Though for the origin of Population Census in India we are to go back to 1872, the actual decennial census in the country started in 1881 since when every ten years census is being taken in the country regularly. Provisional Population Totals, Paper-1 of 20010f Arunachal Pradesh was brought out and released on the 30th March, 2001 by His Excellency the Governor of Arunachal Pradesh at a simple function at Raj Bhawan, Itanagar. This was the first publication brought out on the basis of the provisional population figures received from the District Census Officers of respective districts. A limited set of tables and statements were presented in this publication. The present publication is the 'Provisional Population Totals - Paper 2 of 2001 - Rural Urban distribution of population' covering total population, child population in the age-group 0-6 and its characteristics and population growth rates of urban areas with literacy rates, and a guideline to know trends of urbanisation etc. This is the second in the series of three publications proposed for releasing Provisional Population data collected during Census of India 2001. I am thankful to Shri J.K. Banthia, Registrar General and Census Commissioner, India for the close co-operation, constant inspiration, guidance and whole hearted support extended to me from time to time. The first part, 'The Provisional Population Totals Paper - 1 of 2001' of Arunachal Pradesh was released on the 30th March, 2001 at Itanagar after the release of the National level figures at New Delhi on the 26th March, 2001 by the Registrar General and Census Commissioner of India. The present publication, ' Provisional Population Totals Paper - 2 of 2001' the second in the series, presents the rural-urban distribution of population down to the level of circle/town for interim use of the readers and data users till the final results are declared. In Paper - 2, the population data for total, rural and urban areas at district, circle and town levels with child population in the age-group 0-6 and literate population have been incorporated. In addition to that the decadal growth rate of population, the percentage of child population in the age-group 0-6 and the percentage of urban population have also been provided. The sex ratio of total and child population by residence are also presented. Data on population, child population and literates for districts and individual towns are also provided. The data on urban growth rate according to size-class of towns are also presented in this copy. The data presented in the tables have been supported by diagrammatic representations like maps, charts and graphs. Before the final sets of data can be made ready, the provisional distribution of population in Working and Non-working categories will also be released in 'The Provisional Population Totals - Paper 3 of 2001 : The main focus of the present provisional Paper - 2 is on Rural - Urban distribution of population. With the advancement of days and with the increasing need of employment, educational and other needs of the growing population, the tendency of movement of population from rural to urban has increased. Keeping pace with the development, growth of urbanisation has also been noteworthy in the State of Arunachal Pradesh. In census terms, the number of Towns in the State have increased from 4 in 1971 to 17 in 2001. The number of Towns in 1981 were 6 and in 1991 it was 10. It is, however, to be mentioned that in the State of Arunachal Pradesh, there is no statutory Town. No urban area has yet been notified as Town. For all the censuses till 2001, demarcation of Rural and Urban in the State had to be made as per Census terms only. All the urban areas treated as Towns in the state so far are Census Towns only. In addition to the places with a municipality, Corporation, Cantonment Board or notified Town area committee, census also considers to treat an area as urban if the place satisfies the following criteria: i) a minimum population of 5,000, ii) at least 7S percent of the male working population are engaged in non agricultural pursuits and iii) a density of population of at least 400 per Sq. Km. In absence of any notified Town in the State'we had to consider the above situations and also to see specially whether the DistrictiSubdivisional and Circle Headquarters fulfil the criteria for being considered as Census Town.
