These events include street parades, motor races, cycling races, jazz festivals, cultural celebrations, sporting events, open air theatres and concerts, and balls or dance parties and can often attract large numbers of people. A lot of time and effort goes into planning and promoting these events and they are often seen as a way of creating employment and providing economic benefits for the local community. Councils play a variety of roles, from event manager to consent authority, and have to weigh up the advantages and disadvantages for everyone in their community before they give approval for the event to go ahead. Events are often complex and may depend on approvals from a range of different agencies. The key to staging a successful event is good communication, as early as possible in the process, between the promoter of the event and the local council and other consent authorities such as the Police and the Environment Protection Authority. -

ISSN 1835-761X Working Paper Series 18-2007 November 2007 An Analysis of the Roads to Recovery Program in New South Wales Local Government Margaret Lopez, Brian Dollery and Joel Byrnes School of Business, Economics and Public Policy & Centre for Local Government, UNE Abstract: A crisis has developed in the maintenance and renewal of vital Australian local infrastructure that has attracted the attention of several recent public inquiries and some academic scholarship. However, an unfortunate feature of the subsequent debate on the local infrastructure crisis has been its almost total neglect of the role of the Commonwealth Roads to Recovery Program which has helped to alleviate this crisis. Using the institutional context of Roads to Recovery funding to New South Wales local government, this paper seeks to remedy this neglect by presenting an initial exploratory analysis of the operation of the Roads to Recovery Program. REPORT OF PROCEEDINGS BEFORE GENERAL PURPOSE STANDING COMMITTEE No. 5 INQUIRY INTO LOCAL GOVERNMENT AMALGAMATIONS IN NEW SOUTH WALES ——— At Orange on Friday 24 October 2003 ——— The Committee met at 9.30 a.m. ——— PRESENT Mr I. Cohen (Chair) The Hon. R. H. Colless The Hon. K. F. Griffin Ms S. P. Hale The Hon. C. J. S. Lynn The Hon. I. W. West CHAIR: I welcome everyone to today's hearing, which is the second hearing of the General Purpose Standing Committee No. 5 inquiry into local government amalgamations. We have held this hearing in Orange today to give people from the central-western region an opportunity to hear from a range of councils and other witnesses on issues which I know many people feel very strongly about. On Monday the Committee will hold a third meeting at Parliament House. The Committee is holding a public meeting in Tamworth on 4 November and in Wagga Wagga on 5 November. Transcripts published by the Committee will be placed on the Committee's web site for public and media access. Anyone who misses something today will be able to read the transcript on the web site, and it will be available next week. I thank all individuals and organisations across the State who have spent the time to send submissions to this inquiry. There is a great deal of interest in this issue and to date the Committee has received well over 200 submissions, and more are arriving. As with all hearings I need to remind any members of the media who are present that the usual broadcasting guidelines apply.
