritage which has shaped what the town is today will be respected, protected and enhanced. All people who live here will be proud, confident and self-reliant, working together and with others for the good of the town. Living in Crawley: By 2029, about 3,550 new homes will have been built to support the needs of the growing population. A mix of new homes will be designed for residents in all stages of life. These will be built in locations which respect the town’s unique development and design principles and preserve the most valued of the town’s environmental features. Local communities will be directly involved in planning how the town grows and develops in order to achieve the best outcome for all concerned; particularly where difficult choices have to be made. Neighbourhoods will continue to feature in the development of the town, recognising the important role they play in helping shape and develop communities. Working in Crawley: Crawley will continue to be an economic leader meeting the needs of significant employers who are important to the overall prosperity of the region. A business environment that supports and encourages new and established businesses to grow and flourish will be developed. Redeveloping and revitalising the Town Centre and further regeneration of the Manor Royal Business District will make Crawley the place to do business in the South East. Gatwick Airport will continue to support the economic growth of the town. Additional jobs will have been created for people living in and around the Crawley area across a diverse range of sectors. Access to jobs will be supported by learning and development opportunities giving people a real choice about the work they can and want to do. Experiencing Crawley: By 2029, Crawley will be a place that people want to visit, to have fun and spend their leisure time. Crawley’s parklands and open spaces, its sporting, and leisure facilities along with its cultural offer will be enhanced, for the benefit of local people and visitors. The revitalised Town Centre will be the heart of the town, providing a central point for local people and others from across the region to enjoy social activities, shopping and entertainment both during the day and at night. It will have a welcoming and attractive family friendly environment. Neighbourhoods will continue to offer local facilities alongside amenities that can be easily accessed along with informal green spaces for all to enjoy. The spirit and pride of individual communities will continue to be harnessed to make neighbourhoods the focus of local celebration. Growing Crawley: Growth will be sustainable and supported by an infrastructure plan that complements development enabling people to live a long and happy life. Enabling people Crawley will continue to improve the quality of life for its residents throughout every stage in their life. Excellent early years’ provision will support children’s development, which will be further assisted by the provision of good primary, secondary, further and higher education. Education, for both young and old, should unlock potential, giving people a real choice about what they do in their working life. People will be encouraged to stay physically and mentally fit and active, high standards of health care will be delivered locally and people will be able to age with confidence as they grow older. Growing the town By 2029 significant progress will have been made towards Crawley becoming a carbon neutral town. A strong road network will be complemented by a good public transport system, giving people choice about how they travel. Allowances for parking spaces will be fully considered in any new development. As a modern town, the technological and communication infrastructure will be in place to ensure residents and businesses have the support needed to develop and grow.     CHAPTER 11: RECREATION AND LEISURE INTRODUCTION 11.1 Recreation and leisure are important for the quality of life of both individuals and the community as a whole. They can help promote healthy lifestyles, a sense of place, civic pride and community spirit and the enjoyment of culture and art. At the same time, they can raise the perception of the town by non-residents. This chapter aims to promote and encourage the provision of recreation facilities in the best manner possible so that they are readily accessible to all groups within the community. MAIN CHARACTERISTICS 11.2 Partly as a result of its development as a New Town, Crawley has had recreation facilities provided to a high standard. These include two sports centres, a modern theatre and exhibition facilities, health clubs, an athletics stadium, a series of sports fields, golf courses and a driving range, and extensive public open spaces and amenity areas with footpaths and bridleways. However, the borough's population is now about 90,000 and could be between 100,000 - 105,000 by the end of the plan period - nearly twice the size of that originally planned for the New Town. Compared with many areas the population remains comparatively young and active. This population is also ethnically and demographically more diverse than at the New Town's inception. As a result, the number of people using recreation facilities has increased and the range of demand broadened, for e.g., spectator sports, informal, non-competitive and healthy activities are now being pursued. 11.3 The built-up area is now much larger than originally planned, such that open space and undeveloped land is an increasingly valuable resource.

Sussex A watching brief on building work at the rear of 101 High Street, Crawley, has noted a small amount of bloomery slag together with three sherds of late-Medieval pottery in the fill of a pit (TQ/2683736785). The building known as the Old Punch Bowl, behind which the pit lay, dates from the early-15th century. Other sites of Medieval ironworking have been noted in the High Street area.1 This latest discovery, notified to the Group by John Mills, Assistant County Archaeologist for West Sussex, fuels speculation that late-Medieval Crawley was a centre for small-scale, quasi~domestic iron trades.

FSA. and Peter Gray, both now sadly deceased. They were both members of The Surrey Archaeological Society and The Domestic Buildings Research Group and did enormous work in recording the early houses of Charlwood. The importance of these houses needed to be pointed out as Charlwood was threatened with total demolition to make room for the expansion of Gatwick Airport. Lady Farrar asked the Archaeological Society if they had members who might do this and she organised the project. All the house owners agreed and were most helpful. This was the first time ever that all the early houses of one parish had been recorded and now years later we remain the parish with the largest number of recorded medieval houses. I came into the scene as I was interested in local history and had a copy of the Tithe Map, (1840). Also Joan and Peter needed another person to hold the tape, I quickly volunteered and learnt much from them in doing so, for which I thank them both very much.

    Crawley Fit for the Future Consultation Meeting held at The Friary Hall, Crawley on Saturday 27 September 2007 David Dewdney, Chairman of the East Crawley County Local Committee (CLC) informed the meeting that there were two County Local Committees in Crawley and introduced James McGough, Chairman of the West Crawley County Local Committee, who would share the Chairmanship of the Joint Meeting. Mr McGough introduced the members of the West Crawley CLC – John Mortimer, Christopher Mullins, James Smith and Janet Sully. Mr Dewdney introduced the members of the East Crawley CLC – Gillian Joyce and Henry Smith and passed on the apologies of Duncan Crow, who was unable to attend the meeting. Mr Dewdney introduced Liz Tayler, Medical Director and Consultant in Public Heath, Sue Braysher, Director for Contracting and Performance and Dr Sunil Dasan, Clinical Director for Emergency Care, from the West Sussex Primary Care Trust. Mr Dewdney then asked Henry Smith, Leader of West Sussex County Council, to speak about the reasons that the meeting had been called. Mr Smith informed the meeting that County Local Committees had been formed in March 2005 as a means for the County Council to devolve decision- making to a more local level. They were also intended to hear local people’s views on strategic issues to inform the County Council’s decisions. The Joint Crawley CLC hosted meeting was the last of 13 public meetings hosted by the County Local Committees across the county during September and October to consider the PCT’s consultation. ‘Fit for the Future’ (FFF) proposals contained many positive aspects, including bringing many services closer to people and communities.
