The project seeks to acquire three acres of land and build a bus and carpool/vanpool Park and Ride with approximately 200 stalls near the US Highway 6 interchange of I-15, allowing all three routes to service the Canyon Creek Development. Locating the Park and Ride in the Canyon Creek Development will support local commerce and development desires through increased transit connectivity as well as offer otherwise automobile commuters access to the employment center via transit. There is currently no official park and ride lot in Spanish Fork and Springville. The purpose of the project is to provide a centralized bus connection to the regional transit system within an area conducive to retail and commercial growth. The need for the project is to support Spanish Fork's economic growth desires for the Canyon Creek development while also giving automobile commuters to/from southern Utah County transit alternatives to driving, thus reducing vehicle emissions and improving air quality. 2.2 Describe existing service/conditions The only park and ride lot that UTA serviced in the area was a church lot that UTA used under contract. The use of the arrangement became so popular that the church did not have parking available for their smaller weekday events, and the contract was terminated. Those who parked there to ride transit are now parking on the street or at other locations in the area to board the bus. Currently, UTA Bus Route 805 from Santaquin to Provo Central Station services Spanish Fork at 600 E and 1000 N while UTA Bus Route 821 from Payson to Provo Central Station and Route 822 from Payson to BYU/UVU provide services to the city along Center Street, 800 E, and Expressway Lane. Bus and Carpool/Vanpool Park and Ride What services are provided in the operating of this project? Connection to three commuter bus routes, and a meeting place for carpool/vanpool 2.5 Describe any equipment to be purchased (buses, ITS, etc.). Bus shelters, benches, trash receptacles, signage, etc. 2.6 Describe how project is consistent with local plans. The Park and Ride is consistent with the Spanish Fork General Plan's transportation goals of providing a safe, convenient, and efficient system for transporting both people and goods and providing pleasant, safe, and functional non-motorized transportation routes. 2.7 Describe how project is consistent with Utah County ITS plan. N/A 2.8 If phased or segmented, describe how the phase has logical termini and what will future phases consist of. The lot is needed as soon as it can be constructed, so phasing is not desireable. Though it is not anticipated, if future FrontRunner park and ride lots result in this lot becoming obsolete, the site could be re-capitialized with proceeds helping construct additional improvements at FrontRunner locations. 2.9 Is project being coordinated with or constructed with a larger project? Will coordinate with Spanish Fork City in development of this area. 2.10 Describe how project will alleviate congestion on this or other facilities. The Park and Ride will give southern Utah County commuters to northern Utah County as well as those commuting to the Canyon Creek Development transit alternatives to alleviate automobile congestion on the I-15 corridor. 2.11 Describe any traffic improvements. (i.e lanes, signal coordination, ITS, turn lanes, bus pullouts, etc.) Access to the lot will be coordianted with Spanish Fork City desired traffic patterns and standards. (i.e. raised median, channelization of turn movements, barriers, parkway strips, etc.) Park and Ride design allows for safe pedestrian, automobile, and transit interaction. It also provides a safe place for carpool/vanpool users to park their vehicles. 2.13 How are complete streets addressed with this project? (plan for pedestrians, bikes, transit, trails, ITS) N/A 2.14 Describe traffic control changes at intersections. Please note, if questions pertinent to the project are not answered, zero points will be given. 3.1 Congestion Relief (25 Points) Explain if the project… a) Provides an alternate transportation facility that corrects an identified congested problem? Yes. The Park and Ride near I‐15 will allow otherwise automobile commuters to access three bus routes that connect southern and northern Utah County as well as being located in a major employment center for reverse commuters resulting in lower freeway congestion. b) Reduces congestion by reducing the number of vehicles. Yes. The Park and Ride will reduce the number of vehicles by providing transit alternatives for automobile commuters. c) Reduces the need for additional highway lanes for peak hour capacity. Yes. Each bus has a capacity of 40 seats. The average passengers per hour for a UTA bus is 26 passengers per hour. Carpool and vanpool use also directly removes vhicles from highways. d) Increases the efficiency of transportation system through traffic management measures. Bus and carpool/vanpool are Traffic Demand Management measures. e) Adds turning movements to relieve a congested intersection. N/A f) Design year number of users.
