Tenth Street Bloomington, IN 47406-7512 USA https://celcar.indiana.edu/ iii History of ConCALL The Conference on Central Asian Languages and Linguistics (ConCALL) was founded in 2014 at Indiana University by the Center for Languages of the Central Asian Region (CeLCAR) under the leadership of Dr. Öner Özçelik, the residing director, with grants and contributions from the U.S. Department of Education (DOE) and several units at Indiana University, including the Ostrom Grant Programs, College of Arts and Humanities Center (CAHI), Inner Asian and Uralic National Resource (IAUNRC), College of Arts and Sciences, Sinor Research Institute for Inner Asian Studies (SRIFIAS), Department of Central Eurasian Studies (CEUS), and Department of Linguistics. To date, ConCALL's main sponsors are the DOE, CeLCAR, IAUNRC, and IU's Center for the Study of the Middle East (CSME). As the nation’s sole U.S. Department of Education funded Language Resource Center focusing on the languages of the Central Asian Region, CeLCAR’s main mission is to strengthen and improve the nation’s capacity for teaching and learning Central Asian languages through teacher training, research, materials development projects, and dissemination. As part of this mission, CeLCAR has an ultimate goal to unify and fortify the Central Asian language community by facilitating networking between linguists and language educators working on Central Asian languages, encouraging research projects that will inform language instruction, and provide opportunities for professionals in the field to both showcase their work and receive feedback from their peers. Thus, ConCALL was established to be the first international academic conference to bring together linguists and language educators working on the languages of the Central Asian region, focusing primarily on Altaic (Turkic, Mongolic, Tungusic) and Eastern Indo-European languages, as well as Eurasian Uralic and Tibetic languages, among others, with the aim of encouraging research into how these specific languages are (i) represented formally, (ii) acquired by second/foreign language learners, and (iii) best taught given research driven teaching methods. ConCALL represents all languages spoken in Central Asia and the surrounding areas, as well as languages that are genetically related to Central Asian languages. Languages represented in ConCALL-3 included, Armenian, Azerbaijani, Buryat, Daylami, Dari, Farsi, Gilaki, Kazakh, Kurdish, Kyrgyz, Mongolian, Pashto, Persian, Scythian, Shughni, Tajiki, Tati, Tibetan, Turkish, Turkmen, Uyghur, Uzbek, and Yugur. ConCALL was established in May 2014 to bring together linguists and language educators specializing in the languages of the Central Asian region, including Turkic, Iranian, Mongolic, Tungusic and Tibetan languages spoken in the region, among others. This year’s conference built on the success of our previous conferences and is consistent with our goals to create a stronger network of Central and Western Asian language experts and to provide a unique opportunity for researchers, pedagogists, linguists, and educators in the field to present their work to an audience of their peers in the same language field. Once again, we were pleased at the overall success of the conference. We had nearly 100 registered attendees that came from all over the globe, not only from the Central Eurasian region, including Afghanistan, Iran, Kazakhstan, and Kyrgyzstan, but also attendees from Australia, Canada, China, France, Germany, India, Israel, the Netherlands, Russia, and the United Kingdom! Additionally, we had attendees from 24 different American universities, as well as faculty and students from Indiana University. Our illustrious guest speakers included Jason Rothman (Professor of Literacy and Multilingualism from the University of Reading in the UK), Pollet Samvelian (Professor of Linguistics from Université Sorbonne Nouvelle in Paris, France), Mehmet Yavaş (Professor of Linguistics from Florida International University), Vera Gribanova (Assistant Professor of Linguistics from Stanford University), and IU’s own Rex Sprouse, Professor of Second Language Studies. Once again, we were impressed and inspired by the high level of quality abstract submissions. Out of an astounding 131 presentation proposals received, 36 were accepted for oral presentation (an acceptance rate of 27%) and 17 were selected for poster presentations (an acceptance rate of 13%), with an overall acceptance rate of 40% total for both oral and poster presentations. The selected presentations and posters covered an assortment of research topics, including syntax, semantics, phonetics, phonology, language acquisition, and pedagogy, related to an assortment of language families, including Turkic, Iranian, Mongolic, Tibetan, and even the Caucasian languages Armenian and Georgian. As a result, we can say with confidence that this competitive acceptance rate resulted in the highest quality selection of presentations at ConCALL yet! We cannot express enough our gratitude to all of those who continue to support this unique conference, which we genuinely believe is making a difference to strengthen and unite our greater CentralAsian language learning community, as well as increase both the quantity and quality of teaching these less commonly taught languages across the world. And finally, we would like to once again thank the conference’s founding organization, Indiana University’s Center for Languages of the Central Asian Region (CeLCAR), as well as our other 2018 conference sponsors: IU’s Inner Asian & Uralic National Resource Center (IAUNRC) and Center for the Study of the Middle East (CSME). Additionally, special thanks to the IU’s Hamilton Lugar School of Global and International Studies, College of Arts and Sciences, Central Eurasian Studies Department, and Department of Linguistics for their continued support and contributions.     SELECTED WORKS OF CHOKAN VALIKHANOV CHOKAN OF WORKS SELECTED SELECTED WORKS OF CHOKAN VALIKHANOV Pioneering Ethnographer and Historian of the Great Steppe When Chokan Valikhanov died of tuberculosis in 1865, aged only 29, the Russian academician Nikolai Veselovsky described his short life as ‘a meteor flashing across the field of oriental studies’. Set against his remarkable output of official reports, articles and research into the history, culture and ethnology of Central Asia, and more important, his Kazakh people, it remains an entirely appropriate accolade. Born in 1835 into a wealthy and powerful Kazakh clan, he was one of the first ‘people of the steppe’ to receive a Russian education and military training. Soon after graduating from Siberian Cadet Corps at Omsk, he was taking part in reconnaissance missions deep into regions of Central Asia that had seldom been visited by outsiders. His famous mission to Kashgar in Chinese Turkestan, which began in June 1858 and lasted for more than a year, saw him in disguise as a Tashkent mer- chant, risking his life to gather vital information not just on current events, but also on the ethnic make-up, geography, flora and fauna of this unknown region. Journeys to Kuldzha, to Issyk-Kol and to other remote and unmapped places quickly established his reputation, even though he al- ways remained inorodets – an outsider to the Russian establishment. Nonetheless, he was elected to membership of the Imperial Russian Geographical Society and spent time in St Petersburg, where he was given a private audience by the Tsar. Wherever he went he made his mark, striking up strong and lasting friendships with the likes of the great Russian explorer and geographer Pyotr Petrovich Semyonov-Tian-Shansky and the writer Fyodor Dostoyevsky.

After Kalmyks moved to Volga, they already had an independent Kalmyk language. The research showed how the Kalmyk language was influenced by the ancient Turkic language, the Uigur language and the Kirghiz language, and also by the Kazakh language and the Nogai language (the Qypchaq group).     Himalayan Linguistics Segmental and suprasegmental features of Brokpa Pema Wangdi James Cook University ABSTRACT This paper analyzes segmental and suprasegmental features of Brokpa, a Trans-Himalayan (Tibeto- Burman) language belonging to the Central Bodish (Tibetic) subgroup. Segmental phonology includes segments of speech including consonants and vowels and how they make up syllables. Suprasegmental features include register tone system and stress. We examine how syllable weight or moraicity plays a determining role in the placement of stress, a major criterion for phonological word in Brokpa; we also look at some other evidence for phonological words in this language. We argue that synchronic segmental and suprasegmental features of Brokpa provide evidence in favour of a number of innovative processes in this archaic Bodish language. We conclude that Brokpa, a language historically rich in consonant clusters with a simple vowel system and a relatively simple prosodic system, is losing its consonant clusters and developing additional complexities including lexical tones. According to Tournadre & Dorje (2003: 110), the evidentiality systeM of Lhasa Tibetan (LT) distinguishes no less than four “evidential Moods”: (i) egophoric, (ii) testiMonial, (iii) inferential, and (iv) assertive. If one also takes into account the hearsay Marker, which is cOMMonly considered as an evidential category in typological survey studies (e.g. Aikhenvald 2004; Hengeveld & Dall’Aglio Hattnher 2015; inter alia), LT displays a five-fold evidential distinction.     Consonant Mutation and Reduplication in Blin Singulars and Plurals Paul D. Fallon Howard University 1. Introduction Blin1, a Central Cushitic (Agaw) language of Eritrea, displays a complex series of consonant mutations between plural and singular forms, with several unusual properties. This paper describes several such properties, focusing on consonant mutation (or apophony), especially in relation to reduplication, using Correspondence Theory (McCarthy and Prince 1995) within the overall framework of Optimality Theory, drawing on data based on both published sources (e.g. Lamberti and Tonelli 1997) and the author's fieldwork in Eritrea. This paper describes the rare interaction between mutation and reduplication, and provides additional support for Mc Laughlin's (2000) analysis of mutation as the result of featural affixation (Akinlabi 1996, Zoll 1998) to the root node of a consonant. However, unlike Mc Laughlin's analysis, where mutation was stem-initial, in Blin such mutation is stem-final. One of the more unusual properties of Blin is that for phonological purposes, it is often easier to take the plural as the underlying form, since singulars and singulatives are morphologically marked. For example, /kr/ 'stones' has a singular /kr-a/. One common mutation is the lenition of velar stops: /lk/ 'fires', /lx-a/ (sg.). The loss of continuancy also results in the loss of ejection (/ak'/ → /ax-a/ 'cave (pl./sg.)', but not labialization /kin/ → /xin-a/ 'woman (pl./sg.)', /sak’/ → /sax-a/ 'fat (n.)(pl./sg.)'. In addition, velar lenition may occur word-medially, e.g. [bkl] → [bxl-a] 'mule (pl./sg.)'. More than one mutation process may also occur within the word: /dk’l/ → /dxar-a/ 'donkey (pl./sg.)'.

    GENITIVE SUBJECT LICENSING IN∗ UYGHUR SUBORDINATE CLAUSES ALYA ASARINA &JEREMY HARTMAN Massachusetts Institute of Technology 1 Introduction In this paper, we analyze embedded clauses in Uyghur, a Turkic language spoken in the Xinjiang Uyghur Autonomous Region of China. We argue that genitive case on the subjects of these clauses is licensed by agreement with a clause-external D head. We also argue that these clauses are full CPs. Putting these claims together, we show that Uyghur exhibits agreement and case-assignment over a CP boundary, a configuration that is inconsistent with Chomsky’s (1998) Phase Impenetrability Condition (PIC). The Uyghur data thus support adopting the weaker version of the PIC proposed by Chomsky (2001). Consider the following examples of embedding in Uyghur.1 (1) Noun Complement: [ men-1N ket-ken-(liq) ] heqiqet-im muhim [ I-gen leave-RAN-(LIQ) ] fact-1sg.poss important ‘The fact that I left is important.’ (Uyghur) (2) Verb complement: Ötk¨ur [ Ajg¨ul-nuN ket-ken-(lik)-i-ni ] di-d-i Ötkür [ Aygül-gen leave-RAN-(LIQ)-3.poss-acc ] say-past-3 ‘Ötkür said that Aygül left.’ (Uyghur) When the embedded clause is the complement of an overt noun, as in (1), possessor agreement is on the embedding noun. We will argue that the optional morpheme -liq in the above examples is a complementizer, and that examples like (1) thus display agreement across a CP boundary. Abstract Western Yugur is a Turkic language which is nowadays on the verge of extinction and assimilation resulting from long-term interaction with the Mongolian, Tibetan and Chinese languages. It seems relevant to study the development of the common Turkic language and identify the reasons for the disintegration of the language with evidence from Western Yugur which acts here as a “canned linguistic structure” that has been isolated from the Turkic language environment of Central Asia since the 8th-9th cc. and, thus, has experienced the diverse and prolonged infl uence of ethnolinguistic and historical processes “inside the belly” of the Chinese, Tangut, Tibetan and Mongolian languages.
