PREFACE

Census of India 2001 is the first census of the millenium and the fifth full-scale census in the State of Arunachal Pradesh. Though for the origin of Population Census in India we are to go back to 1872, the actual decennial census in the country started in 1881 since when every ten years census is being taken in the country regularly.

Provisional Population Totals, Paper-1 of 20010f Arunachal Pradesh was brought out and released on the 30th March, 2001 by His Excellency the Governor of Arunachal Pradesh at a simple function at Raj Bhawan, . This was the first publication brought out on the basis of the provisional population figures received from the District Census Officers of respective districts. A limited set of tables and statements were presented in this publication.

The present publication is the 'Provisional Population Totals - Paper 2 of 2001 - Rural­ Urban distribution of population' covering total population, child population in the age-group 0-6 and its characteristics and population growth rates of urban areas with literacy rates, and a guideline to know trends of urbanisation etc. This is the second in the series of three publications proposed for releasing Provisional Population data collected during Census of India 2001.

HIGHLIGHTS

With a deviation from the arrangement of earlier censuses, before the final results of Census of India 2001 get ready for being released, the provisional figures of Census of India 2001 have been decided to be released in three parts. The first part, 'The Provisional Population Totals Paper - 1 of 2001' of Arunachal Pradesh was released on the 30th March, 2001 at Itanagar after the release of the National level figures at New on the 26th March, 2001 by the Registrar General and Census Commissioner of India.

The present publication, ' Provisional Population Totals Paper - 2 of 2001' the second in the series, presents the rural-urban distribution of population down to the level of circle/town for interim use of the readers and data users till the final results are declared.

In Paper - 2, the population data for total, rural and urban areas at district, circle and town levels with child population in the age-group 0-6 and literate population have been incorporated. In addition to that the decadal growth rate of population, the percentage of child population in the age-group 0-6 and the percentage of urban population have also been provided. The sex ratio of total and child population by residence are also presented. Data on population, child population and literates for districts and individual towns are also provided. The data on urban growth rate according to size-class of towns are also presented in this copy. The data presented in the tables have been supported by diagrammatic representations like maps, charts and graphs.

Before the final sets of data can be made ready, the provisional distribution of population in Working and Non-working categories will also be released in 'The Provisional Population Totals - Paper 3 of 2001 :

The main focus of the present provisional Paper - 2 is on Rural - Urban distribution of population. With the advancement of days and with the increasing need of employment, educational and other needs of the growing population, the tendency of movement of population from rural to urban has increased.

Keeping pace with the development, growth of urbanisation has also been noteworthy in the State of Arunachal Pradesh. In census terms, the number of Towns in the State have increased from 4 in 1971 to 17 in 2001. The number of Towns in 1981 were 6 and in 1991 it was 10. It is, however, to be mentioned that in the State of Arunachal Pradesh, there is no statutory Town. No urban area has yet been notified as Town. For all the censuses till 2001, demarcation of Rural and Urban in the State had to be made as per Census terms only. All the urban areas treated as Towns in the state so far are Census Towns only. In addition to the places with a municipality, Corporation, Cantonment Board or notified Town area committee, census also considers to treat an area as urban if the place satisfies the following criteria:

i) a minimum population of 5,000, ii) at least 7S percent of the male working population are engaged in non­ agricultural pursuits and iii) a density of population of at least 400 per Sq. Km.

In absence of any notified Town in the State'we had to consider the above situations and also to see specially whether the DistrictiSubdivisional and Circle Headquarters fulfil the criteria for being considered as Census Town. Our proposals to include , , Basar, , , and as Census Towns in 2001 were accordingly approved by the RGI and the No. of Census Towns in the State rose to 17 from 10 in 1991. Basar, of the new Towns taken in 2001, however, could not show the expected results and is likely to be declassified in the coming census.

BRIEF ANALYSIS OF DATA

Size and distribution of population :

The 2001 Census results have provisionally revealed a population of 1,091,117 persons in Arunachal Pradesh out of which 573,951 are males and 517,166 are females. To give Rural-urban distribution, 868,429 persons live in rural areas, out of which 453,560 are males and 414,869 are females. In the seventeen urban centres 222,688 persons reside, out of which 120,391 are males and 102,297 are females. Percentage of population living in urban areas thus comes to 20.41.

There are thirteen districts in the State. The highest number of 143,478 persons, out of which 77,252 are males and 66,226 are females, is found in , followed by 124,994 persons in Changlang, 121,750 persons in Papum Pare, 103,575 persons in West Siang and 100,227 persons in Tirap. The lowest populated district of the State is Upper Siang with 33,146 persons only. Districtwise, if we try to analyse the urban share of population, it is highest in where 50.83 percent of the District population live in urban areas comprising the present Capital Itanagar and earlier Capital . In Upper , there is no urban area. The urban areas of the state are also non­ notified.

In 2001 Census, a total of 200,055 Child population is found in the entire State. They constitute 18.33 percent of the total population. Children numbering 164,650 reside in rural areas and 35,405 are in urban areas.

The State percentage of children in Rural areas, is 18.96 and in Urban areas it is 15.90 percent. Among the districts, the highest number of Child population is registered in Lohit District with a total of 27,686 persons followed by 24,733 in Changlang, 20,160 in Papum Pare, 19,917 persons in Tirap, 17.329 in West Siang and 15,243 persons in East Siang. The lowest number of Child population is enumerated in Upper Siang with 6,223 persons. Percentage of lowest urban child population of 12.97 has been observed in . Total child population percentage in the District is 16.33.

In Arunachal Pradesh, 487,796 persons are treated as literates, out of which 302,371 are males and 185,425 are females. The highest number of literate population of 72,021 are found in Papum Pare, followed by Lohit with 64,899, 52,116 in Changlang, 52,015 in West Siang, 44,196 in East Siang, 38,488 in West Kameng, 36,025 in Lower Subansiri and the lowest being 11,589 in Tawang. Urban literacy percentage with 85.05 in is highest of all against 78.82 percent urban literacy of the State. with 67.72 percent urban literacy is in the bottom of urban literacy amongst all the Districts.

The data on total population, child population and literates have been presented in this Paper at State, District and Circle levels. There are altogether 149 Circles in the State as per 2001 Census. The highest populated circle is found to be Naharlagun under Papum Pare with a population of 39,597 persons and the lowest being Mipi with 275 persons of Dibang Valley District. The 17(seventeen) towns (CI) of the state are spread over 17 circles.

DECADAL GROWTH RATE

The State has registered the growth rate of population by 26.21 per cent during the last decade of 1991 - 2001, 15.19 percent being for rural and 101.29 per cent for urban areas, as against the growth rate of 36.83 for total, 27.70 for rural and 167.04 urban in 1981-91. This shows that the decadal growth rate has considerably gone down as compared to the last decade. While comparing the growth rates of the districts, it will be noticed that the district of Papum Pare has registered the highest growth rate of 67.21 per ~nt for total, 42.89 per cent for rural and 100.17 per cent for urban areas and the lowest growth is shown by Upper Subansiri with 9.80 per cent for total, (-) 21.08 per cent for rural areas. In case of West Siang, Dibang Valley, Lohit and Changlang districts, the growth rate ranges between 30 to 33 per cent only. For the remaining seven districts, the percentage of growth ranges between 13 to 22 per cent.

POPULATION IN AGE GROUP 0-6

The percentage of child population in the age-group 0-6 is worked out to be 18.33 for total, 18.96 for rural and 15.90 per cent in urban areas. The highest percentage of child population of 20.51 is recorded by East Kameng, closely followed by Tirap, Changlang, Lohit, Upper Subansiri, Tawang and Upper Siang.

SEX RATIO

Number of females per 1000 males represented here as sex ratio has been an important subject of discussion of the days. In the state of Arunachal Pradesh sex ratio in 2001 census has been 901 in total, 915 in rural and 850 in urban areas as against 859 in total, 880 in rural and 728 in urban in the last census of 1991. Among the districts, the highest sex ratio of 985 was recorded by East Kameng and Lower Subansiri districts, followed by 973 in Upper Subansiri, 963 in Tawang, 937 in East Siang, 913 in West Siang, 911 in Tirap and Changlang with 905 females per 1000 males. The lowest sex ratio of 749 is shown by West Kameng. In rural areas, the highest sex ratio 1019 was recorded in East Kameng and the lowest 740 in West Kameng. Urban sex ratio 950 was seen in West Kameng and the lowest 762 in Dibang Valley. A satisfactory trend of sex ratio was registered by about 31 circles out of 149 circles in the State. The lowest sex ratio of 513 has been recorded in Sinchung Circle of West Kameng District. The lowest sex ratio of 788 in Dibang Valley District in 1991 did draw attention of many demographers. Though it improved in 2001 and recorded 840 for the District the urban sex ratio of the District with 762 is far below expectation.

While looking at the sex ratio of child population in the age-group 0-6, Upper Siang and East Kameng show balanced sex ratio of 1018 and 1011 females per 1000 males respectively, as against the State sex ratio of 961.

LITERACY RATES

A person aged 7 years and above who can both read and write with understanding in any language is regarded as literate. All children of age 6 years and below are to be treated as illiterates even if the child is attending school and might have picked up reading and writing with understanding. Till 1981 Census, all children aged 4 years and below were treated as illiterates.. But from 1991 Census this definition has changed. ..

The percentage of literates in the State is 54.74, 64.07 for male and 44.24 for female. Literacy rate for Rural areas of the State is 48.34, 58.09 for male and 37.56 for female and in urban areas of the State it is 78.82, 85.61 for male and 70.60 for female.

Out of thirteen districts, the highest percentage of literates is shown by Papum Pare with 70:89 percent, followed by 61.67 percent by West Kameng, 61.22 percent by East Siang, 60.31 percent by West Siang and the lowest percentage of literates is shown by East Kameng with 40.89 percent only. Six districts have registered percentage of literates above the State average of 54.74 percent and seven districts are below the state average. Among the Circles, the highest percentage of literacy is recorded by Naharlagun Circle with 79.29 per cent literates and the lowest of 7.63 per cent by Manchal Circle under Lohit District. In case of rural areas, the highest literacy percentage is shown by Naharlagun Circle of Papum Pare District with 76.52 p.c. and the lowest literacy p.c. by Manchal Circle. Among the seventeen

SIZE CLASS OF TOWNS

As we have mentioned above there are no notified towns in the State of Arunachal Pradesh. There are only 17 Ccnsu'i Towns in the State. Based on the size of population, Cities and Towns in Census are divided in six size classes. Arunachal Pradesh is without any Class I or Class II Cities(Towns having no Town with population of 1 Lakh and above or 50,000 and above. Itanagar, Naharlagun and Pa<.,ighat Towns fall in the category of Class HI having population in thc range of 20,000 - 49,999. Along, Daporij\), , Seppa, , Namsai and Raing fall in the size Class of category IV with population ranging bdwecn 1O,OUO - 19,999. , , Changlang, Deomali and Jairampur Towns arc categorised in Class V with population ranging between 5,000 - 9,999. The last category of Class VI has 'only 2 Towns Tawang and Basar with less than 5,000 population.

TRENDS IN URBANISA TION

Till j 961 Census the State of Arunachal Pradesh was entirely rural. From 1971 only, urban centres came into being after the declaration of Bomdila, Along, and Tezu as Census Towns. Two more towns Le.Naharlagun and Itanagar were added to the previous list increasing the urban areas to six in 1981. Ziro, , Namsai and Khonsa were added to the earlier list raising the Town figures to ten in 1991. In 2001 Census, seven more areas were added to the Town list. These are Tawang, Seppa, Daporijo, Basar, Changlang:, Jairampur and Deomali. The seventeen towns of the State taken tugdht.:r form 20.41 percent of the State population of 2001.
