YEREVAN 2019 FOREWORD Mandate NGO presents the monitoring results of the work over the 4th session of the National Assembly of the 6th convocation and the 1st one of the National Assembly of the 7th convocation. The period under review was exceptional in the parliamentary history. For the first time the legislature ceased its work before the completion of the 5-year term set by law. The National Assembly of the 6th convocation formed by the results of the elections on April 2, 2017 functioned only for 1.5 years. The political developments unfolding after the April revolution led to the dissolution of the the National Assembly and holding of early parliamentary elections.’ The report summarizes the key indicators of the work of the parliament of the 6th convocations, looks at the impact of the political developments on the exercise of the lawmaking and oversights functions of the NA. We followed the first phase of work of the parliament of the 7th convocation, reviewed the key tenets of the election programs of the political forces represented in the National Assembly, their similarities and differences. Doctor of Sciences (History) ETERNAL GLORY AND HONOR TO THE HEROES AND THEIR COMRADES-IN-ARMS WHO SACRIFICED THEIR LIVES FOR THE FREEDOM AND INDEPENDENCE OF THE FATHERLAND More than 4500-year-old roots of the Armenian Army are hallowed by the freedom struggle of the Armenian nation for the defence of the Fatherland against foreign invaders. The Armenian liberation torch sanctified by Hayk Nahapet (Patriarch) passed over from Hayots Dzor1 to Avarayr, Zeytun, Sasun, Sardarapat and has reached Artsakh. The heroes sacrificing their lives for the liberation of the Fatherland are immortalized. Hayk Lake Van 1 Մովսէս Խորենացի, Պատմութիւն Հայոց, Երևան, 1991, էջ 32-37: The year 2008 marked the 4500th anniversary of the victory of the Armenian Patriarch Hayk against Bel at the battle of Hayots Dzor (on the shore of Lake Van). Thе calendar calculation of the date based on the periodicity of “Hayk’s Cycle” of the “Ancient Armenian era” was done by the famous Armenologist Ghevond Alishan (1820-1901) (Ալիշան Ղ., Յուշիկք հայրենեաց Հայոց, հ. Ա, Վենետիկ, 1920, էջ 85). There was no leap-year in the ancient Armenian era, since a year was always considered to consist of 365 days; hence the year and the date were movable. Thus 1460 years, according to the Julian calendar, amount to 1461 years, according to the Armenian Calendar. By such periodicity of the “Cycle of Hayk”, 2492 BC denotes the year of Hayk’s victory. The beginning of the victorious year was Navasard 1 (=August 11). New discoveries connected with the observations of the starry sky (the 6th millennium BC - Zorats kar (Karahunj), the first half of the 3rd millennium BC - Metsamor), archaeological excavations and petroglyphs in the Armenian Highland, bear witness to the deep Haykian roots, and that the glorious victory of Hayk symbolized the beginning of a very important new epoch of the Armenian history. -

I believe we are the most fortunate generation of Armenians in a thousand years. I know that many people will be astounded by that statement. All of us are painfully aware of how difficult the last 15 years have been for the people of Armenia and Nagorno-Karabakh. Despite all the difficulties that all of us are aware of, it is important for us to appreciate the efforts of the greater Armenian-American Diaspora in rebuilding the Homeland. After nearly a thousand years of foreign domination and ninety years after the genocide of our people, we are not only still here. But we are here and given the privilege and the right that so many have struggled for, to build a new nation, a new Armenia that we can all be proud of. Armenia Fund has been the primary conduit of such efforts of the Armenian-American Diaspora. With a strong supporter base in the Western United States, Armenia Fund has overcome challenges in the homeland by meeting urgent needs and cementing long term developments. Thanks to its global network of affiliates in more than 19 countries, Armenia Fund continues to bring together individuals, major com- munity organizations and share the common goal of providing a secure future for the Armenian nation. Our efforts were clearly shown, once again, during our 2005 Telethon when we registered the highest rate of participation amongst members of the public. This demonstrated, yet again, that Armenia Fund remains the premier non-profit humanitarian organization in rendering vital infrastructure development projects in Armenia and Karabakh. -
