Members of the public: Christine Evans, Roger Helliwell ITEM 1 (636) PUBLIC FORUM Roger Helliwell was concerned about the absence and condition of existing footway to Cowbridge from Ystradowen. Rhodri confirmed that the 106 agreement through the Edenbrook development in Ystradowen would provide funds to complete the footway. Problems with overhanging branches and the condition of the existing footway should be reported to the Vale through the Clerk. Christine Evans reported that Christmas Celebrations at Hendrewennol had been cancelled and the covers on the poly tunnels had not all been removed, as advised in the planning approval notice. Clerk to report to Enforcement Unit. ITEM 2 (637) RECEIVE APOLOGIES Bill Fawcett, Glyn Jenkins, Nick Craddock and PCSO Kieran Byrne . ITEM 3 (638) DECLARATION OF MEMBERS’ INTERESTS Andrew Foyle declared an interest in the planning application for Maendy Ganol, completed a pro forma and left the meeting for any discussions concerning this application. This follows difficulties in installing a controlled pedestrian crossing in the area due to the current geometry of the main road. • There are S106 monies available for a sustainable transport contribution in Aberthin resulting from the development of land at Court Close, Aberthin (2016/00867/FUL). The sustainable transport contribution is £45,376.41. • The Council is currently taking part in a pilot project aimed at capturing long term data and developing an enforcement strategy before the planned roll-out of a default 20mph speed in Wales in April 2023. F.S.A. scourfieldconsultancy.co.uk June 2019 1 EXECUTIVE SUMMARY This appraisal of the heritage interest of the former comprehensive school at Aberthin Road, Cowbridge reassesses reports from various parties including the planning applicant, Cadw, the Vale of Glamorgan Council and the Victorian Society. Extensive research has produced a fascinating wealth of new information which underpins the very high architectural and historical importance of the school not just in a local context, but critically, in a national one. Whilst the building is undoubtedly a candidate for inclusion within the register of 'county treasures', it is also an obvious candidate for statutory listing. The importance of the school may be summarised thus:- Historical Importance. Cowbridge was the first girls' intermediate school to be built (1895-6) in Wales and England, under an Act of Parliament that was of seminal Welsh importance. The school was built amid notorious local acrimony, which resonated at a national scale, Glamorgan being the last county in Wales to adopt the county schools scheme as a result. Amid its contemporaries, Cowbridge was highly unusual in including accommodation for boarders at the outset and for being funded to a great part, by private patronage (not strictly in the spirit of council-provided education). Architectural Importance The original character of Cowbridge School survives intact to a very high degree, externally and internally. It retains its original plan-form and was extended in 1909 in a remarkably sensitive manner.
