This Visual Impact Assessment (VIA) has been prepared by Keppie on behalf of Glasgow Harbour Ltd (the Applicant) to support the application for Planning Permission in Principle for their development proposals at Yorkhill Quay, Stobcross Road, Glasgow.

The Planning Permission in Principle Application sets an outline development framework for the development of Yorkhill Quay, situated on the Northern banks of the in the West End of Glasgow, between the and the Scottish Event Campus (SEC).

As this application is for Planning Permission in Principle (PPiP), full details regarding the layout, design and materials of the proposed elements do not need to be submitted at this stage.

However, in order to facilitate a broader understanding of the ideas proposed, indicative options for the development have been shown.

2.1 ACCURATE VISUAL REPRESENTATION The visual impact assessment takes cognisance of the site specifi c location, constraints and opportunities at Yorkhill Quay.

The assessment is structured according to 3 different yet overlapping ambits of analysis, carried out using a recognised Accurate Visual Representation method:

Step 1: Identifi cation of relevant panoramas, key views and river prospects

Step 2: Description of the view and its composition

Step 3: Description of the proposal and its impact on the view

The design team has utilised VU.CITY as the recognised Accurate Visual Representation method for the assessment of Yorkhill Quay.

VU.CITY is an intelligent platform capable of visualising signifi cant amounts of data, demonstrating the real life impact of buildings on their surrounding environments.

Accurate to 15cm, the VU.CITY platform covers the centres of all major UK and international cities.

By importing indicative 3D Revit model geometry directly into VU.CITY, the impact of height, scale and massing can be tested within an accurate city-wide context.

The VU.CITY model for Glasgow is constantly being updated in real-time to include future development proposals. The project Timeline feature highlights consented developments (yellow) and live construction projects (blue), as shown on the adjacent extract image.

This allows the design team to assess the impact of the proposals in both the existing context and within the context of planned development, considering the evolving city within the wider future context.

10 2.2 IDENTIFICATION OF KEY VIEWS 8 no. key views and vistas have been identifi ed relevant to the specifi c proposal at Yorkhill Quay, as shown on the adjacent diagram:

The panoramas to be considered relate to analysing the visual presence of the proposed development against the City background.

From the South, long range views help assess how the development fi ts into the skyline of Glasgow, preserving the historical character of existing West End landmarks. River prospects will help assessing the insertion of the development into the existing and planned river context.

From the West at Water Row, it is possible to test how the development will add value to the sequence of building defi ning the river environment, both on the North and South of the water space.

Key views identifi ed are specifi c to the existing fabric of the context and the existence of relevant corridors and viewpoints from where the development will be seen.

The scale of analysis for each of the above views and vistas is different, providing a variety of assessment tools, design opportunities and constraints.

2.3 ANALYSIS OF KEY VIEWS & IMPACT OF PROPOSALS The 8 no. key views and vistas identifi ed have been critically analysed by the design team, identifying positive and distinctive components to be preserved/ enhanced, as well as negative characters to be born in mind. This analysis has been carried out based on current conditions, as well as future evolution of the cityscape.

In order to describe the proposal and its impact on the key views, suffi cient 3D modelled information has been provided to describe the indicative development, its location, setting, height, scale and general typology.

At this stage, the visual impact assessment does not include detailed information on architectural language, materiality, colours, etc. This will be covered in the future evolution of the design, with detailed applications to follow for each individual plot, if the PPiP application is consented to.
