I. Monitoring and Evaluation Overview
According to requirements of Asian Development Bank (ADB), all immigrant resettlement under ADB loan projects shall be regularly monitored by the immigrant resettlement external monitoring and evaluation group during execution. Therefore, Shandong Construction Development Research Institute
Immigrant Resettlement External Monitoring and Evaluation Group worked out specific programs for immigrant resettlement external independent monitoring and evaluation and implemented in actual operation.
1.1 Purpose of monitoring and evaluation According to requirements of Asia Bank and PMO, external monitoring and evaluation must be carried out for immigrant resettlement work under Asia Bank loan projects. It is to provide objective and fair evaluation of the immigrant resettlement by carrying out field tracing investigation and periodic monitoring of related data and information, so as to locate existing or potential problems, put forward rationalization proposals, report the evaluation results and related proposals to Asia Bank, PMO, project owners and related authorities as an important basis for Asia Bank loan project examination, in order to improve the implementation of immigrant resettlement. 1.2 Contents and methods of monitoring and evaluation 1.2.1 Basic contents and important contents of monitoring and evaluation 1.2.1.1 Basic contents 1. Land requisition progress; 2. Immigrant resettlement progress; 3. Fund provision and use; 4. Immigrant production and living arrangement and livelihood restoration; 5. Public participation; 6. Immigration organs operation and efficiency. 1.2.1.2 Important contents For difference conditions of various subprojects and evaluation convenience, we divided affected persons in all subprojects into two categories : (1) rural affected population, and (2) urban affected population (the classification is not based on project contents). (1) Rural affected population For rural affected population, refer to "Base Investigation Report" (No. 1 monitoring and evaluation report). In "Base Investigation Report" (No. 1 monitoring and evaluation report), we deem Lixiaohai Village in Binzhou, Tongjiadaokou Village in Shanghe and Xipu Village in Gaotang as rural keypoints,

Secondly, most of the affected villagers in the three villages are half farmers and half industrial employees, with a certain comparability. (2) Urban affected population For urban affected population, refer to "Base Investigation Report" (No. 1 monitoring and evaluation report). 1.2.2 Methods of monitoring and evaluation According to the involuntary resettlement principles and policy objectives of ADB, Shandong Construction Development Research Institute Immigrant Resettlement External Monitoring and Evaluation Group carried out the monitoring and evaluation with methods of sociological documentation, typical survey, direct visit, field inspection, discussion and questionnaires. First, typical survey method was used to determine Lixiaohai Village, Tongjiadaokou Village and Xipu Village as keypoints for rural monitoring. Secondly, direct visit method was used with the affected villagers in the above mentioned three villages as investigation subjects. According to ADB requirements on monitoring proportion, all affected households were deemed as basic subjects of the monitoring and evaluation. 1.3 Organization and implementation of monitoring and evaluation According to Shandong Haihe Basin Pollution Control Project Immigrant Resettlement Plan optimized and renewed by project executing units, During August 15 to September 11 and November 10 to November 30, 2007, based on the base investigation report (No. 1 Monitoring and Evaluation Report) in April of

In the report, personal information of related villagers are provided by villagers themselves and the specific compensation amounts are confirmed against the compensation distribution sheets with personal signatures. Detailed data and information on land requisition progress, project progress, fund settlement and use, resettlement progress and immigration organ operation were obtained from project units and concerned authorities of district/town governments.
II. Monitoring and evaluation of land requisition progress 2.1 Monitoring of land requisition progress According to field inspection and investigation by the monitoring and evaluation group, up to December 15, 2007, when the report was submitted,Binzhou Subproject achieved a permanent land requisition of 65.6 mu (including 62.2 mu in Binzhou Economic Development Zone Dudian Office Lixiaohai Village and 3.4 mu in Bincheng District Shangji Town Shaogouqianhan Village), with all compensation settled and civil work commenced in June 25, 2007; Shanghe Subproject achieved a permanent land requisition of 65 mu (including 23 mu in Shanghe Town Tongjiadaokou Village, 40 mu in Zhangfang Township Zhanglaozhuang Village and 2 mu of collective ditch land), with all compensation settled (civil work commenced in November 2007); Gaotang Subproject achieved a permanent land requisition of 81.54 mu (Xipu Village), with all compensation settled and civil work commenced in August 2007; Temporary pipe network construction started at the same time. 2.2 Evaluation of land requisition progress

The civil work of Binzhou City No. 2 Sewage Treatment Plant and reclaimed water utilization project has been commenced on June 25, 2007. The works on the permanent requisition land are shown in the photos below.

2.2.1.2 The land for Linqing Domestic Wastes Treatment Plant Project was for a kiln of Xianfeng Office. The kiln was closed. The land is state owned. Land use license has been approved. For closing the kiln, 26 temporary workers were compensated with RMB 2000 yuan each according to "Immigrant Resettlement Plan". The compensation has been finished in June 2005 (refer to compensation sheet).

At the same time, resettlement compensation of RMB 170,000 yuan and subsidy of RMB 52,000 yuan were paid to the kiln owner on June 1, 2005 (refer to the receipt). 2.2.1.3 The land for Linyi Wastes Treatment Plant is allocated be the State free of expense, with the "land use license" approved in October 2005. The project involves no immigration. 2.2.1.4 The land for Zouping Wastes Treatment Plant is state owned with compensation. A land transfer fee of 5.477 million yuan was paid to Zouping County Financial Bureau on July 27, 2007. The land for the project was original Zouping No. 723 Farm, involving resettlement of 25 farm staff members. According to "Immigrant Resettlement Plan", the newly built wastes treatment plant shall provide training and jobs to the above mentioned staff. As the project just entered civil work construction stage, the monitoring of employment of the original No. 723 farm staff will be covered in the next report. 。 For farm staff members, refer to the following table.

2.2.1.5 The land for Linqing City Sewage Treatment Project is a state owned land for transfer. The land use license was approved on December 25, 2006. According to investigation, up to the end of November 2007, Binzhou Project, Gaotang Project and Shanghe Project had begun to involve temporary land use for pipe network construction.

The pipe work has not been commenced for Linqing City Sewage Treatment Project due to plan optimization. The monitoring of temporary land use for pipe network of the project will be covered in the next report. III. Monitoring and Evaluation of Fund Settlement and Use 4.1 Monitoring of Fund Settlement and Use 4.1.1 Monitoring of Fund Settlement and Use for Binzhou City No. 2 Sewage Treatment Plant and Reclaimed Water Utilization Project According to investigation, up to December 15, 2007, the funds for permanent land requisition, crop compensation, resettlement fees and above-ground attachment compensation were settled for Binzhou City No. 2 Sewage Treatment Plant and Reclaimed Water Utilization Project. As verified through investigation, the criteria for land and crop compensation of Binzhou City No. 2 Sewage Treatment Plant and Reclaimed Water Utilization Project are the same as specified in the "Immigrant Resettlement Plan". 4.1.2 Monitoring of Fund Settlement and Use for Gaotang Sewage Treatment Plant Phase 2 and Reclaimed Water Utilization Project According to investigation, by December 15, 2007, the funds for permanent land requisition, crop compensation, resettlement fees and above-ground attachment compensation were fully settled and distributed to affected villagers of Xipu Village (Gaotang Xipu Co. Ltd.). The sum was RMB 2,186,962 (the date of compensation settlement is January 29, 2007. For details refer to related formalities).

4.1.3 Monitoring of fund settlement and use of Shanghe Sewage Treatment Plant Project According to investigation, up to December 15, 2007, the funds for permanent land requisition, crop compensation, resettlement and above-ground attachment compensation were settled for Shanghe Sewage Treatment Plant Project. The land requisition involves 43290 M2 (or 65 mu), with land compensation of 1638000 yuan and crop compensation of 5400 yuan for 9 mu of cotton farmland (other land was not farmed since relevant notice was issued). The total compensation was RMB 1643400 yuan (the date of compensation settlement is September 30, 2007. For details refer to related formalities). 4.2 Evaluation of fund settlement and use According to project implementation plan and fund settlement, it is observed that: First, the permanent land requisition and related compensation funds were settled before project commencement, meeting the requirements of construction progress. Secondly, as compared to immigrant resettlement action plan, the compensation criteria were raised in varying degrees and timely distributed to related villages, protecting the benefits of affected villages.
V. Monitoring and evaluation of production and living conditions of immigrant villages 5.1 Typical households in immigrant monitoring Totally 91 typical households from three typical villages affected by the project were taken for monitoring. For details, refer to Part 2.
5.2 Monitoring of production and resettlement of immigrants and affect villagers 5.2.1 Binzhou subproject: Lixiaohai Village land requisition compensation Through field investigation, it is found that, Lixiaohai Village and Shaotouqianhan Village received payments for land compensation, above-ground attachment and crop compensation from Binzhou City No. 2 Sewage Treatment Plant according to "Immigrant Resettlement Manual" by Asia Bank. According to "Immigrant Resettlement Report", relevant regulations by the Chinese government and compensation agreement signed with villagers, the criteria were

According to investigation, the compensations for permanent land requisition, crop and above-ground attachments were settled as required by the "Immigrant Resettlement Plan" of the project. 5.2.3 Gaotang subproject: Xipu Village land requisition compensation According to field investigation, the permanent land requisition in Xipu Village was 81.54 mu, affecting 79 persons in 19 households. The compensations for land and crops were RMB 25300 yuan per person per mu, and all paid to affected villagers in January 2007. 5.3 Monitoring of immigrant living resettlement 5.3.1 Basic conditions of typical households for immigrant monitoring According to related policy guide by Asian Bank and proposals by Project Unit and village commission, we selected typical households from affected villages for monitoring: Typical households from Binzhou Lixiaohai Village are Li Zhugui, Li Yanzhen, Li Pinggui, Li Dongling and Li Chunnian (the names of the household heads); Typical households from Shanghe Tongjiadaokou Village are Xiao Yongjun, Zhang Tianfa, Xiao Zhensheng, Zhang Deqiang, Xiao Deliang, Zhang Jicheng and Wang Shizhen (the names of household heads); Typical households from Gaotang Xipu Village are Zhang Jinxiang, Zhao Chuantao, Zhao Jiarong, Yang Jinlan, Zhao Chuanwei and Zhao Chuanzheng (the names of household heads). Through household investigation, we found that, among all the typical households from the above mentioned three villages, none of them was completely depending on agricultural income as the main financial source. They were in a semi-farming status and the main household incomes came from doing casual labor jobs outside. For example, the affected villagers of Binzhou Lixiaohai Village could get jobs from the labor market of the economic development zone, with an income of RMB 40-50 yuan per man/day. The affected villagers of Shanghe Tongdaokou Village mainly engaged with construction market, working for building teams as long term or temporary labors. Most of farm works were done by women.

Farm works were done by women.
5.3.2 Disadvantaged groups among affected villagers According to our investigation, there was no disadvantaged group in affected villagers of all subprojects (the two households of disadvantaged groups mentioned in the "Immigrant Resettlement Plan" of Shanghe Project refer to women laborers). 5.4 Evaluation of production, living resettlement and income level of affected villagers In view of the monitoring results, the land requisition compensation was completed well for all villagers affected by the subprojects, without any lingering problem. 5.4.1 Compensatory payments All payments for land compensation, above-ground attachment compensation and crop compensation were paid to villagers affected by various subprojects. The livelihood restoration plan and its implementation according to "Immigrant Resettlement Plan" will be covered in No. 3 monitoring and evaluation report. 5.4.2 Evaluation of living standard of affected villagers In fact, no affected villager was completely depending on agricultural income as the main financial source. All of them were in a semi-farming status, with the main household incomes coming from doing casual labor jobs outside. The monitoring and evaluation of living standard of affected villagers will be covered in No. 3 monitoring and evaluation report. 5.4.3 Evaluation of income level of affected villagers As the work of permanent land requisition was just concluded and the construction of various subprojects has been carried out for a short time, the

The monitoring and evaluation of immigrant income level will be covered in No. 3 report. VI． Monitoring and evaluation of public participation 6.1 Monitoring of public participation According to investigation, all subprojects of Shandong Haihe Basin Pollution Control Project using loans from Asian Bank attach importance to participation of and consultation with immigrants (affected persons) and widespread public mobilization was carried out to immigrants and affected villagers. The specific embodiments are as follows: First aspect: For affected villagers 1) Affected villagers covered by the investigation basically know the contents of project. 2) Affected villagers covered by the investigation basically know the policies, regulations, compensation criteria and resettlement plan relating to the project. 3) Affected villagers covered by the investigation know that, if they have any doubt or discontent to the related policies, regulations and compensation criteria, they can consult or appeal to concerned governmental authorities through village commission. Second aspect: For all subproject implementation units: Binzhou City No. 2 Sewage Treatment Plant, Shanghe Sewage Treatment Plant and Gaotang Sewage Treatment Plant 1) Convened meetings participated by representatives of affected villagers, village cadres and disadvantaged groups (women) to introduce project progress and carefully collect their comments and proposals. 2) Sent workgroups to affected villages, together with village commission members, to explain the related policies, regulations, compensation criteria and resettlement program to villagers.
------26------Shandong Construction Development Research Institute Address: Sanlizhuang 17, Jing 6 Lu, Jinan, China Tel: 0086-83180915 Fax: 0086-535-6371234 Email: [email protected] Immigrant Resettlement Monitoring and Evaluation Report for Shandong Haihe Basin Pollution Control Project Using Loans from Asia Bank 3) During immigrant resettlement, responsible leaders of cities/counties (responsible deputy mayors / deputy county heads and chief of construction committees) act as leaders of immigrant resettlement leading groups and held meetings of immigrant resettlement officers to discuss problems in resettlement, and answer and resolve practical problems. 4) Contact cards were made and distributed by Shanghe County Sewage Treatment Project Preparation Office to collect feedback on immigrant resettlement. 6.2 Evaluation of public participation During visiting typical households, we found that, all villagers investigated basically know the project size, compensation criteria and related policies/regulations, and content with the compensation criteria, compensation program and immigrant resettlement plan. Up to the date when the report is submitted, there was no complaint or appeal by affected households / persons against the compensation criteria or compensation program. This explains that: Binzhou City No. 2 Sewage Treatment Plant, Shanghe Sewage Treatment Plant and Gaotang Sewage Treatment Plant did effective work in public participation, satisfied the requirements and basic desires of affected villagers and immigrants and achieved the anticipated targets, so as to make it possible for the resettlement plan to be carried out. Suggestion: Project units shall continue to take care of reflections of affected villagers and resolve any problems in immigrant resettlement according to Asia Bank policies. VII. Monitoring and evaluation of operation and efficiency of immigration mechanism 7.1 Monitoring of immigrant resettlement mechanism

7.1.2 Gaotang County immigrant resettlement mechanism For implementation of Phase 2 Project of Gaotang Water Purification Co. Ltd., Gaotang County Government established a project leading group, with a deputy county head as group leader and members from authorities of environmental protection, land resource, finance and construction. The leading group has an office (project office) in Gaotang County Environmental Protection Bureau, responsible for coordination and management of the sewage treatment project. The project office is in charge of the immigrant resettlement work. 7.1.3 Immigrant resettlement mechanism of Shanghe urban sewage treatment plant project Shanghe County established a project leading group, with the county head as group leader and officers from planning bureau, construction bureau, land bureau, financial bureau, civil affair and social security authorities, responsible for coordination during project preparation and implementation. In view of the immigrant resettlement mechanism arrangement, it is reasonable in mechanism arrangement and clear in responsibility (for details refer to immigrant resettlement plan). Suggestion: Immigrant resettlement mechanisms of all subprojects shall strengthen organization and provide necessary full-time staff to improve work efficiency in immigrant resettlement.
VIII. Conclusion and suggestions 8.1 Conclusion （1） All immigration mechanisms are clear in responsibility and good in operation, capable to fulfill their duties and tasks. （2） The related policies and compensation programs in "Immigrant Resettlement Plan" were carried out during permanent land requisition with legal and correct methods, realizing justice, fair play and publicity; compensation funds were settled timely, meeting the needs for land requisition and immigrant resettlement. （3） Up to December 15, 2007, permanent land requisition of all subprojects was completed with compensation paid. Affected villagers are widely satisfied, with their family life not affected by land requisition. （4） The performance of compensation for temporary land use and restoration is different due to different work progress of various subprojects. Through field investigation, all subprojects involving temporary land use for pipe network construction were compensated and restored as designed in "Immigrant Resettlement Plan".

8.2 Suggestions （1） Special immigrant resettlement office shall be set up under project office and the staff members shall be kept stable. Meanwhile, strengthen immigration management and staff training to further improve efficiency and capability. （2） Establish immigrant resettlement internal monitoring mechanism and system, and regularly submit internal monitoring report according to "Immigrant Resettlement Plan". （3） Pay visit to affected villagers and typical households from time to time and resolve problems in livelihood restoration of the affected households. （4） Attach importance to information filing for immigrant resettlement. Take a good care in keeping the data of immigrant resettlement, land requisition and compensation payments, and establish immigrant resettlement records to provide basic information for project final acceptance and immigrant resettlement monitoring and evaluation.
