CD-ROM of this document plus images obtained to date - 1 - - 2 - 1.0 INTRODUCTION The Fish River Water Supply Scheme [FRWS] is a medium size but important water supply with the headwaters in the Central Highlands of NSW, west of the Great Dividing Range and to the south of Oberon. It supplies water in an area from Oberon, north to Portland, Mount Piper Power Station and beyond, and east, across the Great Dividing Range, to Wallerawang town, Wallerawang Power Station, Lithgow and the Upper Blue Mountains. It is the source of water for many small to medium communities, including Rydal, Lidsdale, Cullen Bullen, Glen Davis and Marrangaroo, as well as many rural properties through which its pipelines pass. It was established by Act of Parliament in 1945 as a Trading Undertaking of the NSW State Government. The FRWS had its origins as a result of the chronic water supply problems of the towns of Lithgow, Wallerawang, Portland and Oberon from as early as 1937, which were exacerbated by the 1940-43 drought.

    3G-1 Appendix 3G Further Perspectives on the Financial Benefits of Local Government Amalgamations Appendix 3G has five sections which support the section in Chapter 3 on estimates of the financial benefits of local government amalgamations. The first section further examines the KPMG estimates that savings of up to $845 million per annum could be achieved in NSW through local government amalgamations. This first section also includes a critique of the KPMG estimates by Judith McNeill. The second section presents a Darwinian survival perspective to the debate on the preferred sizes of local governments. The third section briefly discusses the self-limiting effect whereby the strength of the argument in favour of local government amalgamations must in some senses diminish with each successfully achieved amalgamation. The fourth section, in Table 3G-3, provides a compilation of extracts from 113 Australian and international literature sources which provide valuable insights on the local government amalgamation debate generally and which appear to provide important lessons for this current study. KPMG's Financial Benefit Estimates Consultants KPMG explored four local government amalgamation options, and establishes estimates of cost savings possible through each of these options, in a 1998 report prepared for the Property Council of NSW. Table 3G-1 below summarises the key findings in this report, where savings estimates are based on 1995-96 data. The New England Highway is closed in Wallangarra in Queensland due to flooding – motorists cannot travel beyond Jennings in New South Wales as a result Between Moree and the Queensland border – The Carnarvon Highway is closed The Newell Highway is closed between Moree and the Queensland border, and between Moree and Narrabri At Biniguy, east of Moree – the Gwydir Highway is closed, east of Gretai Road Between Coopernook and Cundletown - one lane of the Pacific Highway is open in each direction with a reduced speed limit Between Walcha and Gloucester - Thunderbolts Way is closed At Failford - Failford Road is closed between the Pacific Highway and The Lakes Way The Oxley Highway is closed between Sancrox and Long Flat, as well as between Walcha and Mount Seaview Between Macksville and Nambucca Heads - Giinagay Way is closed between the Pacific Highway and Edgewater Drive Due to the unforeseen disruption of the road network that is beyond ScottsRL control we will endeavour to deliver but cannot guarantee your delivery will arrive on time as originally booked and will not accept any liability.
