Shandong Construction Development Research Institute Immigrant Resettlement External Monitoring and Evaluation Group 2007-12-15 I. Monitoring and Evaluation Overview According to requirements of Asian Development Bank (ADB), all immigrant resettlement under ADB loan projects shall be regularly monitored by the immigrant resettlement external monitoring and evaluation group during execution. Therefore, Shandong Construction Development Research Institute Immigrant Resettlement External Monitoring and Evaluation Group worked out specific programs for immigrant resettlement external independent monitoring and evaluation and implemented in actual operation. 1.1 Purpose of monitoring and evaluation According to requirements of Asia Bank and PMO, external monitoring and evaluation must be carried out for immigrant resettlement work under Asia Bank loan projects. It is to provide objective and fair evaluation of the immigrant resettlement by carrying out field tracing investigation and periodic monitoring of related data and information, so as to locate existing or potential problems, put forward rationalization proposals, report the evaluation results and related proposals to Asia Bank, PMO, project owners and related authorities as an important basis for Asia Bank loan project examination, in order to improve the implementation of immigrant resettlement. 1.2 Contents and methods of monitoring and evaluation 1.2.1 Basic contents and important contents of monitoring and evaluation 1.2.1.1 Basic contents 1. Land requisition progress; 2. Immigrant resettlement progress; 3. Fund provision and use; 4. Immigrant production and living arrangement and livelihood restoration; 5. Public participation; 6. Immigration organs operation and efficiency. 1.2.1.2 Important contents For difference conditions of various subprojects and evaluation convenience, we divided affected persons in all subprojects into two categories : (1) rural affected population, and (2) urban affected population (the classification is not based on project contents). (1) Rural affected population For rural affected population, refer to "Base Investigation Report" (No. 1 monitoring and evaluation report). Secondly, most of the affected villagers in the three villages are half farmers and half industrial employees, with a certain comparability. This study aimed to determine the spatiotemporal distribution and epidemic characteristics of notifiable respiratory infectious diseases. Methods: Time series was firstly performed to describe the temporal distribution feature of notifiable respiratory infectious diseases during 2005–2014 in Shandong Province. GIS Natural Breaks (Jenks) was applied to divide the average annual incidence of notifiable respiratory infectious diseases into five grades. Spatial empirical Bayesian smoothed risk maps and excess risk maps were further used to investigate spatial patterns of notifiable respiratory infectious diseases. Global and local Moran’s I statistics were used to measure the spatial autocorrelation. Spatial- temporal scanning was used to detect spatiotemporal clusters and identify high-risk locations. Results: A total of 537,506 cases of notifiable respiratory infectious diseases were reported in Shandong Province during 2005–2014. The morbidity of notifiable respiratory infectious diseases had obvious seasonality with high morbidity in winter and spring. Local Moran’s I analysis showed that there were 5, 23, 24, 4, 20, 8, 14, 10 and 7 high-risk counties determined for influenza A (H1N1), measles, tuberculosis, meningococcal meningitis, pertussis, scarlet fever, influenza, mumps and rubella, respectively.

Based on the evaluation methods and systems of information measurement level, and according to the principles of agriculture information subject, the study constructed 13 indices system for the measurement of the rural areas and agriculture information level in Yellow-river Delta in 2007. Spatial autocorrelation model of rural areas and agriculture information of 19 country units showed that the comprehensive information level of Hanting, Shouguang, Guangrao, Bincheng, Huimin, Wudi and Yangxin country unit is very significant, has the obvious spatial agglomeration and homogeneity characteristics, but information level agglomeration of Kenli country and Zouping city has the significant heterogeneity, and information level agglomeration characteristics of other 10 country units is not significant. The radius surface of the complicated information level from radial basis function model indicated that rural areas and agriculture information service has a certain service radius, the distance of service radius in theory is 30Km, the gradient and hierarchy is obvious. According to it, the comprehensive service node should be established in Bincheng district and the secondary service node should be set up in Wudi country for improving the service efficiency.

Court decision: In February 2010, he was sentenced to 15 years in prison by the Zhongyuan District People’s Court of Zhengzhou City, Henan Province. Place of imprisonment: No. 1 Prison of Henan Province Other information: He was regarded by the Chinese authorities as a major criminal of the state and had long been on the wanted list. To arrest him, authorities offered 500,000 RMB as a reward to informers who gave tips leading to his arrest to police. He was arrested at the home of a Christian in Xuchang City, Henan Province. Based on the information from a Christian serving his sentence in the same prison, HE Zhexun was imprisoned in a separate area and not allowed to contact other prisoners. XIE Gao, ZOU Yuxiong, SONG Xinling and GAO Qinlin were arrested in succession alongside him and sentenced to prison terms ranging from 11 to 12 years.
