The train consisted of three diesel-electric freight locomotive units, all under power and manned by an engineer and a brakeman. Almost simultaneously, northbound Amtrak train 94 departed Pennsylvania Station in Baltimore. Train 94 consisted of two electric locomotive units, nine coaches, and three food service cars. In addition to an engineer, conductor, and three assistant conductors, there were seven Amtrak service employees and about 660 passengers on the train. -

Colonial Investments and Long-Term Development in Africa: Evidence from Ghanaian Railways∗ Remi JEDWABa Alexander MORADIb a Department of Economics, George Washington University, and STICERD, London School of Economics b Department of Economics, University of Sussex This Version: October 14th, 2012 Abstract: What is the impact of colonial public investments on long-term development? We investigate this issue by looking at the impact of railway construction on economic develop- ment in Ghana. Two railway lines were built by the British to link the coast to mining areas and the hinterland city of Kumasi. Using panel data at a fine spatial level over one century (11x11 km grid cells in 1891-2000), we find a strong effect of rail connectivity on the pro- duction of cocoa, the country’s main export commodity, and development, which we proxy by population and urban growth. First, we exploit various strategies to ensure our effects are causal: we show that pre-railway transport costs were prohibitively high, we provide ev- idence that line placement was exogenous, we find no effect for a set of placebo lines, and results are robust to instrumentation and nearest neighbor matching. Second, transportation infrastructure investments had large welfare effects for Ghanaians during the colonial period. Colonization meant both extraction and development in this context. Third, railway con- struction had a persistent impact: railway cells are more developed today despite a complete displacement of rail by other means of transport. We investigate the various channels of path dependence, including demographic growth, industrialization or infrastructure investments. The Poor of the Parish: Social care in Kingsbury in the early Nineteenth Century. It would be easy to believe that the care we take for granted under the Welfare State only dates from the 20th Century, but evidence at Brent Archives reveals a different story. Among the many interesting old documents held there are the hand-written Kingsbury Poor Accounts from 1811 to 1829, which give a fascinating glimpse into social care nearly 200 years ago. [Source: Brent Archives, ref. 197747/4/1, from which all of the accounts entries below are shown.] From Queen Elizabeth I’s time, under the Relief of the Poor Act of 1597, each English parish had to appoint two Overseers to ensure that poor people in their area were looked after. They raised money based on the value of the property that local people occupied, and kept records of how this was spent. In 1811 Kingsbury’s Overseers were elected at Easter, but a few years later this was changed to a fixed date of Lady Day (25 March) each year, one of the official “quarter days” used for business purposes. Although the Overseers were only elected for a year, some men served the parish in this role for successive years. Samuel Harrison was one of them from 1812 until 1819, while Henry Pope was an Overseer for ten of the twelve years between 1817 and 1828, with seven different colleagues. The Poor Law Commission and publicly-owned housing in the English countryside, 1834–47 by Roger Wells Abstract This paper addresses aspects of the Poor Law Commission’s policy of encouraging parishes to dispose of their often considerable stock of social housing, in some cases built up over many years, and a topic previously analysed in this Review by John Broad. Policy was in part conditioned by the cost of new workhouses required in many of the unions created under the 1834 New Poor Law. This fell on indi- vidual parishes’ ratepayers; sales of their real estate would lighten, and sometimes remove, the financial pain. It also arose out of the Commission’s commitment to engineering able-bodied workers’ independ- ence through the abolition of all non-medical aid funded from the poor rate, which had traditionally included the provision of domestic accommodation at no or nominal rents by overseers of the poor. But, while putting the Commission in charge of sales by parishes, parliamentarians insisted that the own- ers and occupiers of property in each parish, had to vote to sell or retain, some or all, of their housing stock. The stipulation of compulsory disposals, which Broad erroneously assumed, remained a political impossibility. In a paper published some years ago in this Review, John Broad showed how on the eve of the New Poor Law, some parishes in southern England had accumulated considerable stocks of ‘social’ housing in which they housed their poor, rent-free or at notional rents.1 In Bedfordshire 56 per cent of parishes had some housing of this sort at their disposal, in Buckinghamshire 50 per cent. -

Northeast Region ● The 11 states that make up the US Northeast Region are Connecticut, Delaware, Maine, Massachusetts, Maryland, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont. ● Major cities include New York City, Philadelphia, Boston, Baltimore, and Washington D.C. ● The Northeast is bordered to the north by Canada, to the west by the Midwest, to the south by the Southeast, and to the east by the Atlantic Ocean. ● Six of the states in this region are collectively known as the subregion; "New England States". They are Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont. ● The Northeast states of Delaware, Maryland, New Jersey, New York, and Pennsylvania are often referred to as the subregion; “Middle Atlantic States”. ● Washington D.C., which is not a US state, is also considered part of the Northeast region. ● The climate of the Northeast varies by season. Winters are often extremely cold; especially in the northern most states such as Maine. The regions summers are generally warm and humid. ● The mouths of four major rivers pierce the coastline to empty into the Atlantic: Delaware River, Kennebec River, Hudson River, Connecticut River. ● The Northeast has from colonial times relied on fishing and seafaring as a major source of its economic strength. Maine's excellent lobster is shipped around the nation. Boston, one of the oldest seaports in America, makes what the locals consider the finest clam chowder. ● New York City This city is one of the main tourist destinations in the world with attractions including; The Empire State Building, The Statue of Liberty, and Central Park. -

Because the English held cultural and political preem- inence in the colonial and early national periods, this myth of cultural homo- geneity arose. The actions and/or writings of contemporary English American leaders, historians, and literary figures enhanced the myth, and their domi- nance and influence cast a long shadow across subsequent generations. The Larger Context Colonial America existed on the periphery of the “civilized world.” Although England was dominant in its cultural, economic, and political influence, Europe also exerted a profound impact. For example, the Age of Enlightenment— an 18th-century philosophical movement that embraced rationalism, empha- sized learning, and encouraged a spirit of skepticism and practicality in social and political thought—guided the Founding Fathers in their thinking and eventual formulation of a new nation. Before the new republic became a reality, however, what occurred in colonial thoughts, words, and actions reflected, for the most part, the dominance of European culture, both abstract (values, ideas) and material (fashions, manufactured goods).
