Tender papers can be purchased on application in plain paper to the Deputy General Manager, LAC, T&T Circle, AEGCL on all working days from 02-01-2017 to 16.01.2017 between 11:00 hours (IST) to 14:00 hours (IST). 3.0 Validity of Bids 3.1. Bids shall remain valid for the period of 180 days after the bid submission deadline date prescribed by AEGCL. In exceptional circumstances, prior to the expiration of the bid validity period, AEGCL may request the bidders to extend the period of validity of their bids. The requests and the responses shall be made in writing. A bid security may also be extended for a corresponding period. Bidders may refuse the request without forfeiting its bid security. A bidder granting the request shall not be required or permitted to modify its bid. 4.0 Bid Security: 4.1 Unless otherwise specified in the Bid Document, the bidder shall furnish as part of its bid, in original form, either a Bid Securing Declaration or a bid security as specified in the Bid Document. In case of a bid security, the amount shall be specified in the Bid Document i.e. INR for Rs. 37,000.00 duly pledged to the Managing Director, AEGCL, Bijulee Bhawan, Paltan Bazaar, Guwahati-1. 4.2. The bid security shall be a demand guarantee, at the bidders opinion, in any of the following forms: (a) Bank Draft from any Nationalised Bank (b) An unconditional bank guarantee: or (c) An irrevocable letter of credit; or (d) A cashier’s or certified check from a reputable source of the country. The bid shall be submitted either using the Bid Security Form as specified, in case of a bank guarantee, or in another substantially similar format approved by the employer prior to bid submission. In either case, the form must include the complete name of the bidder. The bid security shall be valid for 28 days beyond the original validity period of the bid, or beyond any period of extension. 4.3 If a bid security is specified, any bid not complying shall be rejected by the Employer as non- responsive. 4.4. The bid security of the successful bidder shall be returned as promptly as possible once the successful bidder has signed the contract and furnished the required performance security. 4.5. The bid security of the unsuccessful bidder shall be returned as promptly as possible upon the successful bidder has furnished the required performance security. 4.6 The bid security may be forfeited: A) If a bidder withdraws his bid during the period of bid validity specified by the bidder. B) If the successful bidder fails to i) Sign the contract within the specified period. ii) Furnish a performance security within 15 days time. 4.7 If a bid securing declaration is not executed in accordance to the above, AEGCL may declare the bidder ineligible to be awarded a contract by the AEGCL for the period of time stated in the form of Bid Securing Document. 5.0 Format and signing of bid: 5.1. The bidder shall prepare one original of the Technical Bid and one original of the Price Bid comprising the Bid and clearly mark it ORIGINAL- TECHNICAL BID and ORIGINAL-PRICE BID. 5.2. The original of the bid shall be typed or written in indelible ink and shall be signed by a person duly authorised to sign on behalf of the bidder. This authorisation shall consist of a written confirmation as specified in the Bid Document and shall be attached to the bid. The name and position held by each person signing the authorisation must be typed or printed below the signature. All pages of the bid where entries or amendments have been made shall be signed or initialled by the person signing the bid. 5.3 Any interlineations, erasures, or overwriting shall be valid only if they are signed or initialled by the person assigning the bid. 6.0 Submission and opening of Bids 6.1 Submission, Sealing and marking of Bids 6.1.1 Bidders should submit their bids by hand. When so specified in the bid document, bidders shall have the option of submitting their bids electronically. Procedures for submission, sealing and marking are as follows: A) Bidders submitting bids by hand shall enclose the original and each copy of the bid, including alternative bids, if permitted in accordance with the above, in separate sealed envelopes, duly marking the envelopes as --- ORIGINAL. This envelope containing the original shall be enclosed in one single envelope. 6.1.2.

In last few decades, due to ever increasing anthropogenic activities, the city is facing many geo-ecological problems. Naturally the physiographic conditions have cumulative effect on the growth and distribution of population and settlement pattern. This city has been characterized by a complex pattern of human habitation of as many as 809,895 populations within 216 sq. km. geographical area in 2001. The physiography of the area is not plain one and 20 numbers of small and big hillocks are found covered with forest which has great impact on keeping the city pollution free environment with healthy ecological balance. Among these hillocks 9 are identified as a reserve forest. Due to population pressure large number of encroachment and deforestation has been seen, resulting squeezes the area of the hillocks. The study is based on primary and secondary data collected from different sources. The collected data are analyzed through GIS software to find the output explicitly. Therefore, an attempt has been made in this paper to analyze the population pressure, changing forest dynamics and its related phenomena and encroachment pattern in the study area.
