Utilizing concepts from Stuart Hall’s model this paper draws attention to racial questions raised by the commercial. Even though the commercial’s stated purpose is to raise awareness of unequal social conditions in South Africa, its visual elements are racially offensive. The turmoil generated by the commercial is the consequence of the complex structure of its message, and the fact that its meaning is not determined solely by the organization’s stated intentions. This work explores the way that the processes of encoding and decoding generate different meanings. Hence, in spite of its attempt to combat economic racism, Feed A Child’s message has been decoded by part of its audience as the reproduction of historical stereotypes that confined blacks in South Africa in a ghetto of deficiency and laid the foundations of racism and apartheid in the country. In what is characterized as continuous struggle over meaning, this paper builds on Hall’s work on representation and reaches the conclusion that there is actually no fixed meaning to Feed A Child’s commercial message. Rather, its meaning resides in the articulatory process by which the two instances of meaning production negotiate for dominance. iv 1. Introduction Located in Southern Africa, the Republic of South Africa has historically suffered more than one sad event. From slave trade in the early 1600, the country was subjected to the rule of colonialism in the nineteenth century. And most recently the regime of apartheid that ended in 1994. South Africa was colonized by the English and Dutch. English domination of the Dutch descendents (known as Boers or Afrikaners) resulted in the Dutch establishing the new colonies of Orange Free State and Transvaal. The discovery of diamonds in these lands around 1900 resulted in an English invasion which sparked the Boer War. Following independence from England, an uneasy power-sharing between the two groups held sway until the 1940's, when the Afrikaner National Party was able to gain a strong majority. Strategists in the National Party invented apartheid as a means to cement their control over the economic and social system. Initially, the aim of the apartheid was to maintain white domination while extending racial separation. Starting in the 60's, a plan of “grand Apartheid” was executed, emphasizing territorial separation and police repression1. It is in this country with this long and sad history that in 2014, Ogilvy and Mather South Africa2 produced a television advertisement3 for the South African charity Feed A Child that sparked outrage and accusations of racism. It is an international advertising, marketing, and public relations agency based in Manhattan. It won the prestigious Cannes and Lions Award in 2013. 3 http://goo.gl/cRboV7. 1 child whose head rests on the lap of a white woman as she rubs him while popping titbits into his waiting mouth. The child is later rewarded with another snack when he brings the woman a newspaper in bed; he is then shown licking the woman’s finger while she is cooking. The message of this advertisement is supposed to be as the tag line at the end of the video reads: “The average domestic dog eats better than millions of children.” Help fed a starving child. By donating R204 via SMS to 40014. In its attempt to critique economic racism, Feed A Child opted for shock advertising which consists of triggering strong emotional reactions in order to attract its audience’s attention. This builds on cultural taboo in order to draw attention on the living condition of poor South Africans. Even though Feed A Child claims it wanted to make a positive argument about social inequality in South Africa, many viewers consider the advertisement to be offensive. This has resulted in it being banned by the A.S.A (Standards Authority of South Africa). Both the rhetorical audience5 and the larger audience receive the message, but their responses to it vary depending on differences in ethnicity and social status. Hence, visual meaning, as George et al. posits, is dependent on both the message sent and the audience’s reception of that message (201). Even though the commercial is accompanied by a written message that states the author’s purpose, “Help fed a starving child. SMS “child” to 40014 to donate R20”, the provocative force of its images is so strong that what the author’s intended meaning becomes problematic. 4 Twenty Rand. […] the rhetorical audience must be capable of serving as mediator of the change which the discourse functions to produce”(8). 2 Feed A Child’s advertisement, which was shown during breaks on South African news channels, has provoked a considerable amount of controversy. Outraged accusations o f racism made t o t he Sout h Africa’s Advertising Standards Agency6 prompted the removal of the ad. Its purpose is to manage South Africa's voluntary, self-regulating system of advertising. The A.S.A works with a variety of marketing communication industry stakeholders to ensure that advertising content in the country meets the requirements of its Code of Advertising Practice and to control advertising content in the South African public's interest. (Watchdogs: Advertising Standards Authority of South Africa, retrieved 2010-07-05) 7 Even though audience in the field of media studies is sometimes considered to be groups or individuals targeted by and often built by media industries (the target audience), the medium of distribution in the case of Feed A Child, television/and later YouTube, makes it difficult to discard the fact that a wider audience is going to receive the message and their reactions will also matter. It this study, I limit the scope of my analysis of audience to the South African public. The various interactions I have gathered are from tweets of South Africans. I also use interviews conducted by the South African news channel eNCA

Tomaselli Abstract: Stuart Hall’s encoding/decoding model is discussed in terms of CS Peirce’s theory of the interpreter and interpretant. This historical semiotic window frames an example to which the Hall model was applied in South Africa to oppose a military dirty tricks campaign that involved a Supreme Court case brought against the Minister of Defence by the End Conscription Campaign (ECC) requiring him to cease his disinformation against the ECC. The Minister’s own expert had proposed a transmission model of communication that was defeated by the Peirce-Hall combination. The author argues that the model can be massively strengthened when combined with Peirceian semiotics. Keywords: Stuart Hall, encoding/decoding, CS Peirce, Phaneroscopy, semiotics, reception Media-society relations are best studied within the broader conceptual environment facilitated by the circuit of culture model (Du Gay et al., 1997) that mimics Karl Marx’s circle of capitalist production, distribution and exchange. The model implicitly incorporated Stuart Hall’s (1981) ground-breaking encoding-decoding relationship. My argument will be that Charles Sanders Peirce’s (Hartshorne and Weiss, 1931-5) idea of the ‘interpretant’ – the idea to which the sign gives rise - was a crucial, if unspoken, progenitor of Hall’s model. Working at the same time as Hall, Umberto Eco (1972) had proposed “aberrant decoding” on which Hall must have drawn, as his chapter refers to a semiological article on encoding.     "Virtually An Alternative? The Medium, The Message and The User Experience; Collective Agency in Digital Spaces and EmBodied Social Change" Karen Cham, Kingston University LONDON Introduction This paper begins to looks at the digital realm as an alternative space of self- organization; one where communities, collective agency and social change are in a co-evolving feedback loop - by design. The author firstly sets out why we require new methodology to understand human agency in digital space and then outlines a methodological basis from which to address the topic, based on the commercial practices of ‘user experience’ (UX) design. By looking at examples, she then goes on to demonstrate how UX design parameters are often subverted in the social use of digital spaces, giving rise to a type of collective agency that would have conventionally been understood in media theory as ‘aberrant decoding’. However, she argues that collective agency in digital space is better understood as a type of 'human noise', a bi-product of the medium of transmission, as it is as often as undesirable as it is beneficial. She concludes that in digital space, ‘user experience’ is a part of a converged medium/message/effect transaction and proposes we must design responsibly for this, in the knowledge that engagement with the message, via this medium, will result in embodied social change.     1 Semiotic Analysis face this assignment—explaining semiotics and showing how it can be I applied to television and popular culture to those who know little or nothing about the subject—with a certain amount of apprehension. I’m not sure whether semiotics is a subject, a movement, a philosophy, or a cult-like reli- gion. I do know that there is a large and rapidly expanding literature on the subject and that many of the writings of semioticians are difficult to under- stand and highly technical. So my mission, if not impossible, is quite challenging: Not only am I to explain the fundamental notions or elements of semiotics, but I am also to apply them to television and television productions as well as to popular cul- ture in general. It is a large undertaking, but I think it can be done. The price I must pay involves a certain amount of simplification and narrowness of focus. I am going to explain the basic principles of semiotics and discuss some sample applications. I hope that after reading this chapter and the annotated bibliog- raphy provided, those interested in semiotics will probe more deeply into it at their own convenience. A Brief History of the Subject Although interest in signs and the way they communicate has a long history (medieval philosophers, John Locke, and others have shown interest), mod- ern semiotic analysis can be said to have begun with two men: Swiss linguist Ferdinand de Saussure (1857–1913) and American philosopher Charles Sanders Peirce (1839–1914). (Peirce called his system semiotics, and that has become the dominant term used for the science of signs.

    The authars explore the parallels to be found by comparing descriptions of the technical communicator with differing views of the communication process-the transmission, translation, and articulation views of communication. In each of these views, the place of the technical communicator and of technical discourse shifts with respect to the production of meaning and relations of power. The authors argue from the standpoint of the articulation view for a new conception of the technical communicatar as author and of technical communication as a discourse that produces an authar. (124) From this, Foucault concludes that "the function of an author is to characterize the existence, circulation, and operation of certain dis­ courses within a society" (124). At its most mundane, this is simply to note the fact that certain discourses are granted the privilege of authorship while others are denied this privilege. It is more remark­ able to notice, with Foucault, that this very fact suggests an inversion of the way in which we typically understand the relation between an author and a discourse: Rather than authors producing certain dis­ courses, certain discourses are understood to produce authors.

Media impacts people differently. A variety of information on various issues concerning society is delivered through media daily 24x7. However, each message has its own audience. Similarly each medium has its own audience. Newspapers and magazines as media orient themselves to the educated class. Radio and TV, though serve all classes people, they are oriented towards the un-educated or less educated. Mediated communication involves a sender transmitting a message to a recipient, who in turn decodes and interprets that message in his her own field of experience. This means there are multiple points in the communication process where misinterpretation and distraction are possible. There are a number of barriers to effective communication and these are potential interruptions of the flow of information are referred to as "noise". Communicative problems (i.e., noise) can be categorized into three groups: channel noise, semantic, and efficacy of the message to deliver the intended meaning. It is the semantics that is of great concern for communicators.
